REQUIREMENT',: Section 510(b) requires in other than dwelling units.
toilet room floors shall have a smooth, hard, non-
absorbent surface such as portland cement, concrete,
ceramic tile or other approved material which extends
upward onto the walls at least 5 inches. Walls within
water closet comparimEnts ano walls within 2 feet of the
f''ont and sides of urinals shall he similarly finished to
a height of 4 fees, and except for structural elements,
the materials used in such walls shall be of a type wnich
is not adversely affectod by moisture.
PROPOSED: Fiberglass reinforced polyester panels, 6'-6" high
throughout toilet rooms. All walls covered by FRP panels
be steam cleaned,are 3/3? thick, can and have a
class III/c Flame Spread Rating. The panels, when sealed
with joint strips, provide the protection of a continuous
waterproof membrane. Since they are relatively stiff and
brittle they require strictural backing; gypsumboard in
this case. The product is also available with a
factory-applied structural sutstrate such as foam,
particle board, gypsuriboard or plywood.

REASON: Proposed construction exceeds height and coverage
requirements of Section 510(b). Structural elements are
not required by code to be moisture resistant so
water-resistant gypsumboard was not specified.
ACTION: Approved

PROPOSED DESIGN, ALTERNATE MATERIALS AND/OR METHODS OF CONSTRUCTION:
Fiberglass reinforced pclyester panels, 6'-6" high throughout toilet rooms.
All walls covered by FRP panels which are 3/32" thick, can be steam cleaned,
and have a class II1/c ?lame Spread Rating. The panels, when sealed with joint
strips, provide the protection of a continuous waterproof membrane. Since they
ace relatively
ntiff and brittle they require structural backing; gypsum board
in this case. Tte product is also available with a factory-applied structural
substrate such as foam, particle board, gypsum board or plywood.

The new plan for this project which you submitted on November 14 is
far more complete than the originally submitted drawings and the
seating arrangements shown more closely reflects the applicable regu-
lations relating to the same subject matter.
The seating drawings make it appear that the lounge and the dining
spaces will be sparsely occupied. This is not the case, however,
because the furniture drawings do not accurately reflect the space
which the tables and chairs will displace. Further, the need fer
adequate aisle space is far more acute where tables, chairs, Atools,
etc. , are not fixed.
Your new drawings indicate that the lounge will be providtrd with seat-
ing for 46, the dining space immediately beyond for 44, the dining
space in the upper right hand area for 44, the center dining space 32,
and the raised dining i,rea 16. This totals 182, a few more than our
calculations. However, I believe it is close enough to fulfill the
spirit and intent of the occupant load restrictions. As a result,
this occupancy must be posted for 182 and aoain, the posting placard
will be furnished by this office.
The new drawings indicate that the exit doors will be adequately
identified by exit signs.
The require:lents relating to panic hardware and other architectural
finish harc.,are as contained in my letter to you of November 14
continue to apply.

The plans for the construction of this restaurant in space A-1 of
Building A have been examined with reference :o applicable fire safety
regulations and I regret to inform you that w� carrot approve the
proposal or endorse the building permit.
The primary reason we are not approving the proposal is due to the
seating arrangement and therefore the proposed occupant load.
According to our calculations the seating arrangement shown will exceed
the permissible occupant load by some 166 people. Specifically, the
lounge will accommodate 43, not 61 ; the dining space beyond the lounge
proposed for 58 occupants will only handle 41 ; the dining area to the
right (referring to the plan) of this space which is proposed for 54
will only accommodate 43; the dining space designated as serving 44
I (immediately to the right of the lounge according to the plan) will
handle only 30 and the adjacent raised dining area proposed for 20 will
handle a maximum of 14.
The permissible occupant load for drinking and dining estahlishments is
determined by dividing the net floor area available for sedting by a
factor of 15. The resultant figure is the permissible and api.roved
occupant load. Further, this occupancy must be postod V, r. maximum
of 171 and the posting placard, when this issue is adegc•.L.:1y addressed,
will be furnished by this office.
Other regdirements wrich apply relate to the exit doors. Exclusive of
the main entrance/exit door assembly and the exit door from the kitchen
they must be fitted with panic hardware. The exit door from the

less than 1 inch in height on a contrasting background. Further, when
the "active" leaf of this exit door assembly is unlocked both leaves
must be free to swing. The use of edge bolts, flush bolts or similar
restraining devices is prohibited.
Exclusive of the main entrance/exit door assembly an6 the exit door from
the kitchen, all exit doorways must be indicated by electrically illuminated
21, exit signs having letters not less than 6 inches in height with the principal
strokes being not less than 3/4-inch in width.
As soon as the occupant load issue has been satisfactorily resolved with
respect to fire safety regulations we will endorse issuance of a building
permit for this project. I trust I will be hearing from you in this
