This memo is written notice for the upcoming New Tigard Library Construction
Committee meeting. The meeting is scheduled for Wednesday, November 28 at
6:30 p.m. in the Puett Room of the Library.
The focus of this meeting will be:
• Update on the Property for the new library
• Discussion of the project cost estimate
• Discussion of the bond measure language
• Discussion of presentations scheduled for the community (please remember to
bring your calendars for this discussion)
• Discussion of the model display schedule
• Discussion of meetings for the Site Master Plan
• Discussion of City Council meetings: December 11 and 18, 2001

New Library Construction Committee
Meeting Notes
Monday November 5, 2001
The meeting convened at 6:30 p.m. The Committee members present were Kathy
Sleeger, Lonn Hoklin, Brian Douglas, Joyce Patton, George Burgess, and Elaine Heras.
Staff present were Gus Duenas and Margaret Barnes, Bill Monahan arrived part way
through the meeting.
Vice-Chair Lonn Hoklin asked the Committee to review the meeting notes from the
October 22 meeting. A motion was made by George Burgess and a second by Kathy
Sleeger to approve the notes. The Committee approved the notes. Councilor Patton
abstained from voting.
The Committee reviewed the schedule of presentations that have been scheduled
throughout the community. The Committee discussed scheduling the model at
Washington Square in January. The Committee also reviewed the latest edition of the
PowerPoint Presentation that the Committee will use for the next month.
There was discussion of the Site Master Plan and the scheduling of meetings for
community input in early 2002 after the option on the property is secured. The
Committee also discussed the letter from Art Resources of Tigard. Lonn Hoklin agreed
to respond to the letter.
The Committee also reviewed the preliminary cost estimates for the proposed new
library. City staff will be working with BML Architects to develop a complete project cost
estimate.
City Manager, Bill Monahan updated the Committee on the proposed site. The City is
still in negotiations with the property owner. Bill Monahan, Gus Duenas and the City
Attorney will be meeting with Mr. Fields later this month.
There was discussion about the different options for a road. There was also discussion
about when the bond measure may be placed before the voters. There is concern that
there will be enough time between the securing of the option, the formulation of the
bond measure and the May 2002 election date. It is believed by the end of November
or early December that the option on the property will be completed.
Sample bond measure language was distributed to the Committee. City Staff will take
photographs of the different comparable libraries to have the Committee review at their
next meeting. The photographs will illustrate the different levels of quality of the
different buildings.

Comparing the Proposed Tigard Library to other Buildings
Below are listed several existing buildings as comparisons of quarity of construction and finish
with the newly proposed Tigard Library.
Midland Library—Multnomah County
This building is comparable to our proposal in terms of finish and overall quality. An
exception would be the extent of applied art included as part of the exterior walls. Internally,
the finish for walls, floors, ceilings, the kind of lighting fixtures, wood trims, etc compares fairly
equally to what is proposed for Tigard. The cost per square foot will be similar to the Tigard
estimate at around $150/sf.

Woodstocka rM-a Beaverton Libraries —Multnomah County
At the high end, both the Woodstock and Beaverton represent finishes and construc`:cn
beyond what we contemplate. The wood structure and paneling (at Beaverton), the staircase,
the large volume of space contribute to the higher cost. The square foot cost for these
buildings is around $200/sf.
Stevens Center at George Fox University
Just completed, this building is a successful exercise in trying to do a good building, energy
conserving with sustainable design for a very low budget. The structure and the open volume
of the design solution contribute effectively to a lower cost. In addition lighting fixtures are
modest but are pendant mounted for reflected light and ceiling finishes are held away from
structure to save cost. As a feature in the atrium space, wood panels modestly detailed and
acoustic wood slat panels were made by the general contractor at a priceless that one third
of any other bidder for that part of the work. In fact, the contractor must be credited with
playing a large role in keeping the budget on target. The cost for this effort was $125/sf.
Kaiser Permanente Interstate South Building
While this is not a library building, the finishes in public spaces are very close to the spirit of
what is proposed for the Tigard Library. Floors, Ceilings Walls, some wood paneling will be
similar as will the large glazed wall of the lobby area. This building cost$145/sf.

New library
Question: (20 Words) Shall the City be authorized to sell up to $ in bonds to
finance the construction of a new City Library?
If the bonds are approved, they will be payable from taxes on property ownership that are
not subject to the limits of sections 11 and 1 lb,Article XI of the Oregon Constitution.
Summary: (175 Words) The existing Library at SW Hall and Burnham constructed in
1986 was built to meet the City's library service needs for ten years. The present City
Library is inadequate to meet the needs of the City for library services.
This bond measure would fund the construction, equip and furnish a new City Library
and the acquisition of a new site for the Library. The new library will include for more
books and more patrons, specialized rooms for study and meetings, and better handicap
access.
The bonds would be repaid by the levy of property taxes over a period of up to 20
(twenty) years. The first year tax rate for repayment of the bonds is estimated to be_
per$1,000 of assessed value.
