1. The main exit doors from this establishment must be fitted with
panic hardware as per Section 3318, S.B.C. These doors are the
double doors at the front and the side door or the public area of
the restaurant.
Other doors must be fitted with a type of locking or latching
device which will permit tie opening of the door from the inside
without the use of a key, special knowledge or 'effort, except that
exterior exit doors may be fitted with a keyed locking device which
is readily distinguishable as lucked and there is a readily
visible, du►able sign on or adjacent to the door stating this door
to remain unlocked during business hours.
There shall be floor or landing on each side of a door. The floor
or landing shall be not more than 1/2 inch lower than the threshold
of the doorway. When doors open over landings, the landing shall
have a length of not less than 5 feet. Refe-ence Section 3304,
S.B.C.
2. Glass used in doors or in glazing located within 12 inches of the
nearest vertical edge of a door or in areas subject to human impact,
shall be tempered or of an approved safety glazing material . Reference
Section 5406, S.B.C.
3. Toilet rooms shall be p►ovided with a mechanically operated exhaust
system capable of providing a complete change of air every 15 minutes.
Such systems shall be vented to the outside air and at the point of
discharge sholl be at least 5 feet from any openable window. Reference
Section 705, S.B.C.
4. This office will accept the stamp of the architect on the plans of
record as certification that to the best of his professional knowledge,
information and belief, the plans are Jr conformance with the
requirements for energy conservation. Reference Section 5301 , S.B.C.
5. In lieu of submitting an engineers design, suspended ceilings and
fixtures shall be supported as specified in U.B.C. Standard 47-18 and
shall be laterally braced as shown on the attached cross section.
Additional information of standard requirements is available if needed
upon request.
6. All insulation materials including facings, sura as vapor barriers or
breather papers, installed within floor-ceiling assemblies, roof-
ceiling assemblies, walls, crawl spaces, Jr attics shall have a
flame-spread rat 'no not to exceed 25 and a smoke density not to exceed
450 when tested it accordance with U.B.C. Standard No. 42-1.
Wnen such mat is are installed in concealed spaces of Types III, IV,
and V construc' ion, the flame-spread and smoke-developed limitations do
not apply to iacings,provided that the facing is installed in
substantial :ontact with the unexposed surface of the floor-ceiling, or

7. Plans for the installation or alteration of the automatic sprinkler
system must be provided to and approved by Wasiiingtcn County Fire
District #1 prior to such installa'..on or alteration.
8. Complete shop drav:ings for the installation of the grease hood, duct
shaft, make up air and fire-extinguishing system must be submitted to
and approved by this office prior to installation. Reference Section
302, S.B.C.
9. Approval from the Unified Se.-teraye Agercy is required prior to the
Issuance of the building permit.
10. Subject to the above listed items the plans for this project are
approved for construction, insofar as the Land Development Services
Division requirements apply.
11. The permit for this project cannot be issued until the approvals from
the structural engineer, design review and the Unified Sewage Agency,
if required, has been documented. The fir marshal must approve all
plans prior to the issuance of the building permit.

The plans for this project have been examined. From our telephone conversation
of August 23, we understand that the framing f,r all walls and partitions will
Le steel studs and that no combustible materials will he employed in the basic
construction. As a result of our plans examination we are listing as follows
those requirements which must be incorporated into the construction or into the
development of the project to meet currently applicable fire safety r"gulations.
1 . Concerning the construction of the (grease) hood and exhaust system, the
hood must be constructed of no. 22 gauge galvanized steel , copper sheets
weighing not less than 24 ounces per square foot or stainless steel having
a minimum thickness of 0.030 inches. The hood must be securely Fastened in
place by noncombustible supports and every seam and joint must be s'ibstan-
tially tight.
The exhaust duct must be constructed of not less than no. 16 manufacturer's
standard gauge steel or stainless steel not lighter than no. 18 manufac-
turer's standard gauge. All joints in the duct work must be made of a
continuous type weld or braze on the external surface only and the duct
work, when installed, must be enclosed in a shaft from the pint where it
leaves the kitchen to its termination outside the building. The duct 1
shaft must be of one-hour fire resis' cve construction and must be of a
sufficient size to provide a clearance of not less than 3 nor more than
12 inches between the exhaust duct and the walls of the shaft.

Make-up air must be provided in an amount equal to the amount which is
exhausted by the grease hood exhaust system. The exhaust and make-up
air systems must be connected by an electrical inter; ,cking switch to
the effect that the exhaust and make-up air fans operate simaltaneously.
That is, windows and other building openings may not be used for the
purpose of providing make-up air, and make-up air diffusers must he so
located as to prevent a short circuiting of air furnished to the exhaust
system.
The automatic fire extinguishing system called for on the drawings must
cover the hood, throat of the duct, and all cooking surfaces beneath
the hood. Actuation of the fire extinguishing system must automatically
shut off all fuel and power to the cooking equipment.
Provisions must be made for both automatic and manual activation of the
system and prior to its installation complete plans therefor must be sub-
mitted to and approved by a representative of this office.
2. The plans call for the installation of panic hardware on the secon03 •y
exit door. Panic hardware must also be installed on the main entr. rce,
exit door assembly which consists of a pair of doors.
3. At all doorways a floor or landing must be provided on each side. This
floor or landing must be not more than 1/2 inch lower than the threshold
of the doorway. Where doors swing outward over landings, the length of
the landing must he not less than 5 feet.
4. The antoratic sprinkler system which serves this buildirg must be extended
to cover all portions of this occupancy. Plans therefor must be submitted
to and approved by a representative of this office prior to the Initiation
of any alteration work on the automatic sprinkler system.
5. One set of approved plans bearing the stamps of the Washington County
Building Department and this office must be maintained on the project site
throughout all phases of construction and must be made available to building
and fire inspectors for reference during required construction inspections.
6. Inspection and approval of construction by a representative of this office
is required:
a) Prior to the drywall application to all +vall and ceiling framing elements
following the installation of all utility runs which will be concealed
within the wall and partition cavities.
b) Upon completion of construction and prior to opening for business.

7. Prior to opening for business a certificate o; occupancy or other written
instrument of acceptance must be obtained from the Washington County
Building Department.

Confirming our telel_hone conversation of August 12, the plans for this
tenant improvement p,'oject which will occupy portions of space C-1 an' C-2 .
in Bui . ing C have be; n examined with reference to fire safety regulations.
The issue of the proposed occupant load for this project area is of primary
concern to as. As I mentioned the seating layout shows an occupant load
of 140 while the floor area in the dining spaces and lounge will accommo-
date only 123 under the provisons of the fire code.
Specifically. the rear or west end dining room will accommodate a maximum
occupant load of 54, not 61 ; the middle dining room will accommodate a
maximum occupant load of 41 , not 43; the small or front dining room will

accommodate a maximum occupant load of 15, not 20; the lounge will accom-
modate a maximum occupant load of 13, riot 16. The total customer occupant
load which will be permitted within this area is 123 and this figure rust •
be posted in the proximity of the main entrance/exit doorway. fl e post-
ing placard will be furnished by this office. A revised seating plan must
be submitted to this office showing a seating layout which will substan- .
tially conform to the foregoing figures for each space under discussion.
Listed as follows are additional applicable requirements which must be
observed during the course of construction or prior to opening for
business.
1. Architectural Finish hardware: Both the front entrance/

2. Fire Protection of Public Corridor: The access doorway
from the kitchen into tie interior exit corridor of
Building C must be served by a self-closing end latching
door assembly having a rated and labeled fire resistance
of not less than twenty minutes. This door assembly must
also be nominally smoke tight and must be fitted with a
gasket where the door meets the stops on both sides and
across the top.
3. Exit Signs: The rear exit door, that is the exit door tc
the west, must be identified by an electrically illuminated
exit sign having letters not less than 6 inches in height
with the principal strokes being not less than 3/4 inch
► in width. The sign may be illuminated either internally
or externally and the source of illumination must be ret
less than two electric lamps. If external illumination
• is employed the light source must have an intensity of
not less than 5.0 footcandles measured on the surface of
the exit sign.
4. Floor Level at Doorways: At each doorway a floor or
anaii must be provided on each side. This floor or
landing must be lot more than 1/2-inch lower than the
threshold of the doorway. Where doors swing out over
landings, the landings must have a length of not less than
5 feet.
5. Interior Finish: Wall and ceiling surfaces in every room
must not hive a flamespread rating exceeding i00 as measured
on the Steiner Tunnel Test Scale. On this scale cement
asbestos millboard equals zero, gypsum plasterboard equals
15-20 and red oak and douglas fir lumber equals 100-115.
Curtains, drapes and similar decorative accoutrements
must be composed of noncombustible materials or must be
rendered and maintained in a flameproof condition.
6. Kitchen Hood: The kitchen range hood, commonly referred_ 9
to as a grease hood," must be constructed of no. 22 gauge
galvanized steel , stainless steel having a thickness of
not less than 0.030 inch or copper sheets weighing not
less than 24 ounces per square foot. The hood must be
securely fastened in place by noncomhustible supports and
every joint and seam must be substantially grease or liquid
tight.
Every portion of the hood must have a clearance from com-
bustible construction of not less than 18 inches. This
clearance may be reduced to not less than 3 inches if the J

combustible material is protected by 5/8-inch-thick gypsum
plasterboard or other material having an equal insulation
value and fire resistance. If the hood is located 12 inches
r or less from the ceiling it must be flashed solidly with the
same material used for the hood construction or with 5/8-inch
thick gypsum plasterboard ' r material of an equivalent insu-
lating value and fire resistance.
The hood must be equipped with an approved grease filter or
grease extractor and all grease-collecting equipment must
be accessible for cleaning. If a grease filter system is
employed, the lowest edge must be located at least 2 feet
above the cooking surface.
The exhaust ducts from the kitchen hood mist be constructed
of not less than no. 1€ manufacturer's standard ,;gauge steel
or stainless steel not lighter than no. 18 manufacturer's
standard gauge. All joints must be rade with a continuous
liquid tight weld or braise on the external surface only.
The exhaust duct must be enclosed within a shaft from the
point of ceiling penetration to the outside air. This duct
shaft must have a fire-resistance rating of not less than
one hour and must he of sufficient size to permit not less
than 3 inches between the exhaust duct and the shaft and
no more than 12 inches between the exhaust duct and the
shaft wall . The grease hood exhaust duct outlet must be
located at least 2 feet above the roof surface and at
least 10 feet from any air intake opening.
The fire extinguishing system must cover the cooking surface,
the hood and the throat of each duct. The fire extinguishing
system must tie of the automatically-operated fixed type pipe
with provis 'ns for manual operation as well . Activation of
the extinguishing system either by automatic means or by the
manual device must shut off all fuel and power to the coop-
ing equipment beneath the kitchen range hood.
In addition to the automatic fire extinguishing system, a
portable dry chemical fire extinguisher which has a UL rating
of not less than p0-B must be installed in a readily accessible
area in the proximity of the cooking line.
7. Firesto pin : The drawings, as near as we can determine,
filled-to indicate the type of materials which will be
employed in the construction of this occupancy. If wood
frame construction is employed, firestopping must be provided
in all walls and partitions at floor and ceiling lines and
in the case of double stud walls and partitions, vertical fire-
stopping must be provided at 10-foot horizontal intervals.

This firestoppir,;; may be composed of 2-inch nominal lumber
or gypsum plasterboard. Penetrations rade to accommodate
wiring, plumbing, duct work and similar utility runs must be
packed, following the installation of said utility runs, it
a manner which will effectively maintain the integrity of
the firestopping ana cut off all concealed draft openings
which could afford a passage for flame.
9. Heatin , Ventilation and Air Conditioning: The plans sub-
mitted�to aiia it by TIT ofTRe contain no HVAC
drawings. Prior to the installation of any HVAC equipment
and its attendant duct work, complete mechanical system plans
must be submitted to and approved by a representative of this
office.
10. Retention of Plans: One set of approved plans bearing the
stamps-PT-the Washington County Building Department and
this office must be maintained on the project site throughout
all phases of construction and must be made available to
building and fire inspectors for reference d'.ring required
construction inspections.
11 . Inspections: Inspection and approval of construction by a
representative of this office is requi,•ed:
a) prior ao the cover of any interior framing elements
following the installation of all utility runs which
will be concealed within wall and partition cavities
and in the case of wood frame construct on the fire-
stopping mentioned in requirement no. 8.
b) upon completion of construction and prior to opening
for business.
12. Certificate of Occu panci: Prior to opening for business a
Certificate of c�cupancy or other written instrument of
approval must be obtained from the Washington County Building
Department.

Approval of Washington Square Too was based upon all retail uses
with the exception of the Flaky Jake's Restaurant. Retail uses
• are required to provide une parking space for each 200 square
feet of gross floor space while restaurants require one parking
;gace for each 100 square feet of gross floor space plus one
• space for each employee on the maximum working shift. Based
upon a 3E45 square foot building area, a restaurant would require
35 spaces plus one fur each employee, while the retail space of
the approved Square Too development review would require only 18.
Prior to occupancy of the Royal Panda, a parking study will be
1 required to shots adequate available parkir] for the restaurant.
If adequate parkir:g is not available. either additional parking
and its concomitant systems development charge or a variance
application and approval will be required. A parking analysis
should be submitted as soon ac possible to avoid any delay in
the opening of y'ur restaurant.

1) Baspd upon the floor area and the occupant load factor (Table 33A),
it appears the total seating capacity for patrons would be
approximately 123. A restudy of the table layout, seating and
circulation space is requested. Reference Section 3302, S.B.C.
4) Doors must be fitted with a type of locking or latching device
which will permit the opening of the door from the inside without
the use of a key, special knowledge or effort, except that exterior
exit doors may be fitted with a keyed locking device which is
readily distinguishable as locked and there is a readily visible,
durable sign on or adjacent to the door stating this door to remair
unlocked during business hours.
There shall be floor or landing on each side of a door. The floor
or landing shall be not more than 1/2 inch lower than the threshold
of the docrway. When dors open over landings, the l-nding shall
have a length of not less than 5 feet. Reference Section 3304,
S.B.C.
3) The front and rear exit doors shall be provided with panic
hardware. Reference Section 331e(a), S.B.C.
4) An illuminated exit sign is required at the rear exit from the
dining area. Words on th' sign shall ue in block letters 6 inches
in height with a stroke of cgt less than 3/4 inch. Section 3314,
S.B.C.
5) The door opening from the kitchen to the exit corridor rhall he
protected by a tight-fitting smoke and draft-control assembly
having a fire protection rating of not less than 20 minutes. The
door shall be maintaine.; self-closing or shall be automatic closing
by actuation of a smoke detec,or. The assembly shall be provided
with a gasket so installed as to provide a seal where the door
meets the stop on both sides ana across the top. Reference Section
3305(h)l , S.B.C.
6) direstopping consisting of 2-inch (nominal ) lumber, gypsum
plasterboard or equivalent material is required to cut off all
concealed dratt openings (both vertical and horizontal ) and shall
form an effective b rrier between stories and between i top story
and roof space. It snail be used in specific locations as follows:
a) Ire all wood-framed walls and partitions at floor and ceiling
lines.

c) At u.aximrm horizontal intervals of 10 feet in the case of
double stud walls, partitions and furred spaces.
d) Penetrations made in this prescribed firestopping to
accommodate wiring, plumbing, duct work and similar utility runs
must be packed, in a manner, which will effectively maintain the
integrity of the firestopping and cut off all concealed draft
openings which could afford a passage for flame. Reference
Section 2516, S.B.C.
7) Complete mechanical system plans for the HVAC equipment and duct
work must be submitted and approved by this office prior to such
installation. Reference Section 302, S.M.C.
► 8) All insulation materials including facings, such as vapor barriers
or breather papers, installed within floor-ceiling assemblies,
roof- ceiling assemblies, walls, crawl spaces, or attics shall have
a flame-spread rating not to exceed 25 and a smoke density not to
exceed 450 when testes; in accordance with U.B.C. Standard No. 42-1 .
When such materials are installed in concealed spaces of Types III ,
IV, and V construction, the flame-spread and smoke-developed
limitations do not apply to facings,provided that the facing is
installed in substantial contact with the unexposed surface of the
floor-ceiling, or wall finish. Reference Section 1713, S.B C.
9) In lieu of submitting an engineers design, suspended ceilings And
fixtures shall be supported as specified in U.B.C. Standard 47-18
and shall be laterally braced as shown on the attached cross
section. Additional information of standard requirements is
available if needed upon request.
10) Plans for the installation or alteration of the automatic sprinkler
system must be provided to and approved by Washington County Fire
District #1 prior to such installation or alte-ation.
11) A plumbing permit will be recuired p-ior to the installation or any
alteration of the .anitation r,r pet ole water systems. Plumbing
permits are now available at the Building Division counter.
12) The maximum flame-spread classification of finish materials shall
not exceed 200. Reference Section 4204 & 4205, S.B.'.
13) Subject to the above listed items the plans for this project are
approved for construction, insofar as the Land Development
Services Division requirements apply.
