our conference at the Washington (county Building Department on Wednesday,
January 3, 1979, beth the Ruildin,i Depar'.ment and thin office have reevaluated

As you may recall , the non-structural plan check performed
on this building by Jim Schroeder of your office on November
30, 1978 required a detail showing the construction of corri-
dor walls at the intersection of the roof and floor deck (item
7) .
You will find enclosed a letter ,and a detail from the sub-
contractor performing this work addressing this issue. Please
review these enclosures and indicate wnether this solution will
meet with your approval .
We have received the assurances of the Contractor that where
"fiberglass" is mentioned, this is to mean safing insulation
as specified under Section 07210 Building Insulation, Article
2 . 1, Paragraph F of the Specification.

PILE DRIVING OBSERVATIONS
LINCOLN BUILDING
PROGRESS, OREGON
Gentlemen:
At your request we have observed the installation of produc-
tion piles for the Lincoln Building located on Greenburg
Road in Progress, Oregon. one of our field technicians was
present at the site during the entire period that piles were
being installed between December 13, 1978 and January 3, 1979.
Our technician acted only as an observer in recording the pile
dimensions, the driving record, the final set of pile, and
any comments that applied to any specific pile.
Based on our observations and a review of the driving records
for eacb pile, it is our opinion, that each pile was installed
in substantial compliance with the specifications . The final
set for each pile indicates that sufficient bearing capacity
has been obtained to carry the design loads as determined
from the driving formula recommended in our soil3 report
of April 15, 1978.
There was a total of 254 piles installed at the site. The
structural drawings show 250 piles to be driven to support
the structure. The additional 4 piles were driven because of
poor alignment of the required piles at the four locations listed

building. the contract documents prescriber that the walls of these -.orrldors
extend to i.he structure above and be one hour fire resistive. A question arises
with respect to the in, ntenance of the integrity of the one hour fire, resistive
construction at the intersection of these walls with the underside of the con-
crete floor slab or steel roof deck. Accordingly, it is required that detailed
drawings be provided showing the manner of connection and the method of maintain-
ing the prescribed fire separ•atic'1 in each instance.

5. Stairway dour orenings no. 139A, 151c, ?211A, 230A, 251A, 335A and 351C are
required to be fitted with one hour rated and labeled fire r1por assemblies
rather than the 3/4 hour rated assemblies specified. Further, these door
assemblies are required to have a maximum 'ransrnitted temperature end
point of riot to eireed 450° above the ambient at the end of 30 minutes of
fire exposure. Labels of an approved testiog apncy must be affixed to the '
door assemblies, in each instance, indicating compliance with This require-
ment.

Regarding the project description:
a) As indicated, the building will be 3 stories in height and will enclose an
atrium extending up through thl center for the full three stories. The mail
area of the building c ground floor will displace roughly 30,500 square feet
as indicated. The second sturev will have a floor area of roughly 22,539

square feet, and the ':Bird ctor.i will have a floor area of approximately
12,270 square feet for a tutal floor area of 65,31) square feet. In addition,
a mechanical i.anthouse of roughly 1800 square feet will be located above tha

Although the arrangement is shown on the drawings does not constitute,
as near as we can dEtermine, a Lode violation, it is nevertheless, from
our frame of reference, somewhat complicated and creates, for lick of a
better term, n maze effect.
That is, the secondary exit from the third storey is by means of sta'r-
way A2 which termir tes in the second storey corridor system which leads
(through doorways) to stairways 0 and u4. Although we do nut :ontend
that this arrangement is contrary to the strict letter of the code, it
does not. from our point of view. conform with what we consider to ue
the spirit, if you will . of providing opt'mum lift ty for b:.ildiig

Accordingly, we are hereby appeaiin, for reconsideration of the design
of stairway 02 and bath requesting and recommending that it he constructed
to qualify as an exit enclosure extending to the first storey and exiting
directly to the outside.
In makirg tnis request and recommendation we are fully aware of the superior
fire irritec'ion system which has been designed into the building. Neverthe-
less, we would feel considerably more at ease as regards the safety of the
third storey occupants if all were provided with access to at least two en-
closed stairways frori the thi,'d floor level , i .e. precluding the necessity
of neyutiating the second storey corridor s,y;tem.
Hopefully you and yodr client will give this matter further consideration.
If, in the meantime, we can bo of service to you in any way, please let us

ThE plans for the development of the office suite to be occupied by Bateman,
Voth, Culligan and Associates in the southeast corner of the third story of
the Lincoln Building of 10250 S. W. Greenburg Road nave been examined with
reference to currently applicable fire safety regulations.
From our interpretation of the drawings and previous tenant ;.n,Irovements
within this building, it is our understanding that all framing will be
metal and that interior finishes will be noncombustible; i .e. gypsum
plasterboard and mineral base noncombustible acoustical tile. The general
layout of the suite is in compliance with the aforecited regulations.
the doors as shown on the drawings must be upenable from the inside at all
times without the use of a key, special knowledge or effort.
Inspection and approval of construction by this office is required prior to
the application of the interior finish, referred to above, and again prior
to the actual occupancy of the suite. Also, prior to the actual occupancy
of the suite, a Certificate of Occupancy or other written authorization
must be obtained from the Washiryton County Building Department.
Subject to the foregoing conments and stipulations, the plans under discus
sion are hereby approved. We trust this letter will assist in clearing the

1. In lieu of submitting an engineers design. suspended ceilings and I
fixtures shall be supported as specified in U.B.C. Standard 47-18
and shall be laterally braced as shown on the attached cross
section. Additional information of standard requirements is
available if needed upon request.
2 Plans for the installation or alteration of the automatic sprinkler
r system must be prnvided to and approved by Washington County Fire
Dist-ict M1 prior to such installation or alteration.
3. A plumbing permit will be required pr-ur to the installation or any
alteration of the sanitation or potable water systems. Plumbing

The plans for the minor alteration which will t 'ke place in the northwest
corne- f the first story of this building have been exanined with respect
to Cu rantly applicable fire safety regulations. We have no uhjections to
the proposal but there are certain requirements which must be observed
�! during the course of construction.
In the first instance, the automatic sprinkler system must be altered to
accommodate the construction of the new walls. That is, full automatic
sprinkler protection must be maintained dnd no sprinkler head may be
located closer than 1 foot nor more than 9 feet from any wall or partition
