Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday,March 13, 2019 7:00 p.m.

1. CALL TO ORDER:
Chair Harris called the meeting to order at 7:00 p.m.

3. APPROVE MINUTES
The minutes from the February 13,2019 Board meeting were reviewed. No changes were requested.
Motion by Becky Gauthier. Second by Joseph Callahan to approve the February 13, 2019 minutes.

4. AGENDA ADDITIONS AND DELETIONS
There were no changes or additions to the agenda.
5. CALL TO THE PUBLIC
Wendi Chang was our guest this evening. Wendi has been working as a Library Assistant at TPL since
2016. She also works half-time at Milwaukie Public Library. She is known for her calm manner,
friendliness, willingness to help, and sense of humor. She was the Library's January 2019 Shining Star.
Wendi enjoys sharing book picks for the Library's social media team to use. She shared a book
recommendation with the Board. She also asked about what the Library Board does, and Katie Harris
described the Library Board's role in city government.
Tori Lopez attended the meeting as a representative from the Teen Library Council.
6. LIBRARY OPERATIONS
Halsted reported on programs and other events we had in February: the Loteria program which
partnered with the Tigard High School Spanish Honor Society and was attended by 34 patrons, the
Happy Little Paint-Along program, and the AARP tax help which is staffed by volunteers and is always
a very popular service.

Halsted noted that our annual survey,which is usually held in February,will be forthcoming soon.
Coming up soon at the Library: we are working on adding three new collections: TV series on DVD,
Binge Boxes, and video games. Our annual Volunteer Recognition Event will be held on March 315'.
WCCLS has decided to eliminate the $5 processing fee for replacement of lost items, which is meant to
reduce economic barriers to Library services and provide a consistent patron experience.
Halsted attended the Public Library Directors' Meeting in Salem on March 11, and reported on an
interesting session about the strategic planning process in public libraries. Halsted suggested that Board
Members may see a review of the Library's strategic plan as a future agenda item.
The February 2019 Statistical Report was distributed to the Board.
7. DISTRIBUTION OF APPROVED TIGARD LIBRARY BOARD BYLAWS
The Board reviewed and revised their Bylaws at the August 8, 2018 Board meeting. The Bylaws were
submitted to the City Council for adoption by Resolution at the February 19,2019 Council meeting. A
copy of Resolution 19-06 and the Bylaws were distributed to the Board.
8. ALA POLICY REVIEW
A. ALA Economic Barriers to Information Access
The ALA Economic Barriers to Information Access policy was adopted by the ALA Council on
June 30, 1993. This policy has been included with other ALA policies in the Tigard Library Board
policy book for a while,but was first officially endorsed and affirmed by the Board on October 11,
2017. Upon closer review of the document, some verbiage in the ALA document that had been
omitted from the copy the Board approved. Each Board Member received a redlined copy of this
policy for their review for this evenings meeting. Upon their endorsement a clean copy will be
provided.
Motion by Becky Gauthier. Second by Mary Bogert to endorse and affirm the ALA Economic
Barriers to Information Access policy. Motion was approved unanimously.
9. DISCUSS RESCHEDULING APRIL 10, 2019 MEETING TO ALLOW BOARD MEMBERS TO ATTEND THE
STATE OF THE CITY ADDRESS
Department Directors are required to attend the State of the City address on April 10, so Halsted will
not be available for a Board meeting on that day. Board Members may also wish to attend the address.
Halsted noted that any materials for the Board's presentation to City Council are due to the City
Recorder by April 5. Katie Harris proposed and all agreed to reschedule the meeting to Wednesday,
April 3.
10. CONTINUED PREPARATIONS FOR ANNUAL REPORT TO CITY COUNCIL ON APRIL 16,2019
The Library Board continued preparations for their annual meeting with the City Council. They plan to
gather facts and figures about the library and present them in a guessing game or trivia format. The new
Bibliocommons catalog will be shared, as well as details about reinvigorating the teen space. It was
mentioned that a presence from the Teen Library Council may be beneficial, and Tori Lopez agreed.
Some presentation roles were determined: Katie Harris will give introductory remarks,Joseph Callahan
will present the trivia portion, and Kate Ristau will present a live demonstration of the Bibliocommons
catalog. Some personal anecdotes will be shared. It was suggested that one of the multiple choice trivia
questions for Council could list items that belong to the Library of Things, and ask them which item can

be checked out at the Library (the answer will be ALL of them!). The Board may present some of the
Teen Library Council diagrams of what the new teen space could look like.
Communication via email was mentioned, and Katie Harris clarified that direct email communication
between two Board members is allowed, but an email to the entire Board would be considered a
meeting,which would be a violation of public meeting law.
11. OTHER BUSINESS
Library trends were discussed. Many topics were mentioned, including the Mayor's appearance at Story
Time, pending legislation that would update the definition of a public library, and a new movie (The
Public) soon to be in theaters that is set in a public library during a weather crisis that threatened the
local homeless population. Halsted Bernard will follow up with Nina Kung to connect her with the
Library Volunteer Coordinator to discuss ideas about using volunteers to assist with bilingual storytimes.
12. ADJOURNMENT
Chair Harris adjourned the meeting at 7:57 p.m. The next meeting of the Tigard Library Board is
scheduled for Wednesday,April 3, 2019 at 7:00 p.m. in the library conference room.
