The key to this process is the MTI project manager assigned to the project. MTI assigns a single project manager to ensure that our com- prehensive system of controls is implemented and monitored, with regular client involvement. As part of our QMS, our laboratories participate in the AASHTO Materials Reference Laboratory (AMRL) inspection and testing programs. We also maintain accreditations through AMRL and Concrete Ce- ment Reference Laboratory (CCRL). Areas of accreditation include quality systems, hot mix asphalt, soil, aggregate, and Portland cement concrete. Quality Assurance,MTI utilizes a two-level peer review on all documents, adherence to in-house and adopted industry standard procedures, and an internal quality audit system. Individuals are trained, reviewed, and approved before performing any field activities alone. As part of the quality system, per- sonnel are trained on the latest industry procedures and technologies. + Scheduling; we recognize that the contractor's schedule will drive what we do and when we do it. Therefore,we anticipate adjusting our work schedule as needed to meet the requirements of the project. ' We are prepared to staff the project with the necessary personnel to ensure that the overall scope of services is accomplished. MTI's regional office is centrally located in Tigard, OR with one of the larg- est staff of certified technicians available locally; allowing us timely assignment of additional qualified personnel on an as-needed basis. Our efficient online scheduling system provides e-mail confirmations of service requests and ensures our technicians have all available information related to the request. Al- though we request prior days' notice for requests,we pride ourselves on being able to respond the same day when necessary. V] Responsive Reporting; As previously mentioned MTPs technicians use a digital reporting system that r^-{ integrates tablet computers (iPads) and a cloud based distribution system called e-Reports. This allows for immediate issuance of reports from our technician to your designated representative before leaving S0 the site followed by a formally reviewed report the following day through our cloud e-Reports portal. All U reports for a specific customer are readily available for download from the e-Reports system organized A"t by service, sample type, date, or jobsite location. Our other municipal customers appreciate how this system organizes their testing data in a central location and makes report distribution fast and efficient. Cost Control;MTI uses the Solomon (accounting system). Once a budget is established and approved for a scope of services, the data is inputted into the program. The assigned MTI project manager up- dates the budget and schedule in Solomon, as activities/milestones are completed, and transmits this p information to our client. The scope of services and associated costs are also entered into MTPs ac- counting system. During billing cycles, amounts for activities in excess of the budgeted amount are automatically"flagged" by the system, requiring further review and action on the part of MTPs project manager. Invoices are developed every two weeks, or other intervals as desired, showing the budgeted costs and actual costs to date. This allows for two levels of cost control along with timely notification of possible budget issues. Proposal Change Control; MTI's project manager maintains constant contact with the client, keeping them informed of scheduling and/or cost issues. The project manager ensures that no activities occur without client involvement and approval. Findings or relevant design issues will be immediately communicated by the project manager to the CM/City. At the start of the project, a schedule for regular meetings or written updates is established, to ensure regular client involvement in the process. Final Summary Report; MTI will keep a list of all non-conforming items that is used by our Profes- sional Engineer to develop a Final Summary Report regarding special inspections and testing for the project. This information allows the client and design team to know and address any outstanding issues with the project, before final completion. I, Geotechnical Implementation; during construction, implementation or verification of the construc- tion recommendations from geotechnical reports are observed to ensure conformance with the design documents. Geotechnical observations and fill placement monitoring will be performed, as needed. Compaction testing of fill materials will also be performed. i Project Coordination will be achieved by using a single MTI project manager for each project. This J person is assigned the task of overseeing the work activities; including staffing, quality, scheduling, cost control, change control, and overall project coordination. An example of a typical project is as follows: 1. MTI establishes the scope of services with our client, and agrees on the schedule and budget. Inter- vals for progress updates and communication (via meeting, written, or email) are established, along with client contacts and other relevant parties. 2. MTPs project manager enters the schedule and cost data into MTT's system. 3. Qualified personnel are assigned to the project. CI] 4. Work activities begin under the direction of MTI's project manager. As activities are completed, the schedule and budget are updated along with progress updates to the client. 5. During unusual events, findings, or other schedule/budget issues; MTI's project manager will im- mediately contact our client. Activities outside the agreed upon schedule and budget will not occur without client involvement and approval. '^ 6. Corrective Action Plan will be used for all materials produced that fall outside the specification limit. MTI will continuously track materials arriving on the project site, take actions to assure that proper ma- terial testing is performed on these materials, and that certifications,as required by the project specifica- tions, are met before materials are incorporated into the project. Project personnel will be kept informed of inspection and test results, at the time they are performed. Punch lists will be maintained, by the lead inspector,to ensure items requiring corrective action are addressed in a timely manner.Throughout construction, engineering review and support will be provided for all geotechnical, inspection, and test- - tr ing activities. Further, the design team will be consulted during construction,as needed,to resolve issues and provide clarifications. This information will be readily available for review by the City throughout the duration of the project.
