1. Welcome and introductions.
2. Review of draft minutes from July 18, 2018.
The minutes were approved without changes.
3. Presentation by Nadine Robinson, Director of Central Services, on changes to staff
on the committee.

Robinson introduced herself to talk about city communications and changes to staffing support for
the committee. Robinson said she would be the committee liaison moving forward and that she
looked forward to working with the CCE.
Robinson invited committee members to be a part of the panel reviewing applicants for the
Communications Manager vacancy. CCE members Olson and Rowles said they would be interested
in participating.
4. Update from Kent Wyatt, Senior Management Analyst, on the city's new online
engagement tool and the Universal Plaza (a project highlighted on this tool).
Wyatt gave an overview of the new"Your Tigard"web tool the city launched in August. He
explained why the city was using it to get citizen feedback. He said the city wanted to grow the tool's
usage organically. He showed several projects promoted on the portal.
Wyatt discussed the Why Wednesday feature,which seeks residents' questions. There was discussion
about how the city intends to respond to questions. Wyatt indicated one question per week would
be addressed on the city's website. The committee was concerned about how long it could take to
provide replies. Several committee members commented that a quicker reply would be more
effective. For example, the city could let the person know someone will get back to them in three to
five days and pass the question on to the appropriate person for response. It was also asked if there
was a way, through Bang the Table, for the person asking a question or making a comment to
indicate whether they want a public response, private response or no response needed.
Wyatt and Owens discussed current issues about feedback on social media,including Nextdoor.
Two committee members said they had wished the city reached out to the CCE first to have a more
"impactful"presence on the final design.
Sean Farrelly,urban redevelopment manager for Tigard,provided a PowerPoint presentation on the
proposed Universal Plaza in downtown,which is now highlighted on Your Tigard. He said the
project had been in discussion for years and was identified as a City Council goal.
He said the plaza in its current design was meant to be fore year-round use. It was designed to hold
up to 80 booths or events with 800 people.
He explained financing would come from urban renewal dollars.
Resident Carine Arendes,who is on the Town Center Advisory Commission,which provides
guidance on urban renewal funding,provided additional information on the project.
5. Develop groups/subcommittees to begin work on goals identified in the CCE's
strategic plan (follow up to the group's preferences to the plan's priorities).
The group continued it discussion on creating subcommittee and working groups for projects
identified in its strategic planning process.

Robinson said some resources could be devoted to support these groups'work.
Committee members discussed possible projects and creating subcommittees at its next meeting.
Committee members said they wanted to be involved in any future communications planning for
city projects with community engagement.
