1) Doors must be fitted with a type of locking or latching device
which will permit the opening of the door from the inside without
the use of a key, special knowledge or effort, except that exterior
exit doors may be fitted with a keyed locking device which is
readily distinguishable as locked and there is a readily visible,
durable sign on or adjacent to toe door stating :his door to remain
unlocked during business hours.
21 n lieu of submitting an engineers deign, suspended rei , ;ngs and
fixtures shall be supported as specified in U.B.C. Standard 41-13
and shall be laterally braced as shown on the attached cross
section. Additional information of standard requirements is
available if needed upon request.

closing. The maximum transmitted temperature end point shall no
exceed 450 F above ambient at the end of 30 minutes of fire
exposure specified in U>Bs,C> Standard No. 43-2.

been fly personal observation that this sort of mod.4s operandi has.
become a rather- standard procedure .
The ourpuse ri this letter is to advice you that we cannot
continue and will not continue to countenance this pri,ctice . It
it should occur in the future I will not be hesitant in issuing a
citation for you to appear in district court to answer charges
for violation of fire safety regulations , even thouO I would
prefer to -void causing yon, the embarrassment not to mention the
rether high renalties which wou' d result upon a convirtioi .
In the rase of the GTE suite , there is a rather si nificant
deficiency ; i .e . the lack of . n ooeratlonal smoke detection/fire
alarm system . In fact , 'the plans for this systr',s were not
received until late last week „nel approval of rip plans was not
confirmed in writing until the ve, y day of my aforesig
hted re-
inspection (October 7 ) • For me to continue to permit occupany
of this suite places me and t • is office in a position of extreme
liability,

5) Glass used in doors or in glaring located within 12 inches of the
nearest vertical edge of a doer or in areas subject to human
impact, shall be tempered or of an approved safety glazing
material . Reference Section 5406, S.B.C.
6) Suspended ceilings and fixtures shall installed and laterally
heacad in accordance with I1.B.C. Standard No. 47-18. Reference
Section 4701(e), S.B.,:.
7) Plans for the installation or alteration of the automatic sprinkler
system must be provided to and approved by Washington County Fire
District #1 prior to such irstallation or alteration.
8) Subject to the above listed items the plans for this project are
approved 'or construction, insofar as the Land Development
Services Division requirements apply.

This letter will cJnfirm our telephone conversation of September 10 concern-
ing thf exit facilities from this suite. That is. it has been agreed that
in lifu of providing the full 78 feet separation as is otherwise reouired
ourstant to S_ction 3303 (c) of the Uniform Building Code, the Washington
Count, Buil:Ing Department and this office wi1accept the installation
l of a complete and electrically supervised smoke detection/fire alarm
system. The smoke detection system must be installed througnout the
entire suite and manual fire alarm sending stations must be located adjacent
to the exit doors into the pu_>lic corridor. Pian! for this system must be
submitted to and approved by a represen.ative of this office prior to
installation. Thus. the separation of exits as shown on your drawings
by 54 feet measured in a straight line will be acceptable in ,is instance,.
Listed as follows are other requirements whicn must be observed during the
course of Construction or prior to occupancy of the project area and for
which we found no provisions in the submitted drawings or for which the
provisions were not clear to us at the time of plans examination.

a) prior to the cover of any interior framing
elements following the installation of all utility
runs which will be cuicealed within wall and
partition cavities.

Plans have been recei•'ed from Mr. William R. Fitzhenry, Sales Represen-
tative with Honeywell Company, showin; the installation of a proposed
smoke detection/alarm system within this suite which we understand you
propose to employ as an alternative to providing a corridrr system as ill
prescribed in our letter to you of October 11 . 1 have discussed this VI
alternative with representatives of the Washington County Building ,,1
Department and we ere agreed that the smoke detection/alarm system,
which will provide early warning and permit the occupants to escape
through the exits provided before conditions become hazardous, is accep-
table.
ThiF. smoke detection/alarm system must 'le fully and electrically super-
vised and must be provided with an alternative source of the power which
will make it fully functional in the evert of a public power outage.
Electrical supervision must include the detection circuits, the alarm
circuits, the alarm sounding devices, etc. That is, the system must Ce
ill general conformity with NEPA Standard Nr. 72-A.
Regarding my letter of August 23, 1985, to h-. Allan Hotchkiss ct your
fire., the conditions and stipulatiois therein continue to apply. Thus,

Basel upon the floor area of the suite and the various designated uses
of the rooms within the suite, the calculated potential occupant load
exceeds 50. Where occupant loads are 50 or more, exit door.; must be
hinged to sr.ing outward in the direction of exit travell . This calculate6
occupant load and regulation have a direct affect upon the dcor assembly
labeled 8/1 . That is, the doors must be hinged to swing outword. The
problem that arises is that when this is done with the doors in the present
location, obstructs access to the exit stairway. At no point in the
arc of their swing may doors reduce the req ired corridor width by less
thea one-half; i .e. by less than 22 inches. Accordingly, some farm of
revision for this door assembly will be required.
Also as regards door assembly R/l , marually-operated edge or surfahe-
miunted flush bolts and surface bolts are prchibi`ed. Where exit doors
i e used in pairs and approved automatic flush bolts are used, the anor
leaf Waving the automatic flush bolts must have no doorknob or surface-
muntfd hardw.lre. The ur.latching of any leaf must not renuire more than
ore operation. Thus, the proposal to use dummy trim on one leaf of this
door a ;ser,oly is riot. acceptable. Doors fitted with visible finish hard-
ware m.sc be open. irnal and thus not deceptive.

Other items which must be observed during the course of construction or
prior to the occupancy of this project space are listed as follows:
1 . Materials of Construction: All materials employed in

2. Sprinkler System Coverage: The automatic sprinkler
system must be altered and adjusted to accommodate the
installation of walls and partitions within this pro,;ect
space. Ceiling-mounted sprinkler heads must not he
located -loser than 1 foot nor ore than 9 feet from
any wall , partition or similar i .lkhead.
3. Retention of Plans: One set of approved plans bearing
t e stamps of the Washington County Building Department
and this office must be maintained o„ the project site
throughout all phase, of construction and must be made
available to building and fire inspectors f-r reference
durinO required construction inspections.
4. Inspections: Inspection and approval of construction
by a representative of this office is required:
a) prior to the cover of any wall and partition
framing following the installation of all
utility runs which will be concealed within
wall and partition cavities.
b) upon completion of construction and prior to
the occupancy of the project space.
5. Certi`icate of uccupm��c��,y Prior to the oc.upancy of this
pr Ju ect space a Certificate of Occupancy or other written
instrument of approval must be obtained from the Washing-
ton County Building Department.

Sullivan, and it is agreed that once the configuration and location o'` door
assembly B/I is definitely established cm a nutually-agreed basis, we will

drawings anC recalculated the flcor area. As a result. we agree this is
a "borderiine" case and that it is reasonable to expect that some of the
occupants of the conference roor (if not Host i will be the same occupants
which occupy the remainder of tte suite .
I Accordingly, the conference room will he considered as ar accessory use
area which is ordinarily used primarily by persons wno occupy the rerrdinder
of tht suite and the occupant load of the conference room will : o be
included totally in computing the total occupant load of the entire suite.
Thus, tha total occupant load of the entire suite will be less than 50
and the doors leading from the suite to the public corridor need not swing
outward.
All oth onditions and stipulations contained in my August 23 letter
tfiitinue t apply. This letter will serve to confirm our ve-bal agreement

The plans for the development of this tenant improvement project in the
first story, east side of Two Lincoln Center, have been examined with
reference to fire safety regulations. Asa result, we are listing as
follows those requirements which must be otserved during the course of
constriction or prior to occupancy and for which we found no specific
provisions in the submitted drawings.
1 . Materials of Construction: All materials employed in
th. construction tTiis project must be noncombustible.
2. Automatic Sprinkler Protection: The automatic sprinkler
, system must be a tired to accommodate the installation
of the walls, partitions and ceilings within this project
space. Full sprinkler coverage is required and ceiling_-
mo. nted automatic sprinkler heads must not he placed
closer than 1 fuut nor more than 9 feet from any wall ,
partition or ;;malar bullhead.
3. Retention of Plans: One set of approved plans must he
mainta1neFhn the project site throughout all pF:.ses of
construction and must be made available to building and
4 fire inspectors for reference during required construction
inspections.

as a result we are listingas follows the requirements whtcn rust be observed
during the course o" construction to meet rrinimum fire safety regulations
and for which we found no provi::ions in the submitted documents.
1 . Public Corridor Fire Protection: The access doorways which
open onto a iub is Corr r and elevator lobby rust be
protected by self-closing and latching smoke and draftstop
door osserlblies having a rated and labeled fire resistance
of not less than 20 minutes. These door assemblies must be
fitted with gaskets where trip doors meet these stops on
both sides and across the top.
2. Architectural Finish Hardware: All doors shown on the
iTawinos must &e openabTe from the inside at all times
for immeJiate exit without the use of a key, special
knowledge or effort.
3. Materials of Construction: All materials uscJ i.. the
construction of this tenant space must be iionccmbustible,
or in the rase of wood must be fire-retardant treated.
4. Automatic Sprinkler Protection: The automatic sprinkler
system must Fie extended to cover all portions of this tenant
space. Ceiling-mounted automatic sprinkler heads must not
