non-structural , fire and life safety portion of the plans re re ivew on J23/84 . Listed
on the hack of this sheet are the items we find to be in violation of, or for which we find
no provisions fur the requirements of the 1982 Edition of the State Uniform Building Code.

1. Doors must be fitted with a type of locking or latching device which will
permit the opening of the door from the inside without the use of a key,
special knowledge or effort, except that exterior exit doors may bp
fitted with a keyed locking device which is readily distinguishable as
locked and there is a readily visible, durable sign on or adjacent to the
door stating this door to remain unlocked during business hours.
There shall be floor or landing on each side of a door. The floor or
landing shall be not more than 1/2 inch lower than the threshold of the
doorway. When doors open over landings, the landing shall have a length
of not less than 5 feet. Reference Section 3304, S.B C.
2. Glass used in doors or in glazing located within 12 inches of the
nearest vertical edge of a door or in areas subject to human impact,
shall be tempered or of an approved safety glazing material . Reference
Section 5406, S.B.C.
3. Toilet rooms shall be provided with a mechanically operated exhaust
system capable of providing a complete change of air every 15 minutes.
Such systems shall be vented to the outside air and at the point of
discharge shall be at least 5 feet from any openable window. Reference
Section 705, S.B.C.
4. All insulation materials including facings, such as vapor barriers or
breather papers, installed within floor-ceiling assemblies, roof- ceiling
assemblies, walls, crawl spaces, or attics shall have a flame-spread
rating not to exceed 25 and a smoke density not to exceed 450 when tested
in accordance with U.B.C. Standard No. 42-1 .
When such materials are installed in concealed spaces of Types III, IV,
and V construction, the flame-spread and smoke-developed limitations do
not apply to facings,provided that the facing is installed in substantial
contact with the unexposed surface of the floor-ceiling, or wall finish.
Reference Section 1713, S.B.C.
5. In lieu of submitting an engineers design, suspended ceilings and
fixtures shall be supported as specified in U.B.C. Standard 47-18 and
shall be laterally braced as shown on the attached cross section.
Additional information of standard requirem^nts is available if needed
upon request..
6. Approval from the Unified Sewerage Agency is required prior to the
issuance of the building permit.

7. A plumbing permit will be required prior to the installation or any
alteration of the sanitation or potable water systems. Plumbing permits
are now available at the Building Division col,nter.
B. Subject to the above listed items the plans for this project are
approved for construction, insofar as the Land Development Services
Division requirements apply.
10. The permit for this project cannot be i;'zued until the approvals from the
structural engineer, design review and Cie Unified Scwage Agency, if
required, has been documented. The fare marshal must approve all plans
prior to the issuance of the building permits.

The purpose of this letter is to follow up my earlier conversations with
you regarding the availability of off-street parking for the proposed Pizza
Hut restaurant. Based upon the building and parking information you provided
we have determined that there is sufficient parking for the new restaurant
subject ;In suff ;cient numbers of Square Ton employees parking in the Cinema/
T.G.I . Friday's parking lot.
Based upon your figures, we have determined that the required number of
parking spaces for Square Too, including the proposed Pizza Hut restaurant,
1 is 413 spa:es plus one space per restaurant employee on the maximum work shift.
This calculation includes parking for Flakey Jakes' restaurant and the
Royal Panda restaurant.
As there are 408 parking spaces in the Square Too parking areas, all the
restaurant employees, plus five additional employees, will have to park in
the Cinema/T.G.I. Friday's parking in order to provide sufficient parking
for Pizza Hut.

Plans on mite -efereneed project have been reviewed by this office. The
following items are either not ;n ccmuliance with the State Uniform
Building Code or are requirements which have not been ad .rossed.
1. The occupant load for the dining area is limited to 73 seats
(40-booths & 33•-movable tables). Minimum clear sides of the aisle width
is 44 inches when tables are placed on both sides of the aisle. Sec.
3302, 3315(b) .
2. The toilet rooms do not comply with the ANSI A117.1 1980 Standards
with respect to wheelchair turning spice (Sec.4.2.3), maneuvering
clearances at doors (Sec.4.13.6), toilet stalls(Sec.4.17),lavatories
(Sec:4.19.3,4.19.4) ,mirrors (Sec.4.19.6) .
3. Total sanitary fixture requirements for restaurants with an occupant
load not over 100 persons are 2 water closets and 2 lavatories. Table No.
5-E.
4. Glass used in doors or in glazing located within 12 inches of the
nearest vertical edge of a door or in areas subject to human impact, shAll
be tempered or of an approved safety glazing material. Reference Secti n
5406, S.D.C.
5. Suspended ceilings and fixtures shall be supported and laterally
braced as specified in UBC STANDARD 47-18.
6. Approval frac the Unified Sewerage Agency is required prior to the
issuance of the building permit.
7. Plans for the restaurant must be r ubmti t t ed to arra approved by the
County Health Department.

Confirming our telephone conversation of November 4 , our review
of the plans for this project and particularly the seating ar-
rangement drawings reveals that the proposed occupant load shown
far exceeds that which is permitted under fire safety regula-
tions . The maximum occupant load permitted where loose tables
and chairs are employed for dining purposes is one person for
each 15 square feet of floor area . Our calculations indicate
that the space occupied by the loose tables and chairs will
accommodate a maximum occupant load of 33 . Thus , the entire
0 occupant load of the dining space must not excee.i 73; 40 in the
booths , 33 in the remaining space .
This is an issue which must be resolved br:fore .+e can proceed
with the plan review process and endorsement of the building
permit application .
Turning now to another matter , full automatic sprinkler coverage
is required . Accordingly, the existing automatic sprinkler pro-
tection must be altered and extended as necessary with respect to
the installation of new walls and partitions which will poten-
tially obstruct the water spray pattern . Ceiling-mounted auto-
matic sprinklers must not be located closer than 4 inches ( pre-
ferably not closer than 12 inches) and not more than 7 1/2 feet
feet from any wall , partition or similar bulkhead . The effect-
iveness of automatic sprinkler protection is measured by the
spray pattern as it strikes the floor taking into account and

allowing for furniture and fixtures located in the proximity of

Although our calculations of floor area available for loose seat-
ing do not coincide I suppose they are sufficiently close to per-
mit the arrangement shown on the drawing which accompanied your
November 7 letter . This drawing will be filed with the plans of
public record and will constitute a condition of approval of the
building permit and occupancy of the In-Line Pizza Hut restau-
rant .
That is , based upon the arrangement shown in your drawing we will
permit an occupant load of 80; roughly 10% more than that pre-
o scribed in our letter of November 5 and directed to Mr. Tim
