1. Welcome and introductions
2. Review of draft minutes from August 29,2018.
Basil had comments and corrections. He thought the discussion on the response time to
Bang the Table's -Why Wednesday should be noted. CEC members had recommended that
a shorter response time be considered (comment incorporated into the minutes.)
An additional thought was that staff could respond with a quicker stock answer and the more
unique questions be posted to Why Wednesday. For example, the city could let the person
know someone will get back to them in three to five days and pass the question on to the
appropriate person for response. It was also asked if there was a way, through Bang the
Table, for the person asking a question or making a comment to indicate whether they want a
public response,private response or no response needed. Nadine will follow-up onthis.

Dave suggested a new feature called "Tell them Tuesday" to address topics when there are
multiple inquires.
There wasn't a quorum, so approval of the minutes was tabled until a later date.
3. Small group discussions on the goals previously identified in the CCE's strategicplan.
The group decided to work on the goal to engage with non-city groups. There was a
discussion of what non-city groups means. The group decided that engage could include:
• Attending committee meetings
• Informational interviews
• Attending events/open houses
• Surveying other committees
• Collecting mission statements

There was a discussion of what"non-city groups"might include. The groups the Committee
identified were:
• Mirror groups in other cities
• Tigard Library
• Downtown Business Alliance
• Tigard Chamber (Leadership Tigard)
• St Anthony's Church& other religious organizations
• Boy Scouts/Girl Scouts
• Lyons Club
• Rotary Club
• Kiwanis Club
• Non-Profits
• Inclusion Groups
• Parent Student Organization/Booster Club/Graduation Committee

• Multi-Cultural Events (Does Tigard have anything like the Beaverton Night Market?)
Connie indicated she may be able to get student demographics for Tigard schools.
4. Robinson asked if the committee would like to help put together a communications plan for
the photo red light enforcement program the city will launch next year. There was interest in
participating but the committee didn't want to lose momentum on working on the strategic
goals that were previously identified. It was agreed this would be a focus group and handled
through an optional extra meeting.The focus group will meet Wednesday, October 17, 2018,
at 7 pm in the PW's lunchroom.
5. The committee discussed their interest in being included in communications planning atthe
front end rather than just receiving a presentation about a topic or the fully developed plan
for communicating with the public. There is also a desire that the topics they weigh in on
have to do with significant and contemporary issues facing the city.
6. The next regularly scheduled Committee for Community Engagement Meeting will be
November 28, 2018.
