FILL CONSTRUCTION
PROGRESS, OREGON
Gentlemen:
The fill construction at your restaurant site near the Washington
Square Shopping Center (I-205 and Greenburg Road) was completed
at the end of last month. We visited the site on a periodic
basis to observe the progress of the work (both excavation
and backfill) , take photographs, and measure in-place densities
of the fill. Work was slowed by wet weather and site visits
were made on the following dates:
Cornforth: Excavation phase - August 24, 25, 26, 28
Fill construction - Avg. 31, Sept. 5, 18, Oct. 2
Technicians: Fill construction phase - Aug. 30, 31, Sept. 1, 2,
7, 15, 20, 26
Field notes on site visits by D.H. Cornforth through August 28,
have been previously sent to you in our letter dated September 6.
Field notes covering the period August 30 to October 2, 1978,
are enclosed with this letter. One set of photographs of the fill
are also included with dates on the back side of the photographs.
Field Density Results
The results of field density tests are given on the attached
Table I. The table shows the approximate location and eleva-
tion of each test. The in-place dry density values are the
actual densities measured by the sand cone procedure (ASTM

tabulated on Table I. The reason for excluding the coa':ser
rock fragments is that large rocks create large void spaces
with the edge of the compaction mold which are unrepresentative
of the compacted soil. Inclusion of the large rocks could
thus give a ' false' comparison with in-place tests.
To estimate the maximum dry density of each sample taken in
the field, a 'one-point' compaction test was performed in
the laboratory at the natural moisture content using :ne
standard compaction procedure. The natural moisture content
is sufficiently close to or$ imam that the apprmatetmaximum
dry density can be estimated from the 'one point'
sketching ir the probable compaction curve.
On the above basis, the results (Table I) shows that some very
high field densities were achieved by the vibratory roller.
This is also borne out by the very firmsurrfacest uoftothe6fill

FIELD NOTES
Wednesday, August 30, 1978
Fie]d technician visited site to check foundation of excavation
prior to backfilling. Contractor was excavating loose materials
along west side to achieve a minimum of 7 feet clearance between
footing line and bottom edge of excavation slope.
The Contractor attempted to proof-roil the north wall with
a loaded 10 cubic yard truck. Due to the wet conditions,
the truck became stuck and proof-rolling was discontinued
until the following day. The Contractor is to place a very
thin gravel layer over the surface prior to the next proof-
rolling. This will provide satisfactory wheel traction for
the truck.
Thursday, August 31, 1978
Field technician visited the site, and observed the excavation
of soft materials from the north and northeast areas of the

site down to elevation 87 feet approximate. The dark layer
indicating top of original ground is at approximately elevation
90 feet. The major portion of the building area has been
excavated about 2 feet below the topsoil line. Over-excavati•.:r
has been necess•lry in many places to remove drain tile and
to insure that inorganic soil has been reached.
The Contractor proof-rolled the entire building area except
in the south portion the building. Elsewhere, contractor
is placing a thin layer of granular fill and compacting it
with a Bomarq BW 21OD self propelled vibratory compactor.

D.H. Cornforth also visited the site. The fielu technician
has redorted that the 7 feet offset from the centerline along
the west side has been achieved. The south 20-foot wide strip
of the building area still has loose foundation soils which
have to be removed and cleaned out. It is our understanding
that this will be accomplished soon. The quality of the fill
material appears to be very satisfactory thus far. The technician
believes that the northeast corner foundation area is somewhat
softer than the rest of the building area. The base of the
excavation is higher in the r.,rtheast corner and the te,.,nician
will ask the contractor to dig a shallow pit to insure that we
have reached natural ground.
The field technician revisited the site in the afternoon.
The Contractor had already removed the remaining materials
from the south portion of the building area. The first
field density tests on the lower fill layers were taken today.
Friday, September 1, 1978
Field technician visited the site and observed the placiny
of granular fill in shallow lifts, each lift being compacted
by the Bomarq BW 210D compactor. Field density tests were
performed, one in thc southwest corner and one in the scut.heast
corner.
The technician was told that the Contras h ,u er.,ountered
an old well on the east side of the building area in the late
afternoon of the previous day. Apparently the Contractor was
cimpacting the lower fill layers when a wet condition was
.noticed. The Contractor then excavated the area with a backhoe
and discovered that an old brick-lined well, approximately
15 feet deep was at this part of the site. The well was
excavated by the backhoe and contained brick, numerous tin

cans, bottles, and a roll of wire fence. It is our understanding
that the well was backfilled with granular fill and compacted
in thin lifts using the back of the backhoe bucket.
Note: Shannon f, Wilson, Inc. representatives did not observe the
well and were not present during its excavation and backfill.
It is our understanding that Mr. Allen has identified the location
of the well and has submitted this information to you.
Saturday, September 2, 1978
Field technician visited the site to observe placement of
granular fill. Two field density tests were performed.
TuesdaY, September 5, 1978
D.H. Cornforth visited the site. Heavy rain over the weekend
has stopped fill placement. The fill already in place appears
to be compact but relat'Lvely impervious, with water ponding
locally. The fill is approximately 8 feet below ground level
on the west side and approximately 4 feet thick. No work in
progress today.
Thursday, September 7, 1978
Field technician visited the site in the afternoon. It is
our understanding that the Contractor placed 6 to 8 inches
of clean rock 1:: 1 ] over the site at the beginning of the day
to improve the working surface after the heavy rainfall of
the previous days. This layer of cleaner rock fill was
placed at approximate elevations 91 to 92 feet. The
Contractor ' s operation was again shut down in the afternoon
due to heavy r, -i showers. Two field density tests were
performed.

A four-inch layer of softer material was noted in the north-
east corner of the building area. The Contractor wag informed
of this and stated that the materials would be removed when the
work was resumed.
Friday, c, ntember 15, 1978
Field techni_:.Ldn visited site to observe backfilling operations.
Two field density tests were performed.
Monday, September 18, 1978
D.H. Cornforth visited site and took photographs. No work is
taking place due to wet weather. The till is within about
1 foot of final grade at the northwest corner and slopes down
to about 3 feet below final grade at the southeast corner.
Gene Allen said that they had imported some cement rejects
from Oregon Portland Cement to dry out the fill surface.
lie told me that the amount of rejects placed in the fill was
approximately 5 to 6 tons and that it was toothed in the fill,
windrowed, and then bladed down and rolled in. The layer
containing the cement rf'jects was approximately 6 inches thick.
lie also indicated there were approximately 3 lifts of very
cle rockfill plae' at various heights within the backfill.
In appearance the fill looks to be very firm with a few local
spots where the rolled surface has a clayey surface appearance.
There was also very small quantities of weak lava present in
the fill. Mr. Allen said that it had only been brought in
with the final loads and the quantity appeared to be insufficient
to have any significant effect on the performance of the fill.

Wednesday, September 20, 1978
Field technician visited the site and took two field density
measurements. The percentage of coarser rock in the fill was
higher than previously.
Tuesday, September 26, 1978
Field techniciln visited the site and took three field density
measurements. :'he percentage of rock larger than 3/4 inch was
again higher than in the earlier tests.
Monday, October 21 1978
D.H. Cornforth visited the site and took photographs. The
fill is now up to grade and wor:cmen are setting out the footing
locations. Discussed the well discovered at the southwest
corner of the site with Gene Allen. He estimates the top of
the well to be elevation 83, approximately 12 feet below the
base of the nearest footing. He also estimates that the well
was at least one foot outside the .A-16 (?) footing and this
information has been transmitted to the Owner. The well was
approximately 3 feet in diameter and he estimates that approxi-
mately 35 cubic yards of rock fill was placed within the wall.
He also commented that a considerable amount of farm manure
was excavated from the southwest corner of the site. The
thickness of the manure tappered off towards the east and
north. Despite the weight of the overlying fill, the manure
was still very soft and compressible. This manure was first
discovered during the test pit excavations earlier in the year.

Accordingly, the seatin5 arrangement must be adjusted to reflect this
capacity in each instance The total permissible occupant load for the
building (including the bar area which we have rated at 33 occupants) is
221 occupants. The building must be pcsted at that capacity with the
placard, which will be furnished by this office, located adjacent to door-
way 01 , i.e. the doorway leeding from the dining area to the vestibule.
(ref: Sec. 3301 S.B.C. )
3. All curtains, drapes and similar decorative accouterments ( if provided)
must be composed of noncombustible materials or must be rendered "flame-
proof" with certification of such flameproofing submitted to this office.
(ref: Sec. 26.102 U.F.C. )
4. In all walls and partitions, fire stopping consisting of 2" (nominal ) lumber
is required at all floor and ceiling lines and otherwise at maximum vertical
and horizontal intervals of 10 feet. Penetrations made in this prescribed
fire stopping to accommodate wiring, plumbing, duct work and similar utility
runs must be packed, following the installation of said utility runs, in a
manner which will maintain the integrity of the fire stopping and effectively
cut off all concealed draft openings in the building's combustible void
spaces which can act as chimneys and flues.

5. Tne V'tchen hood exhaust ducts must be constructed of no. 16 gauge galvanized
steel rather than black iron as indicated.
(ref: Sec. 1107 S.M.C. )
6. The kitchen hood must be constructed of not less than 22 gauge galvanized
sheet steel , stainless steel of not less than 030 inches in thickness n-
of copper weighing rot less than 24 ounces pei foot. The inside edge
of the hood must overhang or extend a horizontal dis..ance of not less than
1 foot all sides beyond the edge of the cookin; irface, and the vertical
distance between the lip of the hood and the cooking surface must he not
more than 4 feet.

7. The kitchen hood, crooking surfaces and exhaust duct must be provided with an
approved automatic fire extinguishing system which is effectively intertied
with the fuel supply system to the cooking equipment. That is, operation of
the kitchen fire extinguishing system must automatically shut off all fuel
to the cooking equipment.
(ref: Sec. 1 .216 U.F.C. )
8. Complete plans for the installation of the automatic sprinkler system proposed
fur the building must be submitted to and approved by this office prior to
its installation.

9. Regarding Section 15500 of the specifications, the fire department connection
for the automatic sprinkler system must be fitted with National Standard Threads.
(ref: Sec. 13.308 D.F.L.)
10. The location of the fire department connection for the automatic sprinkler system
as shown on the drawings is riot readily accessible to mobile fire apparatus. It
is recommended that the fire department connection be located in the planting
area si,;acent: to the column on the southwest exposure of the building.

11 . A fir fighting water supply consisting of standard fire hydrants having a mini-
n.i aggregate flow of 1 ,000 gallons per minute at a minimum residual pressure of
20 p.s.i . and located within 500 feet of all portions of the building is required.

12. Inspection and approval of constr:*ction by this office is required:
a) Prior to cover of interior framing following the installation of the utility
runs and fire stopping prescribed in requirement #4 above.

13. One set of approved plans bearing the stamps of the Washington County Building
Department and this office must be maintained on the project site throughout

inspection and "Certificate of Occupancy" from the Washington County Building

of a "dry pipe" automatic sprinkler system to cc•ver the entire building. Elevations
of the floors vary. However. a' l floors whether wood or quarry tile are supported
by a concrete slab subst. ate. Wood floors are to be mounted on sleepers on the con-
crete slab.

Confirming, our conversation of 7riday, November 17, 1978, the plans for the
kitchen grease hood and duct system were referred to this office by the
Washington, County Building Department on November 16, 1978, and have been
examined. Listed as follows are applicable requirements:
1 . The exhaust ducts must be constructed of galvanized steel . The plans
do not stipulate materials and the original contract documents called
for black iron.
2. Those portions of the hood not constructed of stainless steel (i .L.
where material is not specified on the drawings) must also be con-
s.tructed of galvanized sheet steel , 24 ounce copper or .030 inch

3. The hood, duct and the cooking surfaces below the hood must be prcvided
with an approved automatic fire extinguishing system which ,s intertied
with the fuel supply system to the cooking equipment to the effect that
operation of the extinguishing system 011 automatically shut off all

3. A mini-park is proposed between the restaurant and the
theatre. The park includes a semicircular bench that
will add a human scale amenity to the southern portion
of this phase of Washington Square's development and the
users of the theatre and restaurant. The sit down area
ties in with the theme of outdoor seating at the restaurant.
4. Final development plans for the area exclusive of the lease
parcel occupied by the restaurant will he submitted
as soon as the restaurant gains approval for construction.
The plan should he submitted and revie.red prior to
construction of the restaurant .
5. The impact of the restaurant on the surrounding area will
be minimal. Its construction will mean the addition
of another increment of an already approved regional
shopping center.
b. Restaurant parking will be accomodated by the previously
approved parking lot 'For this phase of Washington
Snoare development. J.E.Q. has issued ar indirect source
permit for this phase.
7. One free-standing pole siq't is proposed. It is to be
made of fabric to characterize a banner appearance. It
will be approximately 60 square teet in size and will
meet the requirements of Chapter 1950, Sign Regulations.
In addition, 8" high wood letters to be mounted on the
roof fascia, and 6' graphics to he printed on the west
side of the restaurant are proposed. All identify
the premises as "T. .. 1 , Friday's".

Rased on the above findings, the staff recommends approval
of the application subject to the following conditions:
Prior to building permits, the applicant shall submit
a landscaping plan for the area included in their lease.
