Oak Street As we advised you during our conversations of December 7, 1982, we have examined the plans for the installation o' the required dry end wet standpipe systems within this building. We regret that we must inform you that the plans cannot he approved as submitted. Listed as follows are applicable requirements for which we found no provisions within the drawir.gr. These issues must be addressed and resolved within revised Oraw►ngs which must be resubmitted to this office for review and approval . 1 . All hese connec:r ons ^rust have American National Standard threads as prescribed in Oregon Revised Statues, Chapter 476. Section 030, and ')regon Administrative Rules, Chapter 837, Section 61-005. 2. All hose outlets on the dry (Class I) standpipes must be located NO that a 1^-inch-long wrench may be used in the connection and disconnection of hose with full wrench clearance on all sides of the outlet. 6. A fire hose cabinet must be provided in the first story to the effect that all portions of the huildiA are 1 within 3C feet of a variable fog nozzle attached to not more than 100 feet of 1-1/2 inch hose. 7. The hose provided for the wet standpipe system must be ozone resistant and must be capable of withstanding a test pressure of 500 psig. 8. All wet (Class II) fire hose cabinets must he labeled with a sign reading "fire Hose For Use By Occupants" or similar wording. 9. Both the wet and dry standpipe systems must be tested at a pressure of 200 psig for two hours. A copy of the test certificate witnessed and sic,ned by the general contractor must be furnished to this uf 'ice. Oak Street at Hwy 217 & Greenburg Road Regarding our recent telephone conversation concerning the detail drawings dated June 17, 1982, by Clunas Industries concerning the safing off of the four slabs at the perimeter of the curtain wall construction, accordirg to the information on file in our office concerning the employment of Therma- fiber, the maximum ',emitted span is 7 inches. That is, the safing material (1/2-inch wider than the void being filled) is friction fitted in the void space and then the material is supported in a positive manner by the use of impaling clips at 24-inch maximum intervals. The safing material consists of 4 pounds per cubic foot density nineral wool ap)roximateiy 4 inches thick and a maximum of 1-1/2 inches in width with inks up to 60 inches. Accordingly, the detail as shown in the drawing under constriction employing 12 inch Thermafiber safing will not conform to the accepted method of instal- 1,,ti ing to the research report of the International Conference of i ding Of icials. We do harbor some reservations, however, with reference to the expanded poly-styrene foam. That is, we have a problem in reconciling the employ- ment of a combustible material en a Type II fire-resistive buildi►.S with reference to Secti,m 1903 of the Uniform Building Code, an adopted regu- lation of this jt•risdiction. We have conferred with Mr. Clunis of ,- firm regarding this issue and hopefully we will be receiving within the very near futu'•e documentation that this is an acceptable material for employment in the class of construction of which this building wil' composed. Subsequent to our conversation I consulted the Fire Resistance Directory as pu`lished by Underwriters Laboratories Incorporated and ICPU Research Report No. 1244 which covers Cafco blaze-shield and deck-shield to find no indica ion that either of these two agencies list, approve or advocate the employment of blaze-sheld in the manner which you propose. Accordingly, without some assur- ance that the assembly will provide the pre,crihed two-hour fire-resistance between stories, I am obliged to deny apTroval of the design. The attitude which you conveyed to me during the course of our conversation leads me to infer that you feel I am (Fina excessively circumspect. Of course, our frames of reference are different. My concern is with the upwards of 600 people who will occupy this building once it is completed. Their safety hum fire is totally deirn,dent upon the thermal protection ipplin'+ to the structural elements of this building, the fire resistance of the concrete floor slabs and the total separation of each story to preclude the passage of fire from one floor to the /,ext. The public corridor must be comp,etely "fire isolated" from the remainder of the building by on?-hour fire-rated construction. That is, the corridor wails must extend from structural slab to structural slab or some other arrangement must be made since the original contract documents indicate that the suspended ceiling system will not be fire rated. For possible means of providing the separation we are enclosing a copy of an article relating to the same subject matter authored by Mr. T. J. Koyamatsu of the International Conference of Building Officials. (r€f: Sec. 3304 U.B.C.) 2. HVAC ducts which penetrate the fire-protective membrane of the public corridor must be fitted with fire dampers at the point of penetration. Fire dampers installed in walls must be set in a collar and must be totally independent of the duct work. That is, the duct work must be able to shear away without dislodging the fire damper from the wall opening. Tref: Sec. 4306 U.B.C. ) 5. One set of approved plans bearing the stamps of the Washington County BuildingTepartment and this office must be maintained on the project site throughout ull phases of construction and must be made available to building and fire inspectors for reference during required construction inspections. (ref: Sec. 303 U.B.C. ) 6. Inspection and approval of construction by this office is required: a) prior to the application of gypsum plasterboard to any new framing. b) upon completion of construction and prior to the use and occupancy of the suite. (ref: Sec. 305 U.B.C. ) 7. Prior to the use and occupancy of the suite, a Certificate of Occupancy must be obtained from the Washington County Building Department. (ref! As a result. we offer the following comments. 1 . It is understooa by this office that the area to the east oc the elevator lobby will be protected by a fully supervised particles of combustion detection system in order to accommodate the lack of a fire- •rated corridor system. , 2. Approved plans bearing the stamps of the Washington County Building Department and th4s office must be maintained on the job site and be made available to building and fire inspectors. 10.
