We visited the site on a periodic basis to observe the progress of the work (both excavation and backfill) , take photographs, and measure in-place densities of the fill. Work was slowed by wet weather and site visits were made on the following dates: Cornforth: Excavation phase - August 24, 25, 26, 28 Fill construction - Avg. 31, Sept. 5, 18, Oct. 2 Technicians: Fall construction phase - Aug. 30, 31, Sept. 1, 2, 7, 15, 20, 26 Field notes on site visits by D.H. Corn.orth through August 28, have been previously sent to yon in our letter dated September 6. Field notes covering the period August 30 to October 2, 1978, are enclosed with this letter. One set of photographs of the fill are also included with dates on the bac}. side of the photographs. Field Density Results The results of field density tests are given on the attached Table I. The table shows the approximate location and eleva- tion of each test. The standard laboratory compaction test (ASTM D 698) , with which the field density results are compared, is performed on soil finer than 3/4 inch. The oversize rocks are screened out prior to the tests, and the percent of oversize rocks is tabulated on Table I. The reason for excluding the coarser rock fragments is that large rocks create large void spaces with the edge of the compaction mold which are unrepresentative of the compacted soil. Inclusion of the large rocks could thus give a ' false' comparison with in-place tests. To estimate the maximum dry density of each sample taken in the field, a 'one-point' compaction test was performed in the laboratory nt the natural moisture content using the standard compaction procedure. The natural moisture content is sufficiently close to optimum that the approximate maximum dry density can be estimated from the 'one point' test by sketching in the probable compaction curve. On the above basis, the results (Table I) shows that some very hicjh field densities were achieved by the vibratory roller. This is also borne out by the very firm surface of the fill observed during our site visits. Only 1 test out of 16 was below the specified 97% compaction and we understand that this area was subsequently rolled. we were not present when (i) the old well was excavated and backfilled and (ii) cement rejects were used to reduce the surface moisture content. Obviously we would have preferred if the ccritractor had ir.formed ' s of these developments prior to proceeding with his construction. However, it is our general opinion that the site grading work has been performed within the intent of the specifications and we recommend accep'.ance of the work. Contractor was excavating loose materials along west side to achieve a minimum of 7 feet clearance between footing line and bottom edge of excavation slope. rhe Contractor attempted to proof-roll the north wall with a loaded 10 cubic yard truck. Due to the wet conditions, the truck became stuck and proof-rolling was discontinues until the following day. The Contractor is to place a very thin gravel layer over the surface prior to the next proof- rolling. This will provide satisfactory wheel traction for the truck. Thursday( August 31, 1978 Field technician visited the site, and observed the excavation of soft materials from the north and northeast areas of the site down to elevation 87 feet approximate. The dark layer indicating top of original ground is at approximately elevation 90 feet.. The major portion of the building area has been excavated about 2 feet below the topsoil line. Over-excavation has been necessary in many places to remove drain tile and to insure that inw:ganic soil has been reached. The Contractor proof-rolled the entire building area except in the south portion of the building. Elsewhere, contractor is placing a thin layer of granular fill and compacting it with a Bomarq BW 21OD self propelled vibratory compactor. -1- a ii -711 n-1175-2 I D.A. Cornforth also visitei the site. The field technician has reported that the 7 feet offset from the centerline along the west side has been achieved. The south 20•-foot wide strip of the building area still has loose foundation soils which have to be removed and cleaned out_ it is -'ur understanding that this will be accomplished soor . rhe quality of the fill material appears to be very satisfactory thus far. The technician believes that the northeast corner Foundation area is somewhat softer than the rest of the buildinu area. The base of the excavation is higher in the northeast corner and the technician will ask the c ntractor to dig a shallow pit to insure that we have reached natural ground. The field technician revisited the site in the afternoon. The Contractor had already removed the remaining materials from the south portion of the building area. The first field density tests on the lower fill layers were taken today. Friday, September 1 , 1978 Field technician visited the :site and observed the placing of granular fill in shallow lifts, each lift being compacted by the Bomarq BW 210D compactor. Field density tests were performei, one in the southwest corner and one in the southeast corner. The technician was told that the Contractor had encountered an old well on the east side of the building are& in the late afternoon of the previous day. Apparently the Contractor was compacting the lower fill layers when a wet condition was noticed. The Contractor then excavated the area with a backhne ani discovered that an old brick-lined we:_1, approximately 15 fea , deep was at this part of the site. The well was excavated by the hackhoe and contained brick, numerous tin -2- 0-117, 5-2 cans, bottles, and a roll of wire fence. It_ is our understanding that the well was backfilled with gr.analar fill and compacted in thin lifts using the back of the backhoe bucket. Note: Shannon & Wi1F•'n, Inc. representatives did not observe the well and were not present during its excavation and backfill. It is our understanding that Mr. Allen has Identified the location of the well and has submitted this information to you. Saturday, September 2, 1978 Field technician visited the site to ,observe placement ut granular fill. Two field density tests were performed. II Tuesday, September 5, 1978 D.H. Cornforth visited the site. Heavy rain over the weekend has stopped fill placement. The fill already in place appears to be compact but relatively impervious, with water ponding locally. The fill is arprox.imately 8 feet below ground level on the west side and approximately 4 feet thick. No work in progress today. Thursday, September 71 1978 Field technician visited the site in the afternoon. It is our understanding that tnc Contractor placed 6 to 8 inches of clean rock fill over the site at the beginning of the day tc improve the working surface after the heav, rainfall of the previous days. This layer of cleaner roc►, fill was placed at approximate elevations 91 to 92 feet. The Contractor 's operation was again shut down in the afternoon due to heavy rain anowers. Two field density tests were performed. -3- 1111 _ p 0-1175-2 A four-ir...h layer of softer material was noted in the north- east corner of the building area. The Contractor was informed of this and stated that the materials would be removed when the work was resumed. Friday, September 15, 1978 Field technic .an visited site to observe backfilling operations. Two field dr isity tests were performed. Monday, September 18, 1978 D.H. Cornforth visited site and took photographs. No work is taking place due to wet weather. The fill is within about 1 foot of final grade at the northwest. corner and slopes down to about 3 feet below final grade at the southeast corner. Gene Allen said that they had imporced some cement rejects from G-egon Portland Cement to dry out the fill surface. He told me that the amount of rejects placed in the fill was approximately 5 to 6 tons and that it was toothed in the fill, windrowed, and then bladed down ark: rolled in. The layer containing the cement rejects was ap.roximately 6 inches thick. He also indicated that there were approximately 3 lifts of very clean rockfill placed t. "_rious heights within the backfill . In appearance the fill looks to be very firm with a few local spots where the rolled surface has a clayey surface appearance. There was also very small quantities of weak lava present in the fill. Mr. Allen said that it ;lad only been brought in with the final loads and the quantity appeared to be insufficient to have any significant effect on the performance of the fill, I r 0-11.75-2 wednesday, September. 20, 1978 Field technician visited the site and took two field density measurements. The percentage of coarser rock in the fill was higher than previously. Tuesday, September 26 1978 Field technician visited the site and took three field density measurements. The percentage of rock larger than 3/4 inch was again higher than in the earlier tests. Monday, October 2, 1978 D.H. Cornforth visited the site and took photographs. The fill is now up to grade and workmen are setting out the footing locations. Discussed the well discovered at the southwest corner of the site with Gene Allen. He estimates the top of the well to be elevation 83, approximately 12 feet below the base of the nearest footing. He also estimates that the well was at least one foot outside the A-16 (7) footing and this information has been transmitted to the Owner. The well was approximately 3 feet in diameter and ha estimates that approxi- mately 35 cubic yards of rock fill was placed within the wall. He also commented that a considerable amount of farm manure was excavated from the southwest corner of the cite. The thickness of the manure tappered off towards the east and north. Despite the weight of the overlying fill, the manure was still very soft and compressible. Accordingly, the seating arrangement must be adjusted to reflect this capacity in each instance. The total permissible occupant load for the building (including the bar area which we have rated at 33 occupants) is 221 occupants. The building must be posted at that capacity with the placard, which will be furnished by this office, located adjacent to door- way 01 , i.e. the doorway leading from the dining area to the vestibule. (ref: Sec. 3301 S.B.C. ) "4. All curtains, drapes and similar decorative accouterments ( if provided) must be composed of noncombustible materials or must be rendered "flame- proof" with certification of such flameproofing submitted to this office. (ref: Sec. 26.102 D.F.C. ) 4. In all walls and partitions, fire stopping consisting of 2" (nominal ) lumber is required at all floor and ceiling lines and otherwise at maximum vertical and horizontal intervals of 10 feet. Penetrations made in this prescribed fire stopping ;o accommodate wiring, plumbing, duct work and similar utility runs must be packed, following the installation of said utility runs, in a manner which will maintain the integrity of the fire stopping and effectively cut off all concealed draft openings in the building's combustible void spaces which can act as chimneys and flues. (ref: Sec. 2517 S.B.L. ) 5. The kitchen hood exhaust ducts must be constructed of no. 16 gauge galvanized _teel rather than black iron as indicated. (ref: Sec. '•107 S.M.C. ) 6. The kitchen hood must be constructed o. not less than 22 gauge galvanized sheet steel , stainless steel of not less than .030 inches in thickness or of copper weighing not less than 24 ounces ;,er square foot. The inside edge of the hood must overhang or extend a horizontal distance of not less than 1 foot on dll sides beyond the edge of the cooking surface, and the vertical distance between the lip of the hood and the cooking surface must he not more than 4 f ce i.. (ref: Sec. 1109 S.M.C. ) 7. The kitchen nood, cooking surfaces and exhaust duct must ie provided with an approved automatic fire extinguishing system which is effectively 1ntertied with the fuel �.uppl•' system to the cooking equipment. That is, operation of the kitchen fire extinguishing system must automatically shut off all furl to the cooking equipment. (ref: Sec. 1 .216 U.F.C. ) 8. Complete plans for the installation of the automatic sprinkler system proposed for the building must be submitted to and approved by this office prior to its installation. The location of the fire department connection for the automatic sprinkler system as shown on the drawings is not readily accessible to mobile fire apparatus. It is recommended that the fire department Lonnecticn be located in the planting area adjacent to the column on the southwest exposure of the building. (ref: Sec. 13.309 D.F.C. ) 11 . A fire fighting water supply consisting of standard fire hydrants having a mini- mum aggregate flow of 1 ,000 gallons per minute at d minimum residual pressure of 20 p.s.i . and located within 500 feet of all portions of the building is required. (ref: Spc. 13.208 D.F.C. ) 12. Inspection ana approval of construction by this office is required: a) Prior to cover of interior framing following the installation of the utility runs and fire stopping prescribed in requirement #4 above. b) Prior to occupancy of the building; prior to opening the restaurant for occupancy by the general public. One set of approved plans bearing the stamps of the Washi.►gton County Building Department and this office must be maintained on the project site throughout construction and must be available to building and fire inspectors for reference during construction inspections.
