New Tigard Library Construction Committee
Notes
Monday, June 11 , 2001
The meeting convened at 6:30 p.m. The Committee members present were: George
Burgess, Lonn Hoklin, Curtis Tigard, Jim Funk, Brian Douglas, Kathy Sleeger, Sue
Carver and Councilor Joyce Patton. Staff present were Bill Monahan and Margaret
' Barnes.
Lonn Hoklin asked the Committee to review the meeting notes from the May 24
Committee meeting. After the notes were amended to include the corrections noted by
Councilor Patton, a motion was made by Patton and a second by Sleeger. The
Committee approved the notes amended.
City Manager Bill Monahan reviewed with the Committee additional information about
the three potential sites. He also briefly mentioned a fourth possibility for a site. After
discussion, the Committee agreed the fourth option is not viable at this time.
After some additional conversation the Committee agreed that they would recommend
to the City Council to pursue further conversations with the property owners of site E
and D. At this time, the Committee is recommending to the Council dropping site B
because of cost acquisitions and the relocation of a new business.
The Committee requested Bill Monahan give a brief update to Council about the three
properties at the Council workshop meeting on June 19. Kathy Sleeger will present to
Council the recommendation of the Committee for a two-story building. Lonn Hoklin or
David Chapman will update the City Council about the Public Information Campaign.
The Committee then had a discussion about the merits of a two-story building and
developed the following list:
• Avoid public perception of a sprawling building
• Civic presence
• Allows for future expansion
• Uncertain codes may make future expansion difficult
• Increases the flexible use of the space
• Allows for more parking
• Ease of emergency vehicle access
• More efficient internal circulation of public and staff
• More greenspace/potential outdoor programming
• Patron/User Friendly
The Committee also discussed the public information campaign. The Committee
previewed a copy of the tri-fold about the building/library which will be given out at the
Balloon Festival. A similar brochure will be given out at the 4th of July and the Tigard
Blast. George Burgess and Sue Carver volunteered to distribute brochures at the 4th of
July event. Lonn Hoklin, Kathy Sleeger and Brian Douglas all volunteered to be at the
City booth for the Balloon Festival.
The Committee will meet again on July 9. At this meeting, the Committee will work on
developing "Fact Sheets" to distribute to the public. The Committee also scheduled a
.meeting for Monday, August 13. Both of these meetings will begin at 6:30 p.m.
The Committee is tentatively scheduled to meet again with the City Council on July 24
and again on August 28.
