The purpose of this letter is to advise you that I have examined the ore-
liminary pian for the remodeling of both the first and second stories of
this occupancy. Generi.11y speaking, the layout appears to be satisfactory.
My only concern is with the automatic sprinkler coverage which is required
for this building.
Regarding the new display partitions, your drawings indicate that there is
an apparent flair at the top. If this flair would tend to obstruct the
spray pattern of the automatic sprinkler heads from reaching the floor,
then cow:rage under that space will be required. And, ceiling-mounted
automatic sprinkler heads must not be located closer than 1 foot nor move
than 7-1/2 feet from any wall , partition or similar bulkhead.
I none this letter will assist in clearing the way for your development of
complete contract documents. :f you should nave any questions regarding
fire safety regulations, or if I can be of service in any other way, please

The plans for the remodelling of this occupancy have been examin-
ed with respect to fire safety regulations . Listed as fellows
are requirements which must be observed during the course of the 1
remodelling projAct and prior to the conclusion of the remodel-
1 ling project and for which we found no specific provisions in the
document submitted .
'- . The existing interior doors at the new north and south entry
vestibules must have the deadlocks removed . These doors must
be openable from the inside at all times for immediate exit
without the use of a key , special knowledge or effort .
In this regard , the architectural finish hardware specified
for the new exterior doors at the locations mentioned is not
approved . Exterior doors maybe fitted with keyed deadlocks
only if they are of the " indicating" type (that is , being
readily distinguishable as h2ing locked when in the locked
position ) and , in any case , manually-operated flush are
never permitted . When the active leaf is unlocked , the in-
active leaf must be free to swing in each instance . Please
. revise the architectural finish hardware schedule to accommo-
date this requirement .
All other new door assemblies must be openable from the in.
side for immediate exit without a key, special knowledge or
effort .

2 . The plans submitted to and examined by this office contained
no mechanical or electrical systems plans . Alterations to
the mechanical and electrical systems must be preceded by
plans which must be reviewed and approved by a representa-
tive of this office .

3. The automatic sprinkler protection which serves this building
must be extended and altered to provide full coverage of all
floor areas. Ceiling-mounted automatic sprinkler heads must
not be located closer than one foot nor more than 7 1/2 feet
from any wall , partition , or similar bulk head .
4 . Prior to the alteration of the automatic sprinkler protec-
tion complete plans must be submitted to and approved by a
representative of this office .
5 . One set of approved plans must be available to building and
fire inspectors for refsrence during required construction
inspections of this project .
6. Inspection and approval of construction by a representative
of this of' -e is required : (a) prior to the cover of any
new interio+ framing elements following the installation of
all utility runs which will be concealed within wall and
partition cavities or ceiling spaces; (b) upon completion of
construction and prior to the use and occupancy of any alter-
ed areas.
7 . Upon completion of the remodelling project , a certificate of
occupancy or other written instrument of approval must be
obtained from the Washington County Building Department .
I have given the plans conditional ipproval subject to the
foregoing stipulations . Please make necessary revisions and
provide additional documents t. cover these requirements . In
the meantime , this letter should assist in clearing the way
for the initiation of construction. If you have any questions .

electrical plans and specifications are required. Reference Section 302.

calculations are required on the new storage decks. Details are also
required for the new stairs, handrails and guardrails. Reference

ik- 3) Handrails shall be placed not less than 30 inches ror more than 34
inches above the nosing of treads. They shall be continuous the full
length of the stairs. At least one handrail shall extend no less than 6
inches beyond the top and bottom risers and ends shall be returned or
shall terminate in newel posts or safety terminals.
Handrails projecting from a wall shall have a space of not less than
a/ Ij 1-1/2 inches between the wall and the handrail. The hand rir

not less that 48 inches in height. Open guardrail and stair railings

7) Doors must be fitted with a type of locking or latching device which

locked and there is a readily visible, durable sign on or adjacent to
the door stating this door to remain unlocked during business hours.
There shall be floor or landing on each side of a door. The floor or
landing shall be not more than 1/2 inch lower than the threshold of the

nearesL vertical edge of a door or in areas subject to human impact,
shall be tempered or of an approved safety glazing material. Reference

12) Tcilet rooms shall be provided with a mechanically operated exhaust
system capable )f providing a complete change of air every 15 minutes.
Such systems shill be vented to the outside air and at the point of
discharge shall be at least 5 feet from any openable window. Reference

13) Approval from the Unified Sewerage Agency is required prior to the
issuance of the building permit,
14) Plans for the installation or alteration of the automatic sprinkler
ystem must be provided to and approved by Washington County Fire
• District #1 prior to such installation or alteration.
15) A plumbing permit will be required prior to the installation or any
alteration of the sanitation or potable water systems. Plumbing permits
are now available at the building division counter.
16) The permit for this project cannot be issued until the above listed
items are resolved and approvals by the structural engineer, plans
examiner and the Unified Sewerage Agency have been documented.

PRESENT: Gill Carey - J.C. Penney Co.
As per your request, we inspected the storage system recently constructed at
the J.C. Penney Washington Square facility. The purpose of the inspection was
to evaluate the connections noted by the Building Inspector as being suspect.
These connections were for the exterior ledgers to the 4x4 posts and consisted
of 1 - 3/8" bolt.
Our analysis of the framing shows that both the ledger and the bolt are
overstressed for the design Live Load of 100 PSF. We recommend that another
ledger and 2x4 post be added as shown on enclosed Sketch S-1 for all exterior
ledger conditions.
