Members Present: Angeline Chong, Chris Haedinger, Scott Hancock,Renette Hier, Hemendra

Staff Present: Redevelopment Project Manager Sean Farrelly,Associate Planner Schuyler Warren,
and Administrative Specialist Joe Patton.

1. CALL TO ORDER
Chair Rogers called the meeting to order at 6:30 pm. The meeting was held in the Red Rock Creek
Conference Room, at 13125 SW Hall Blvd.Joe recorded the roll call.
2. CONSIDER MINUTES
The March 13, 2019 TCAC Minutes were unanimously approved with Commissioners Hancock and
Murphy abstaining.
3. PUBLIC COMMENT
Richard Shavey talked about branding downtown Tigard and asked that TCAC take the lead in that
regard. He distributed handouts.
4. TIGARD STREET HERITAGE TRAIL UPDATE
Schuyler gave a presentation noting that it is primarily an Engineering project at this point. He gave
a background, discussed changes made due to budget constraints,update on grants awarded for
artwork, and the revised timeline. He discussed the Rotary Club's offer to provide chimes for the
clock tower and Commissioners offered their feedback,including deferring to nearby residents and
downtown stakeholders directly impacted if chimes are installed.
5. 72ND AVE AND DARTMOUTH DEVELOPMENT
Sean noted the draft Redevelopment Assistance Summary,with a proposal to promote equitable
business development,was modeled on an agreement from Boulder, Colorado, and could be used as
a starting point. Nick and John gave an overview of their previous presentation on their proposed
mixed-use development and request for urban renewal funds to reimburse a portion of the Tigard
System Development Charges (SDCs). They included a breakdown of their projected increased tax
revenue over 35 years for the site if developed.After their departure, Commissioners discussed the
request including adding requirements for affordable housing and retail space,project value to the
urban renewal district,gentrification, an appropriate amount of redevelopment assistance for SDC
reimbursement and potential for additional SDC redevelopment assistance.A motion to
recommend TCDA approval of$1 million of urban renewal funds to underwrite SDC fees for the
project without condition was unanimously approved with Commissioner Soud abstaining.

ADDITIONAL PROJECT INFORMATION:
Red Rock Creek Commons will be among the first new developments within the Tigard Triangle Urban
Renewal Area.The site is well-situated with convenient access to high-frequency transit, grocery stores,
Portland Community College Sylvania Campus, many potential employers, natural areas, and other amenities.
Community Partners for Affordable Housing(CPAH) acquired this site with a vision of providing a combination of
workforce housing and housing affordable to very low income individuals,with a portion of those units
dedicated to individuals with severe and persistent mental illness.
The site is 0.88 acres, with Red Rock Creek running along the southern portion of the property. CPAH
will build 48 units of housing,with all of those being one-bedroom units to serve individuals and small
households. Building features include: elevator, community room for onsite services and activities, efficiently
designed units, and access to natural area immediately around Red Rock Creek. CPAH has worked with the
Washington County Housing Authority to have 24 Project Based Section 8 units that help house very low income
individuals, most with annual incomes under$15,690. Luke-Dorf, a local mental health services agency,will
partner with CPAH to assist eight individuals in need of those services.
All of the 48 units at Red Rock Creek Commons will be affordable for residents at 60%of Area Median
Income or below.
