sahpe t INVALIDATION OF BUILDING PERMIT
The Oregon State Structural SF cialty Code, Section 305(A) regr.ires, "All
construction or work for which a permit is required shall be subject to
inspection by the Building Official." The responsibility to call for
inspections rests with the applicant. Section 305(B), "It shall 111 the duty
of the person doing the work authorized by a permit to notify the Building
Official that such work is ready for inspection It shall be the duty of
the person requesting any inspections required by this Code to provide ac,:ess
to and means for proper inspection of such work."
The Structural Specialty Code, Sectio, 303(D), deals witn the expiration :,f
building permits: "Every building permit issued by the Building Official
under the provisions of this Code shall expire by limitation and become null
and void if the building or work authorized by such permit is not commenced
within 180 days from the date of such permit. or if the building or work
authorized by such permit is suspended or abandoned at any time after the work
has commenced for a period of 180 days."
The above ^eferenced permit has not had an inspection request for in excess of
twelve mr 'is and is presumed to he hactive and the permit void.

STANDARD PROVISIONS

The following numbered paragraphs are standard provisions which are general in scope
and pertain to all community water supply construction.
1. All materials and workmanship must be in strict complaince with the
provisions of the Oregon Administrative Rules 42-005 governing "Pro-
duction and Delivery of Water for Domestic Use".
2. All potable water lines and wells, reservoirs or tanks which will produce
or hold potable water, must be adequately flushed and sterilited in con-
formance with the Health Division standards, and tests must indicate that
the water is free of bacteriological contamination prior to use as set forth
in Oregon Administrative Rules 42-025, paragraph (4,d). ,1
Highly chlorinated water shall not be discharged to streams in such a manner
as to damage aquatic life as set forth in Oregon Administrative Rules 41-0?5,
paragraph (5).
3. The construction of the project shall be under the supervision of, and shall
be thoroughly inspected by the registered engineer, who at the completion of
the project shall certify in writing to the State Health Division that such
construction was inspected by him and found to comply with the approved plans.
4. The installation of the project must comply fully with the regulations of
the State Health Division and the Department of Environmental Quality regard-
ing the relative location or separation of water and sewer lines. This
requirement is set forth in Oregon Administrative Rules 42-02' , paragraph (4,d).
5. Constructiof of the proposed project must be in conformance with the approved
plans and specifications and with applicable codes. No changes or deviations
shall be made without the written approval of the State Health Division as
set forth in Oregon. Revised Statutes 449.220, paragraph (3).
b. All piping must be sized to carry maximum design flows at reasonable velocities
and friction losses. The system must he able to supply water at a minimum
pressure of at least 20 psi to all points in the system during periods of
rtaximuis water demand as set forth in Oregon Administrative Rules 42-025,
paragraph (1) and (2) and also paragraph (4).
7. No piping arrangement shall exist which permits contaminated water or other
fluids to enter any domestic water supply or its piping system as set forth
in Oregon Administratire Rules 42-017

B. Dead-end runs shall be provided with means of flushing to prevent deterioration
of water quality as set forth in Oregon Administrative Rules 42-025, para-
graph (4,b).

Dear Mr. Goodell
I would like to confirm our telephone conversation of
July 31, 1973, wherein we requested that an occupancy permit
be issued for the Meier & Frank Store in order to enable it +I
to open for business on or before the middle of August 1973.
As mentioned in our conversation, the building probably will
not be 100% completed at this time due to the current
construction strike, however, the items that will not be
completed are minor and would not involve any code or ordinance
violations. The most important items not completed are as i
follows:
1
1. The parking lot striping has not been started, however,
{( it is possible that through the use of temporary barricades
` and personnel an orderly traffic control can be established.
2. The parking lot lighting is not operational.
3. The Kitchen-Dining area in the Meier & Frank Store will not
he completed, however, it is not contemplated to use this
area at this time.
I am enclosing correspondence from the office of the State Fire I
Marshal, dated July 3, 1973, consenting to the Meier & Frank
1 opening prior to the opening of the mall buildings and
correspondence from Mr. Wilburn Dodge, Washington County Fire
F District No. 1 , Plans Examiner, relating to the same matter.

Mr. Pickett concurred with the interpretation of the code as worked out
with Mr. Goodell and added the following:
1. Since the trvill is a corridor by definition, corridors do not generate their
own population and reed not be considered.
Z. Simple dead end corridor would be accepted. Fire Marshal reserve the
right to rule on them on an individual basis (Service Corridors).
3. Mr. Pickett ruled that the loft area or future mezzanine void must he
sprinklered. Architect did not agree on this item as requirement is
not clear. Architect will explore this with owners and consider alternates
e. smoke or heat detection system, variance, etc.
4. A ratio of 20% stock - 807, sales is acceptable way to compute shop
population.

1. Reviewed and concurred with minutes of December 14th.
2. Architect presented an egress plan and calculation proposing the use of
water curtains across mall in two location in lieu of nn"ciliary exit corridors

3. Mr. Pickett felt that the scheme had merit. The rear exits of the individual
stores provide a large exit capacity even though it cannot be included in the
exit calculations.
- 4. Mr. Pickett made several recommendations regarding smoke detection
systems to operate the sprinkler curtains - one detector on each side of the
curtain.
5. Mr. Pickett would take the matter up with the State Fire Marshal the week
of January 3rd and advise the architect of the outcome.

I would like to confirm the conversation held in your office
yesterday, June 28, 1973, with Mr. Waters, of the Fire Marshal's
Office; Mr. Griswold, of Meier & Frank Co. ; Mr. Harrington,
of Winmar Pacific; and Mr. Michaelsen, of ,'ohn Graham & Co. ,
Architects.
It was decided that the Meier & Frank. Store at the Washington 1
Square Shopping Center in Progress, Oregon will be allowed to i
open for business on or about August 1, 1973, without the
adjacent mall areas to the south of the Meier & Frank Building
(I completed. All entrances from the Meier & Frank Building into the
mall areas will be closed for use by the public until the riall
buildings are completed on or before September 15, 1973. This
') includes Meier & Frank Entrance Nr. 6, which is shown on the
drawings to be a required exit. The remaining entrances leading
( from the Meier & Frank Building directly to the exterior are of
sufficient size to handle the building occupants.
