Dear Mr. & Mrs. Morrissey:
On behalf of the Mayor and City Council and City staff, I would like to extend our sympathy to
you in this trying time. That makes this letter even more difficult to write, however, the City of
Tigard has gone out and evaluated the sanitary and storm sewer situation. The sanitary and storm
sewer systems have failed as a result of the slide. The City has taken some temporary steps to re-
route sanitary and storm sewer lines to protect the public health and welfare. In order to minimize
further adverse impacts from the slide on these utility systems, the Building Official has
determined (per Tigard Municipal Code Chapter 14.04 and the Uniform Building Code and
Appendix Chapter 70 ) that you, as the property owner, must take steps such as to rectify the
situation immediately . In light of the dangerous situation of the building, you may wish to hire a
professional to effect the corrections required by this letter.
1 Collect water from the roof drains and dispose of it off-site. One way to accomplish this
is to connect flexible pipe to the existing roof drains and run it to the creek below your property
2. Place Visqueen on the ground from the concrete patio, south of the stairs, easterly to
cover the entire rock walls. It would be preferable to do this to the entire back yard.
3 If the underground sprinkler system is not turned off, this must be done immediately
Given the weather forecast calls for rain, heavy at times, over the next few days, it is critical to
take these steps immediately Therefore, you are requested to complete the above noted actions
no later than 12.00 Noon on Saturday, February 17, 1996. If you are unable to complete this
work by Noon, the City will take the necessary steps to complete this work.
This request for action does not waive the City's other rights or remedies (at equity or at law)
available to it via statute or at common law
Again, I realize this is a difficult time for you and your family I want to reassure you that it is the
City's intent to continue to work with you, as we have been since the beginning of the slide. If
you wish to talk with someone between now and tomorrow Noon about this situation, please

REMEDIAL SLOPES MEASURES AND GEOTECHNICAL REVIEW
MORRISSEY RESIDENCE
TIGARD, OREGON
This letter summarizes our geotechnical observations and review of the remedial slope
measures installed at the above address_ Carlson 1 esting Inc.'s(CT I's)geotechnical engineer,
Jim Imbrie, visited the site on August 21st and 28th, and October 1st and 2nd, 1996 to
observe the installation of shoring and anchors.
BACKGROUND
Tied back shoring and structural detailing was designed by Miller Consulting Engineers using
soil parameters supplied from CTI In our report dated June 26, 1996 and design layout
recommendations from subsequent phone conversations. The shoring was necessary to
protect the house from a fill slope failure that is predominantly affecting adjoining properties.
The failure had progressed such that the ground surface at the northeast corner of the house
had dropped several inches.
The original design by Miller Consulting Engineers showed nine HP8x36 steel "h" piles
approximately 30 feet in length tied back with helical soil anchors from A.R. Chance Co.
OBSERVATIONS
Eight steel "h" piles were set in concrete holes drilled to about 24 to 29 feet deep. The holes
were terminated due to encountering hard rock. Residual soil and weathered rock way
encountered below about 15 feet depth. Six of these "h" piles were tied back with Manta Ray
anchors driven to between 15-to 25-foot lengths. The anchors were driven until very firm
resistance was encountered and then each was pulled with 20,000 lbs. force to "set" the
individualenc�
CONCLUSIONS
The changes from the original design in the depth arid number of piles and the anchor type
were reviewed by this office and determined to be acceptable after concluding that they
insignificantly affect the design in regard to improved stability beneath the house. The shorter
pile embedments were offset by the firmer residual soil and weathered rock encountered which
provide a greater passive resistance. the new anchor-type provided allowed for in-situ testing
of each anchor from their setting procedure.
It is our opinion that the shoring system installed provides resistance essentially equal to what
the design team intended.

FUTURE WORK
We u,iderstand that the city has sent you a letter regarding the stability of the ground below
the shoring system. In this letter, the city recognizes that the shoring system is for protection
of the house only and is inquiring about plans to stabilize your property which is still at risk
from further sliding
In our opinion, the sliding that has occurred on your property does not present an immediate
hazard to adjoining properties. Rather the sliding that has occurred appears to be a secondary
effect of sliding which originated on the adjoining properties to the east. The direction of
movement on the adjoining properties is primarily northward and the direction of movement
ofof yorir property is more east-northeasterly. Movement on yourproperty
day after movement occurred on the adjoining property. If the adjoining property is stabilized,
then the likelihood of continued significant movement occurring on your property is very low
because it will remain effectively buttressed by the soil on the adjoining property.
We recommend that you keep in contact with the adjoining property owner for any
stabilization measures which may be incorporated at his property. In our opinion, stabilization
measures installed on the adjoining property will be much more efficient and cost effective.
to stabilize your property at this time without knowing what will occur on the adjacent
property could be a costly wasted effort.
We suggest that you request the city for an extension of an assessment of the stability on
your property until one year after any measures taken on the adjoining properties. Until such
time, we understand that you have covered the slope with plastic sheeting and extended the
rain drains down the surface of the slope. If no further tension cracking occurs this winter,
then the slope need not be covered with plastic sheeting next year. Permanent landscaping
and structures, such as fencing, should not be installed until the slope is determined to be
relatively stable.
