Kyle,
The Building Official agreed that the Fields Apts are being built on an existing lot of record and would therefore allow
vertical development to occur prior to plat recordation.
Probably no harm in submitting the plat for review,without expectation that it would be advanced prior to completing
improvements. Khoi should confirm this.

Good afternoon. I wanted to check in with you regarding the Fields Apartment meeting that we had last Monday,
8/13/2018. The meeting was to discuss the condition of approval 34 and the requirement that all public facility
improvements be complete and final plat recorded prior to vertical development and release of building permits. .
Recall that Condtion 34 states that Prior to final plat approval,all improvements associated with public infrastructures
including but not limited to street improvement under the City of Tigard jurisdictional be completed. The Applicant shall
obtain conditional acceptance from the City. And provide a one-year maintenance assurance for said improvements.
I believe it was agreed that it would not be a problem to obtain a vertical building permit prior to completion of the
public facilities improvements and plat recordation, but you were going to reach out to Mark to confirm. Were you able
to do this?
Also, at what point can we submit the final partition plat to the City for review. I believe our team has the package
ready, but I don't know that City is okay with receiving our submittal prior to completion of the public improvements.

Hello all,
I just spoke with Khoi and he indicated that the public facility improvements needed to be complete (rather than bonded)
prior to final plat approval and issuance of permits for vertical development.
This is different than the assumption the project team had been working under, based on past discussions and the
communications below, which is that the improvements could be bonded and the final plat recorded prior to completion of
the public improvements.
Can you provide clarification about when the final plat can be recorded and what is required for recording?

The Engineering Manager and Building Official confirmed that the city will support the following process for permit
review for the Fields Apartments project:
1) Issue the PFI permit(upon conditions being met)with full assurance of public facilities improvements
2) Allow the public facilities improvements to be built and site grading and utilities under an SIT permit from the
Building Department
3) Record the plat (upon conditions being met)
4) Issue development permits (vertical development)on receipt of the recorded plat.
Assurance questions should be directed to Khoi Le at 503-718-2440.
SIT permit scope and review questions,for pre and post plat recording SIT permits, should be directed to Mark Van
Domelen at 503-718-2448.

- The city encourages prompt submittal of the final plat for review by the city/county to avoid delay in the issuance of SIT
and BUP permits for the vertical development.

Staff has considered the concurrently approved PDR and MLP processes and where they conflict in the
logical development of the property.
Pending final review by the Engineering Manager and Building Official next Monday,the city could:
1) Issue the PFI permit(upon conditions being met)with full assurance of public facilities
improvements

2) Allow the public facilities improvements to be built and site grading and utilities under an SIT
permit from the Building Department
3) Record the plat(upon conditions being met)
4) Issue development permits(vertical development)on receipt of the recorded plat.
Please provide comment on this process for our further consideration on Monday.
