1. Welcome and introductions
2. Jim Wolf provided background information on the photo traffic enforcement program the city will be
starting in 2019. (A copy of the PowerPoint presentation Jim spoke from is attached.) Initially,the
program will be photo red light enforcement,however, the Police Department expects to eventually use
the camera technology to issue speeding citations.
3. Photo red light enforcement cameras are expected to be placed at three intersections on Pacific Highway.
The proposed locations,at 72',Hall and Durham,are subject to approval by ODOT. Currently the
project time line shows the vendor will start issuing warnings in January 2019.Warnings will be issued for
30 days and then citations will be issued.
In response to a question about whether the technology will be permanent,Jim said most likely. However,the
city has a 5-year contract with the vendor and will evaluate the success of the program annually. It was asked

if the intersections can be re-engineered as a long-term fix.The committee was also interested in the crash
data the city collects.
Communication Suggestions:
• Find a positive tagline for the program
• Make safety the focus of the communications efforts.
• Address why now.Talk about traffic congestion being the number one resident complaint.Also note
that City Council has been talking about photo red light enforcement since 2010 and that they see this
as one way to help address safety.
• Tell how it will free up officer time to focus on responding to incoming calls for service or other
safety priorities.
• Talk about the survey results?Mixed response to that.Depends on the wording of the question and
how many people responded to the question.
• Provide information about the accuracy of the equipment. (The vendor,Conduent,provided this link
to show how the technology works.)
• Address what happens to the revenue generated by citations. Citizens will want to know how the
money will be used.Will any of it be designated for something that will be seen as benefiting the
public?If so, share that information.
Outreach Suggestions
• Put banners/signage out as soon as possible notifying drivers photo red light enforcement is coming
and a contact number.Maybe the website address too.
• Partner with other agencies to get the information out,i.e. TVF&R,School District (backpacks),
Oregonian,Times and other agencies.
• Beef up the city's web pages—make them more interesting—sell safety.
o Look at City of Portland's Vision 0 webpage for ideas.
■ Look at the map showing injuries and fatalities
• Information kiosks at: Costco,Walmart,Joann Fabric,Wells Fargo,Fred Meyers and the Library
Other information that might be helpful
• Get crash data and have it available for people who are interested. Including the percentage of vehicle
crashes per cars through the identified intersections.
• Get statistics on citations in Tigard.
• Find out if intersections can, and will,be redesigned so photo enforcement is not necessary.

What was your first thought when you found out about photo red light enforcement?
CO She is supportive.
DH Revenue generating measure,although recognized there are safety issues.
Put it to something good. Some will see it as a sin tax.
ChR What is photo traffic enforcement?Is it photo red light?
Call it by the name people know it by.
JL Doesn't like it. He has tried to find reason to like the program.
Concerned it leads to a loss of interaction between law enforcement and citizens.
BG Why is the city implementing the program?
Keep message clear. Give it meaning.
DS Back door way of getting money.
CoR She is supportive. She has seen what good it does.
Noted she appreciated Jim Wolf speaking tonight. She has worked with him and has found
him to be a person of integrity. Having him be part of the process reassures her that this is
the right thing to do.
TS He is all for it. Said it is an efficient way of doing enforcement.
NT She is good either way. People should be following the traffic laws.
