The I-P Zone provides appropriate locations for combining light manufacturing, office, and small-scale commercial uses, such as restaurants,personal services,and fitness centers,in a campus-like setting with no nuisance characteristics such as noise,glare, odor,or vibration. APPLICABLE REVIEW CRITERIA: Community Development Code (CDC) Chapter 18.765.060. SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. MMD2019-00002 Bridgetown Mushrooms Page 1 of 4 THIS APPROVAL IS VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The applicant is proposing a change of use from an unknown previous use to an agriculture use at 8136 SW Durham Road. The 1,760 square foot tenant space is located in the Industrial Park on Durham, which is located south of SW Durham Road, north and east of the Durham Advanced Wastewater Treatment Facility, and west of Durham Elementary School. No exterior modifications are proposed. The approximately 2.41 acre site is made up of two tax lots and contains eight buildings. The property is located in the Industrial Park(I-P) Zone. The Industrial Park on Durham is comprised of two tax lots, tax lot 2S113B000400 and tax lot 2S113B000500. In 1989, tax lot 2S113B000400 received land use approval through a Site Development Review (SDR98-00016) to be developed into a landscape construction and nursery business. The approval for SDR98-00016 expired and to the best of our knowledge, was never developed into the proposed landscape construction and nursery business. In 1995, tax lot 2S113B000400 received land use approval through a Site Development Review (SDR95-00001) to be developed into an industrial park to contain one existing building, three prefabricated industrial buildings and 33 parking spaces. Later in 1998, tax lot 2S113B000500 received land use approval for the second phase of the industrial park with a Site Development Review (SDR96-00008). SDR96-00008 allowed for the creation of four buildings and 39 parking spaces.The land use decisions mention how a caretaker facility would be located on site. A letter from City of Tigard Associate Planner Mark Roberts was included into a Building Permit (BUP97-00193)in order to approve of a 2,000 square foot building to be placed on tax lot 2S113B000500. This mentioned letter serves as an approved decision for the Minor Modification required to place the 2,000 square foot building on the main grass island in the parking lot. After the approval of the two Site Development Reviews and the Minor Modification letter,the Industrial Park on Durham is allowed nine buildings, 72 parking spaces, and associated landscaping. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.765 Modifications: 18.765.060 Minor Modifications D. Approval criteria.The approval authority will approve or approve with conditions a minor modification application when all of the following criteria are met: 1. The proposed modification qualifies as a minor modification as defined in Subsection 18.765.060.A; The applicant is only proposing a change of use from an unknown previous use to an agriculture use. With a change of use, the potential issues are primarily related to the off-street parking requirement. A minor modification is required for this change of use because the application of a higher parking quantity (four minimum) is required according to Table CDC 18.410.3. The proposed agriculture use is allowed in the I-P Zone.The tenant space is part of a multi-tenant industrial park building and is therefore subject to the required minimum vehicle parking formula outlined in CDC 18.410.030.D. Upon review of the applicant's plans and narrative, staff finds this proposal is in compliance with all other applicable requirements of this title. This criterion is met. 2. If the proposal involves the modification of a condition of approval, at least one of the following criteria is met: a. The condition cannot be implemented for reasons outside the control of the applicant or property owner; b. The condition is no longer needed or warranted because circumstances have changed;or MMD2019-00002 Bridgetown Mushrooms Page 3 of 4 c. A new or modified condition better accomplishes the purpose of the original condition. This criterion is not applicable because the proposal does not modify a condition of approval. CONCLUSION: The proposal is a minor modification to an existing development and is in compliance with the applicable requirements of this Title. SECTION V. PROCEDURE AND APPEAL INFORMATION Final Decision: A minor modification is a Type I procedure.As such, this decision is final for purposes of appeal on the date it is mailed or otherwise provided to the applicant, whichever occurs first. Our operation will consist of a mixing room, a lab with a hepa filtration air purifier & a steam sterilizer, a colonization room (storage) , & 2 fruiting chambers . Below is a breakdown of our process : Mixing Room: 1 . Organic Alder sawdust, organic soybean hull, and water will be mixed together in a mixing receptacle. 2 . The mixture will be used to fill plastic bags to a weight of 5. 51bs . Sterile Lab: 3 . The bags will be sealed and loaded into an 85-gallon barrel with a heating element at the base that is submerged in water. 4 . The element will heat the water until the barrel fills with steam and reaches a temp of 200 degrees F for 24hrs . 5. The bags will then be moved out of the barrel onto a shelf where they will cool for 8hrs . 6 . Each bag will be opened in front of a forced air hepa fan filter and inoculated with spawn (myceliated bird seed) 7 . Each bag will be sealed and moved to the colonization room Colonization Room: 8 . Bags will remain here for 3-6 weeks while the mycelium colonizes the wood/soy substrate. Fruiting Chamber: 9. Bags will be moved into the fruiting chamber, sliced open and exposed to a 90% humidity environment with forced hepa filtered air. 10 . The incoming air will be exhausted out through a window of the warehouse 11 . *After 1-2 weeks the bags will be removed from the chamber, the mushrooms will be harvested and distributed to local chefs, grocers, and other distributors . *a few lbs a week will be sold out of the warehouse in the retail space at the front of the unit . aitiNtto _ ..
