Yes, Mark, both Planning and Engineering are OK with issuance of the Building Permits for the Fields Apartments even
though there are conditions of approval of PDR2017-00004 that have not yet been met, including completion of
infrastructure. It is my understanding that this is an exception to our normal operating procedure that was previously
OKed by Kim McMillan. A list of the conditions is attached with the Not Met conditions highlighted.
All, please let me know if this is NOT in agreement with your understanding of how we are handling these permits.
Thanks,Albert Shields.

Hi Dianna and Albert,
Our last communication on this question from the City was that the Building Official would issue vertical permits prior to
plat recording—see attached.
We have been moving ahead with the understanding that building permits can be approved and issued once site works
permits are approved. Can you confirm?
Thanks,

Subject: RE:The Fields Apartments- building permits
Hello Christina,
Yes, building permits can be issued once the permit fees are paid, but this project is not yet ready for this step.
Here is an update on the (6) building permits:
• Building structural plan review is completed and fees are being assessed by plans examiner.
• Permits are approved/not released pending approval by engineering and plat recording(per notes on each
permit record).
I have copied Albert Shields, permit coordinator, on this email. Please contact Albert for an update on outstanding
conditions and when permits can be approved for release.
2
Please note that once the permits are approved for release, it will take us approximately 1 week,or more,to complete
the following:
• Building plans examiner to do the final review(based on the release notes from engineering and permit
coordinator),fee assessment and routing to permit technicians for post-review.
• Permit technicians will perform post-review where they review all permit documents including contractor
information, confirmation and invoicing of permit and system development fees, preparation of site and office
copies, etc.,and they will email the applicant when they are finished with post-review and the permit is deemed
ready to issue, including an invoice with details of the balance due.
Please keep in mind that the approximate timeline also depends on the number of other permits in the que to be
processed for post-review ahead of this project as we process permits in the order received. The permit technicians
always do their best to get permits processed in a timely manner.
Thank you and please let me know if you have any further questions.
