Washington Square Road As we discussed in your office on May 28, I have reviewed the revised plans for this project and there are still a number of issues which remain unresolved with regards to fire safety regulations. Of greatest concern to me at this moment is the performance of the atrium smoke control system. As you are aware the Code prescribes ". . . when the height of the atrium is more than 55 feet, supply air (i .e. make up air to replace that which is exhausted by the exhaust fans on the roof) shall be introduced mechanically from the floor of the atrium and direct- vertically towards the exhaust outlets . . . ." We addressed this issue in item S13 of Plans Examination Report #1671; the original of which went to Mlicki 6 Associates with copies to Patrick Nesbett, Kelly-Nelson Construction Company and interested local agencies. My concern retarding this matter is based upon the apparent problem experienced in the case of the Embassy Suites Hotel in Salt Lake City. I have talked with representatives of the Building Department and Fire Marshal 's ofrice in Salt Lake City and I believe i have a fair understanding of what occurred. Since the fans on the floor cf the atrium, in the Salt Lake City building. did not contribute any assistance in the smoke control situation but, in fact. exacerbated the, problem, it seems as though the mechanical designers for this building should be rather circumspect regarding the smoke control system's performance. Before the building is opened for business, the smoke control system must be shown to be in compliance with all relevant regulations relating to the same subject matter. C'lokirg facilities must be totally fire isolated from the atrium by construction having a fill one-hour fire resistant rating. All openings in this separation must he protected by tight fitting automatic fire coor assemblies acts?aced by smoke detectors . Incidentally, commercia food preparation equipment such as griddles, fryers and so forth, mar. t be served by a "grease" hood and exhaust, system; technically refe.-red to as a Class 1 hood and exhaust system. There are copious regulatl,ins relating to the same subject matter which time and space will not permit me to list here. however; make up air must be provided for that whicc is exhausted and complete plans for each system nr;ist be submitted to and approved by a representative of this office before the development of any kitchen facilities is undertaken. This includes the main kitchen facilities for the re_taurant and lounge portion of the building. With reference to the question concerning clean-out openings in crease hood exhaust ducts and grease hood exhaust duct shafts, these are required only in sections inaccessible from the entry or discharge ends of the ducts. Clean-out openings in ducts must be equipped with tight fitting steel doors equaling the thickness of the duct in each instance. Duct enclosures or duct shafts rust be of two-hour fire resistive construction and access openings in duct shafts or enclosures to reach clean-out openings in ducts must he equipped with tight fitting sliding or hinged doors which are equal in fire resistive protection to the shaft or enclosure. i In response to the questions concerning the mounting height of hand portable fire extinguishers, extinguishers having a gross weight of not more than 40 pounds must be installed so the top of the extinguisher is not more than five feet above the floor. Extinguishers having a gross weight of more than 40 pounds must be so installed that the top of the extinguisher is not more than three end one-half feet above the floor. From our subsequent telephone conversation following my visit to the job site, I am informed that the installation of the safing material at the intersection of the spandrel walls with the floor slabs will be in the manner approved by '.C.B.O. and in accordance with United States Gypsum Company's Installation Instructions. . Again from our subsequent telephone conversation, it is understood that the fire alarm audible devices shown in the elevator cels, elevator lobbies, and so on will function as a public address system and be capable of both general and selective broadcasting in conjunction with the regular public address system. 4 l 1 vi.....] i Mr. Gordon Knetzer May 30, 1936 1 Page 3 Concerning the door assembly located along grid line 5 between grid lines B and C in the first story, since this door assembly cpens onto an exit corricor which nerves a potential occupant load of mors than 30 it canna': be double acting. That is, it must be a tight fitting smoke and li draft stop assembl'' and must self-close and self-latch. Required fire resistive coor assemblies must swing in one direction only and must close against stors. Otherwise they would be forced open by the pressure build up under fire conditions. In this same veih and as rec.ards the service elevator opining, every door opening inti a protected corridor must to served by a tight fitting • smoke and draft control assembly which must be provided with a gasket se instaLed as to make a seal where the door .meets the snps on both sides and across the top. I am herewith enclosiog an official interpretation from the Interiationa; Conf-rence of Builr,ing Officials relating to the same subject matter. Until recently there was no means of making ele-va:or door assemblies "smoke tight." rhere is now a new product on the market, manufactured by the Sealeze Corporation which, it appears, wil', perform this function. It has been tested and listed by Underwriter's Laboratories and as you know we discussed this product during our May 28 meet'.ng. The revised drawings have introduced two new architectural nardware groups; namely, numbers 14 and 28. There is no information in the spezifications relating to these groups. For the purposes of keeping the record straight, all doors must be openable from the "inside" at all I • times for immediate exit without the use of a key, special knowledge or effort. The exception to this is the door leading from stairway fi to the roof. This door must oe openable from the roof side at all times. Washington Square Road Regarding cur discussion at the job site on June 6 , the make-up air for the "grease" houd in the complimentary bar/cooking area may be obtained from the atrium, which we understand will be pressurized to 5% above normal atmospheric pressure . That is , while this may not meet the letter , it certain'.y will fulfill the purpose , spirit and intent of the regulations relating to the same subject matter . Concerning the location of manual fire alarm sending •,tations (fire alarm boxes) , the regulations and standards pre , ribe that the bottom of the box shall be not less than 3 1/2 feet and not more than 5 feet above the floor level . From a cursory review of the standards I find no reference made to the mounting height of the audible signal devices whether they be speakers , bells or whatever . Accordingly, as long as they are audible throughout they building let aesthetics determine location. Concerning the location of catering equipment in the corridor adjacent to the meeting rooms , this is not permissible. Exit corridors must remain free and unobstructed and to use the cor- ridor as a staging area for serving banquets and so on is totally unacceptable. In the event of an emergency , the catering staff and equipment would surely interfere with the prompt and safe evacuation of building occupants to the public way. Thus , an alternate location must be considered . At your request , Dan Hines of the Washington County Building Department and I have reviewed National Research Board Report No. NRB-258 (copy enclosed) and given the construction described therein consideration as an alternative to the construction of the bath- 1 room exhaust shafts as shown on the approved drawings. Unfortun- ately , what has been employed in the actual construction does not conform totally with the construction described in the "Solid and ► Vent Shaft Systems" shown on page 2 of 5 of the referred-to re- - port . However , after giving the issue careful consideration we are of the opinion that tie actual construction or at least that portion which we have been able to inspect is in conformity with the in- tent and purpose of the regulations relating to the same subject matter; that is , enclosure of vertical openings . Accordingly, the bathroom shafts may be completed with the same method of con- struction as has been employed up to this point provided a de- tailed drawing of that actual construction Learing the signature and stamp of the project architect is submitted for the public record . DESCRIPTION OF THE SPECIMEN The test specimen was constructed by a local contractor into the lab- oratories test opening 168 inches wide and 240 inches long. A single header of 2 by 10 inch lumber, 240 inches long was placed along the wal on both sides. Wood joists of 2 by 10 inch lumber were cut to fit be- tween the headers and then toe nailed and spaced 16 inches c.c. . This provided a span of approximately 168 inches for the joists. On the ceiling side of the construction, a single layer of 1/2 inch thick gyps board was applied across the joists and attached with nails spaced 8 in ches o.c. . The joints were finished with a typical drywall joint sys- tem. On the floor side of the framing a single layer of 5/8 inch thick plywood was applied across the joists with the joints staggered 48 in- ches. The pilywood was nailed with 6d nails spaced 8 inches o.c. . A layer of vapor barrier was applied over the plywood and attached. A layer of Cellular concrete, 1-1/2 inches thick nominal, actual 1-3/4 inch thick, was applied over the entire assembly and finished after setting to a semi-smooth surface. The concrete had an actual weighed density of 109.7 pounds per cubic foot and the overall assembly had a thickness of 12-3/8 inches. The entire specimen weighed an average of approximately 22.4 pounds per square foot. The transmission area, S, used in the computations was 280 sq ft. At the time of the measurement the test rooms had the following temperatures and relative humidity: source room 70° and 507 and receiving room 68° and 54%. RIPOIZT Page 5 of 5 The airborne sound transmission loss (TL) of a specimen is the ratio, expressed in decibels, (dB) of the sound power incident upon the specimen to the sound power trans- mitted through and radiated by the specimen when the sound fields on both sides are diffuse. These measurements were made us?.ng a one-third octave band of pink noise, swept in fifteen minutes from 100 to 5000 Hertz (cycles per second). Two such runs were made, with a system interchange between. During each run the ratir of sound pressure levels in the two rooms is automatically and directly recorded graphically. The final results are ob- tained with a resultant precision better than a 90% con- fidence limits of + 1 decibel. The Sound Transmission Class (STC) is computed in accor- dance with ASTM E90-70 and E413-70T. This number is intend- ed to be used as a preliminary estimate of the acoustical properties of the specimen. Ultimate decisions should al- ways be based upon the entire TL curve or values at all test frequencies. • Whenever a filler wall is used in mounting a specimen, the sound power transmitted through that wall is calculated and, incorporated into the measured results before reporting. Washington Square Road 1 This letter deals primarily with the kitchen exhaust systems which serve the regular restaurant kitchen and the complimentary bar kitchen . It is in reference to the drawings prepared by Gay- lord Industries Incorporated , P 0 Box 558 , Wilsonville , Oregon . Thus , the comments which follow concern fire safety regulations for which we found no specific provisions on any of the drawings . In the first instance and with reference to our telephone con- versation of last week concerning exhaust duct enclosures , since the Embassy Suites Hotel is a Type I fire resistive structure the duct enclosure or more correctly the duct shaft , in any case , must be 2-hour fire resistive construction . This is set forth in Sectio, 2002(d) of the Uniform Mechanical Code . I am enclosing diagrams copied from the Fire Resistance Design Manual of the Gypsum Association showing the construction of approved shaft walls having a tested fire resistance of two hours . Any of the methods of construction shown will be acceptable. Now , I know I agreed to the method of construction as ;,Irtored on the drawings which you gave to me early in the month. However , upon reflection and after consulting code requirements it is ap- parent that the construction which you showed will not fulfill the Iegulations which cover grease exhaust duct shalt construc- tion . Mea culpa . The exhaust outlet from the complimentary bar kitchen may termim- ate at the exterior wall provided it is located at least 10 feet above the adjoining grade level . Regarding the issue of the charbroiler , the regulations prescribe that hoods used over ch?rbroilers be provided with separate ex- haust systems . In the case of hoods open on three sides (wall on only one side) the minimum air flow in cubic feet per minute must equal the cross-sectional area of the hood times a factor of 200. For example , a 4 x 6 hood would have a surface cross- sectional area of 36 square feet. Thus , the required quantity of air flow through the hood is 7200 cubic feet per minute . In the case of deep fat fryers , rotisseries , grills , ranges , etc . , the volume of air flow is considerably less; one-half to one-third less in most instances . I think it is for this reason that char- broilers are required to have their own separate exhaust system. The method of calculation of air flow for shelf-type hoods , as in the case of the hood in the complimentary bar kitchen , is 300 cubic feet per minute of air flow multiplied by the lineal feet of cooking equipment which is served by the hood . The lineal feet of cooking equipment in this instance is 6; therefore the air flow (minimum) requirement is 1800 c .f .m. The plans call for an air flow of 2000 c . f.m . Accordingly, the specified air flow exceeds the minimum requirement . Although it is easy to infer that the fire extinguishing systems which are proposed for both the complimentary bar and main kit- chen hoods are intertied wit') the fuel and power which serves the cooking equipment the function is not clearly stated . So , for the public record , it is stipulated here that the operation of the fire extinguishing system , : either case , must automatically shut off all fuel and power '.0 th . .00king equipment served by the particular hood involved . There is far too much overcrowding and obstruction of the exit paths . The regu- lations will permit only one chair for each 15 square feet of floor area . Regarding the new exit door from the lounge located in the southeast corner adjacent to the piano , the door must be 3 feet in width , must be hinged to swing outward in tha direction of exit travel , must be fitted with panic hardware and a landing must be provided on the exterior which is a minimum of 5 feet in length. This landing must not be more than 1/2 inch lower than the threshold of the doorway . Regarding the development of the kitchens , lounge and atrium gen- erally , I have given the plans conditional approval . The condi- tions , of course , are that the issues addressed herein are resol - ved during the construction process and prior to the occupancy of the building. It is rather puzzling that where the Uniform Mechanical Code prescribes a huge volume of exhaust air through hoods which serve charbroilers and similar grease burning cooking equipment , the International Conference of Building Officials would approve hoods which have a ve, y low volume of exhaust air in comparison . Yet , the report clearly states "Standard Canopy Style For All Types Of Equipment" (emphasis mine) . By way of casual comparison , the normal method of calculation of exhaust air for a 4 x 6 foot hood serving a charbroller results in an exhaust volume of 7200 cubic feet per minute , as stated in my July 18 , 1986 , letter to Gorden Knetzer . According to Report No . 2064 , a Gaylord Hood requires only 1500 cubic feet per minute; 5700 cubic feet less than that prescribed by the standard method of calculation . Strange indeed! It should be noted , however , that 1C80 disclaims any responsibility. Thus , if the exhaust, hood does not do the job someone else is left holding the sack , so to speak. Incidentally , UMC Chapter 20, Section 2003 (g)-4 does not apply to "grease burning charbroilers ," it applies only to " . . . low temperature appliances , such as medium to low temperature ranges , roasters , roasting ovens , pastry ovens . . . ." In fact, it is my understanding that the constitution so guarantees such equal protection . Thus , if one person is assured some sort of protective measure under the law , all persons in like circum- stances are entitled to the same protection . In this particular instance reference is made to Section 1204 of the 1982 edition of the tinttform Building Code which prescribes in part that ' . . .every sleeping room below the fourth story shall have at least one openable window. . . for emergency escape or rescue . The uni '.s shall be openable from the inside . . .without the use of separate tools . . . ." In the case of Emtassy Suites the first storyh ans ortins no leeing rooms . Therefore , if one were to apply lit- erally , the sleeplrg rooms in the second and third stories are required to De provided with openable windows . Thus , openable windows for these rooms is not a requirement noted in any of the correspondence between this office and the office of the project architect . That is , when we finally endorsed issuance of the building permit we were sure that we had covered all bases . Ob- viously , I failed with respect to this particular point . The question that most immediately arises is , "How may this problem be resolved in the mist expeditiou., and equitable manner now that the glazing of the second and third stories is virtually complete?" By way of a response , it seems to me that this issue constitutes a practical difficulty in carrying out the provisions of the code and that if the foregoing argument he valid this special and individual reason makes the strict letter of the code impractical . Thus a modification , in this instance , is in order and in conformity with the intent and purpose of the code and such modification does not significantly lessen any fire pro- tcction requirement . In support of this stance , it is to be noted that the building is of Type I (fire resistive ) construction and is provided with with a complete automatic sprinkler system , a smoke detection and alarm system which will cover the entire atrium , a smoke- exhaust system, coupled with individual single station smoke detectors in each suite . That is , the fire protection while not more than prescribed is , nevertheless , of a superior degree and nature when one compares this Luilding with others where the openable window requirement would be more appropriate . Accordingly, insofar as fire protection requirements are con- cerned a variance from the installation of openable windows in the sleeping rooms in the second and third stories Is hereby approved ,. Washington Square Road This letter is in response to your recent telephone call concern- ing the insulation intailed on the coolant piping which serves the fan/heat coil units within the individual suites . Although don' t recall the issue very clearly I do , nevertheless , remember voicing an objection to the insulation extending from story to story. That is , this building is of and must be of Type I-FR (fire re- sistive) construction . The stories must be separated one from the other by construction having a minimum fire resistarce rating of two hours . Where the floor slab is penetrated by util - ity runs care must be taken to maintain the integrity o' this 2- fire-resistive separation between stories . In the case of the coolant piping insulation (and this is where my memory is a little hit vague) as I recall we objected to it passing through the floor assembly from suites below to suites above; providing a line of fire or line of combustible material up through the building from the second through the ninth stories in each stack , so to speak , of dwelling units . That is , the mat- erial appeared to be of a combustible nature and no one informed us differently. Now, even though a material mai be "self-extinyhinn" this does not mean it is non-combustible. Fire retardant-treated waoa , for example , will not sustain combustion . Nevertheless , in the presence of a continuous ignition source it will burn ; thai is , combust .
