In reference to item 1 , emergency power must be provided to illuminate of the ways of exit to a value of not less than one- foot candle measured at the floor in the event rtf failure in the normal public utility power supply. This must he automatic. and must include operation of the exit signs , the smoke detection and the fire alarm systems . (Ref . sec . 3313 and 3314 UBC ) /3. Section 15300-2 of the specifications , subsection B , item 3 relates to the installation of the required standpipes . it i refers to drawing sheet P- 3 . Standpipes and hose outlets are required in both stairways . While this may be implied , it is nut clear . Further , from a telephone conversation with a re- preseirCati ve u f the archi tec t , it is understood that the hose • cabinets , shown on the drawings , will not Ue provided ; nor are they required . However , the f+rawings continue to show them in some instance; . This structure and Two Lincoln Center are one building. The combined standpipe system in Two Lincoln Center must he ex- tended into the stairways of this structure . (That is , all the stand pipes must he interconnected and must be provided with a water supply which will produce a total of 1250 gal - lons of water per minute at the roof; 500 gallons per min- ute from the first standpipe and 250 gallons per minute from each additional standpipe . This water supply must have a duration of not less than 3G minutes and must be delived at a • minimum residal pressure of 65 pounds per square inch . (Ref . Soc . 3805 UBC ) 4 . Section 15300. 2 , subsection 8 , item 2 prescriies that draw- n ing sheet P shows the area to be prote:ted by the delunc system. A careful examination of drawing sheet P-2 fails to reveal the location of the deluge protection . I '. is understood a deluge system will be employed in the same manner as in Two Lincoln Center . Full and complete plans , specifications and ar operational matrix must be provided for this system since it is ar, alternate method of providing something that the code otherwise prescribes . it is a s1 - nificant factor and bears directly upon the safety of the occupants of the building . There must he no doubt about its function and reliability. (Ref. sec . 10.308 and 10.390 UFC) I i 1 1 41 r mailmiliMMINNOBNINIMEND El i , _i I la M Plans Examination 1679 Page 3 5. Section 15300-2 of the specifications under subs(ection E , / item 4 prescribes " . . .except , no deluge sprinklers . . . . " This , I + of course , is making reference to the third story . The plans ' indicate the "atrium" which connects Two Lincoln with Three Lincoln will be three stories in height . Let there be no doubt , full deluge system coverage and protection is required for the first- and second-story lobby space and the entire atrium . 1 As noted in the second paragraph of requirement No . 3, Three Lincoln Center and Two Lincoln Center constitute one build- ing. Th‘t i ; , there is no area separation wale whio1' fire isolates one from the other. Accordingly, the fire alarm , fire detection and fire suppression systems must be combined . They must form one composite system, in each instance . There can be no separate standpipe system, no separate sprinkler system, no separate smoke detection system and no separate manual fire alarm system. (Ref. Sec . 10.708 UFC) r,. the door schedule indicates that door assembly number 111 will employ glass or tipe "A" doors . This is not permiss- ible . The door assembly under discussion :onstitutes an opening into the vertical enclosure of stairway No . 1 . Del - uge sprinklers at this location will not be acceptable as an alternate to the required one and one-half hour fire door assembly. (Ref Sec . 3309 WIC) 7 . (Ref. Sec . 3309 DSC ) 8. Architectural drawing sheet A- 1 shows undesignated doors be- tween grid lines 3- 5/B-C , 5-8/A-11 while architectur,.l draw- ing sheet A-2 shows undesignated doors between grid lines 4 .3/A-B . As a result , you intend to remove the deluge system which was installed to protect the exit stairways on the second and first floor levels . This will leave the non- fire-rated glass in the lobby soace unprotected . In line with if not exactly pursuant to Section 1715 of the Uni- form Building Code (1982 edition) the open deluge heads may be converted to 135 degre.1 Fahrenheit rated heads and the deluge system converted into i wet pipe sprinkler systen. The revised working drawings and specifications for this project which 'ou su! mi tted on March ?7 ''ave been exalhi ned with reference to oir Plans Fxamination Report No. 1679 and current fire safety regulative . The discussion which follows deals with perceived deficien.:ies in these revised contract documents which must b' addressed and resolved within the near future . In the meantime , we hav,, endorsed the building permit so that construction may procede without violating the administrative laws that relate to permits , ', ieenses , etc . FIRE PWOTICTION SYSTEMS Sheet --3 continues to show a new fire department connection for Three Lincoln Center . As we have discussed with you previously , the spr. nkler system and combined standpipe system must receive its service from Two Lincoln. That is , these two structures con- stitute one building . In addendum no . 1 which affects the fire protection specifica- tions , it is prescribed that the existing deluge system be re- moved . As 1 mentioned in my letter to you of Orteber 20, the deluge system may be converted to a wet pipe system and the open deluge heads replaced with 135 degree Fahrenhei :: fast-acting heads . This is shown and called for on sheet h- 1 of the drawings but is not confirmed in the specifications . Although I can handle this pretty well in the review of the shop drawings for aut.cmeic sprinklers and combined standpipee. , it should be clari - fied in the contract documents so that the people bidding on the projert will know what the rules and game plan prescribe . I guess what 1 am complaining of most is that the fire protection specifications are rather garbled and employe terms which are confusing to me and to the people who install these systems . STOP FIRES --SAVES LIVES r • 1 .._.._,_...._.. .....,._. .....__MOINP_.O......r....—...._... .essar......,......._._ Mr . David Welsh April 18, 1986 Page 2 Also , vague references are made to a fire alarm/smoke detection system. however , from my perusal of the electrical drawings 1 can find little relating to this same subject matter and nu specifications for such a system of any kind . As you are aware , the vire suppression system must be fully supervised electrically and tied in to the existing fire alarm and reporting system located in Two Lincoln Center . 1 VERTICAL OPENING ENCLOSURE PROTECTION Referring to drawing sheet A-2 , the vertical shaft which encloses the exhaust duct from the toilet rooms must be two-hour vire resistive construction within all stories . Perhaps the poche for this shaft on drawing sheet A-2 was overlooked is were the fire 4 dampers on sheets M- 2 , M- 3 and tj-5 . The fire dampers , on the other hand , are sliown on sheet M-8. In any case , vertical open- ings extending through the building must be enclosed in two-hour fire resistive construction and penetrations must be suitably protected . In the same vein, and referring to drawing sheet A-7 , door assem- bly no . 620 is not permitted to open into the stairway, and the mechanical room must be " f? . e isolated" from the stairway by walls , etc. , having A full two-hour fire resistance rating . No openings are permitted in stairway enclosures except for exit doors , and stairways which are required to be enclosed in build- ings of mere than four stories in height are requ red to be en- closed with two-hour fire rated construction . Referring to drawing sheet M- 1 , the duct work at lrid line 2 passes through the s'.airway enclosure . As mentioned in the fore- going paragraph , no openings in tLa stairway enclosure are per- mitted except for exit doors . And the stairway enclosure con- struction must he two-hour fire resistive . Getting the duct from one side rf the stairwoy to other can he handled by construction of a tunnel through this space . However , detailed drawings of tie manner of construction must be provided so the men with the tools and materials will know how to proceed . By way of contras'. , since the stairways will now ,rxit directly to the exterior , item no . 11 of Plans Examination Re )ort No . ' 679 no longer applies . Bancroft Street Portland , OR 97201 Dear Mr . Converse, RE : Three Lincoln Center This letter is in reference to our several telephone conver- sations concerning the construction of the roof of the atrium and particularly the fire resistance of this assembly . As you are aware , buildings of type II -fire Resistive construction are re- quired to have roof assemblies with a one-hour fire resistive rating . There are numerous ceiling/floor and ceiling/roof assemblies available which employ bar joists and similar framing . These generally consist of a susFer:ied fire-resistive membrane , the structural elements and then t.' e roof deck above . Of course , penetrations of the fire resistive ceiling memhrane are required to be protected in a manner which will effectively maintain the integrity of that membrane ; i .e . fire denpers , fire-resistive light enclosures , etc . , etc . In the case under discussion , since automatic sprinkler piping will be installed in the void space between the ceiling and tt,e roof deck to serve the sprinklers which will be located in the ceiling , as an alternative to the fire resistive ceiling mem- brane , automatic sprinklers may be subbed up into the void space . Accordingly , this will preclude the need for the instal - lation of fire dampers , protective light fixture enclosures and so on . Turning now to another issue which affects the atrium , I continue to he somewhat puzzelei regarding the operation of the smoke con- trol system. As you are aware , a mechanically-operated air hand- ling system must be installed that will exhaust smoke either en- f tering or developed within the atrium. When the atrium is 55 1 feet or less in height , the make-up air may be introduced by gravity provided smoke control is accomplished . The exhaust and j STOP FIRES —SAVES LIVf`i 1 t 1 _ _ Mr . Gary Converse May 5 , 1986 Page 2 makeup air systems must operate automatically upon actuation of the sprinkler system or by smoke detectors . When smoke is detec- ted within the atrium, any air-handling system which would inter- fere with the control of the smoke within the atrium must auto- matically shut down . The smoke-exhaust system must provide six air changes per hour. Smoke detectors which will automatically operate the atrium smoke control system must be installed at the perimeter of the ceiling and on the ceiling of each floor level that is open to the atrium. The floor level open to the atrium detectors must be within 15 feet of the atrium. All operating parts of the smoke control system must be tested by an approved inspection agency or by the owner or his repre- sentative. Such inspections must be made every three months and a log of the tests must be kept on the premises and available for examination by the regular Fire Department Inspector assigned to the district in which Three Lincoln is located .
