New Tigard Library Construction Committee
Meeting Notes
Monday February 26,2001
The meeting convened at 6:30 p.m. The committee members present were: David Chapman,
Joyce Patton, Brian Douglas, Sue Carver, Lorin Hoklin, Elaine Heras, Kathy Sleeger and Jim
Funk. Architects from BML present were Rich Brooks and Gary Larson. Staff present were: Bill
Monahan, Gus Duenas and Margaret Barnes.
Chairperson David Chapman asked the Committee to review the meeting notes from the
February 12 committee meeting. Following a motion by Hoklin and a second by Sleeger the
Committee approved the notes. Patton abstained from the voting.
Gary Larson gave a brief review of the process to this point. He spoke about the Needs
Assessment report and the analysis of the community that was conducted this past spring and
summer. Included in this analysis was a review of the demographics of the community and an
analysis of future needs of the community.
Rich Brooks than spoke briefly about the program document. The document focuses on the
adjacency of the following areas: Entrance, lobby/circulation/staff areas, Children's & Young
Adult, Adult which includes fiction,non-fiction, reference, and Administration& Public Space
for example meeting rooms.
Councilor Joyce Patton mentioned she was impressed by the document and that it gave her an
understanding of the Library, what it is and what the future needs are. It clarifies what the need
is and the rational for the future needs.
The Committee with Gary and Rich reviewed GIS photos of the preliminary sites. These photos
were provided by City Engineer Gus Duenas. The Committee also identified some additional
criteria to use when reviewing the preliminary sites. These criteria are resolution of
transportation issues, potential-zoning issues, wetland concerns,purchase price of the property,
and estimated cost of offsite improvements. The Committee discussed the idea of using a matrix
to evaluate the potential sites. The potential sites include two sites that are commercially zoned,
one site in which the City owns the property and one site that would require little demolition.
There was also a discussion about possible dates for a bond measure. The Committee discussed
the importance of allowing enough time in the process to inform the community of the need for
such a bond measure. It was recommended that for such a process to be successful it usually
requires about nine months of promotion and education of the community.
The Committee decided to rate the different sites by using a matrix incorporating the existing
criteria for comparison with the additional criteria defined at this meeting. The form for the
matrix will be developed by City staff and mailed to the Committee. The form will also have a
place for questions or comments about specific criteria. At their next meeting the Committee
will review the findings of the matrix.
The City staff will include on the forms the possible acquisition cost for each potential site and
the possible cost for off-site improvements.
The Committee will meet again on Monday, March 12 at 6:30 p.m.
The Committee also scheduled a meeting for Monday,April 9 at 6:30 p.m. At this meeting the
Committee will have an in depth review of the program document. All of the Committee
members have received a draft copy of the program document. The Committee agreed to send
their comments about the document to Margaret by this Friday, March 2. All the comments will
than be compiled and forwarded to the architects for possible incorporation into the final edition
of the document.
The meeting adjourned at 8:00 p.m.
