Access openings into each snaft must be protected by self-closing and latching fire door assemblies having s 1-1/2 hoar fire-resistance ratiwi. Other penetrations of shaft walls must be suitably protected in order to maintain the integrity of the fire resistance of the shaft; e.g. fire dampers set in fixed collars in the case of metal duct work, etc. (ref: Sec. 1706 and 4306 U.B.C. ) 3. Two of the required exit stairways are shown terminating in the parking garage level . Ttis is not acceptable. Exit stairways must extend to the exterior of the building to provide a free and unobstructed mean_ of egress to the public way. (ref: Sec. 3301 and 3308 'J.B.C. ) 4. The access apenings into the stairway enclosures must be served by self- closing and latching fire door assemblies having a 1-1/2 hour fire-resistance rating. In addition, these doors must have a maximum tr-nsmitted temperature end of point rating of not to exceed 450 degrees abovr the ambient at the end of 30 minutes of fire exposure. Both requirements must be verified by labels on both the doors and doer frames. (ref Sec. 3308, 4302 and 4306 U.B.C. ) 5. Regarding the steel roll-up fire door assembly proposed to cut off the parking area from the atrium, this assembly must close automatically upon operation of a stroke detecting device and must be "fail safe" to the effect that it will close automatically in the event of power failure. This assembly must also have a maximum transmitted temperature end point rating of not to exceed 450 degrees Fahrenheit above the ambient at the end of 30 minutes of fire exposure .,ince it also protects a stairway enclosure. Incidentally, we know of no heel roll-down fire door assembly which has such a temperature end of point rating. (ref: Sec. 3308 and 4306 U.b.C. ) 6. The drawings referred and examined by this office contained no plans far the interior development of the building. Prior to the construction of any interior walls and partitions, complete interior plans for each story must Le -ut.nitted to and approved by this office. (ref: Set.. IV. Ordinance 80-1 ) 7. The drawings referred to and examined by this office contained no mechanical system plans. Prior to the installation of any HVAC equipment, plumbing, etc. , complete me ha^ical system plans must be submitted to and approved by this office. (ref: Sec. All exit doors and ways of access to exit doors must be well illuminated to a value of not less than 1 foot candle, mea_,ured at the floor, and must be indicated by electrically illuminated exit signs served by two circuits, one of which is separate from all other circuits in the building, and having 'getters not less than 6 inches in height with the principle strokes being not less than 3/4 of an inch in width. (ref: Sec. 3312 U.B.C. and IV Ordinance 80 1 ) S. The building must be provided with both a dry standpipe system and a wet standpipe system or, in lieu thereof, a standpipe system incorporating the provisions of both the dry and wet standpipe systems. This is referred to in Uniform Building Code as Class 1 .t.andpipes, Class II standpipes and Class 3 standpipes respectively. The dry standpipe system must have an outlet con- nection at every floor level landing in each stairway. The outlets in the stairways must be located within the stairway enclosures. In addition, there must be a three-way outlet above the roofline. The dry standpipe system must be interconnected at the bottom to the effect that all three standpipes within all three stairway enclosures are intertied. The wet standpipe system must he placed throughout the building to the effect that all portions of the building are within 30 feet of a nozzle attached to not more than 100 feet of fire hose. This standpipe system must be capable of supplying X00 gallons of water per minute at a pressure of 65 pounds per square inch gauge at the top most hose outlet. For further information con- cerning const~uction and installation of all three classes of standpipe:, please refer to Uniform Building Cede Standard No. 38. 3. Complete and detailed plans of all standpipe systems msut be suamitted to and approved by this office prior to installation thereof. (ref: Sec. 38(11 and 3803 U.B.C. ) 10. A firefighting water supply capable of providing 2500 gal'ons L.f water per minute from standard fire hydrants located within 800 feet of all portions of the first story of this building at a minimum residual pressure of 20 pounds per square inch gauge is required. sec. 10.301 U.F.C. ) 11 . A special inspector from an accepted and recognized testing agency must be employed during the course of constru,.tion to inspect the sprayed-on fireproofing which cualifies this building for a Type 1I-FR rating. SLbsequently, we have had the opportunity to review revised drawings for the Plaza West project and as a result offer the following comments. Regarding item no. 1 of our Plans Examination keport No. 1443 and the notes which are contained on the exterior wall detail as shown on sheet A-9 of the drawings, we know of no safing material which can be installed which will span the approximate 8- inch space between the edge of the floor slab and the exterior curtain wall . Whateeer is employed at the juncture under discussion must be a tested and approved assembly Ohich has a 2-hou fire-resistance rating. From the notes on the drawings we understand that. Clunas Industries will be providing detailed plans for the closing of thi ; breach. The detail as shown on the revised plans does not, as near as we can tell , qualify. Concerning the notes on the rlrawings regarding stairway access door assem- blies, we find no mention made of the transmitted temperature end point rating. All access openings into the stairway enclosure, in each instance, must be served by doors whi:.h have a 450 degree maximum transmitted temper- ature end point rating at the end of 3U minutes of tire exposure. This also applieto the steel roll-down door which separates the atrium from the parking narale. And, we know of ro steel roll-down fire door assembly which has a 450 degree maximum transri'tted temperature rind point rating. We recommend that you carefully investigate any claims in this regard.
