Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:01 p.m. by Wayne Gross.
2. Approval of Minutes:January 14, 2019
Claudia Ciobanu moved io approve the January 14, 2019 meeting minutes. Ben IIoh-lies
seconded the motion. The minutes were approved by a vote of the board members present with
Dave Brown, Claudia Ciobanu, Wayne Gross, Ben Holmes, and Ellen Seminara, voting yes.
Scott Winkels and Tristian Irvin abstained.
3. Comments from the Audience
• Kevin Robinson from Tigard Little League shared ideas about working together with the
City of Tigard, and others to change the infields at Cook Park's Ball fields 1 & 2, to artificial
turf.
• Chris Garstcck inquired about when there would be more parking for Potso Dog Park.
4. PRAB Goals 2019
• Participate in budget committee meetings and advocate for the needs of parks, park
maintenance, and recreation in the annual budget process.
• Guide, support, and protect expansion of the citywide recreation program.
• Make recommendations and finalize the bond measure allocation of remaining funds.
• Engage other community and city organizations to drive park development, park
stewardship and recreation.
• Make recommendations on the use of the Lodging Tax.
• Maintain Park and Recreation Advisory Board (PRAB) transparency and public
communications.
• Explore innovative recreation programs.
• Support the city's walkability vision
• Participate in the update of the Parks and Recreation Master Plan.
Tristian Irvin moved to approve the PRAB Goals for 2019. Scott Winkels seconded the
motion. The PRAB Goals for 2019 were approved by a vote of the board members present
with Dave Brown, Claudia Ciobanu, Wayne Gross, Ben Holmes, Tristian Irvin, Ellen Seminara,
and Scott Winkels voting yes.

5. Discussion on Bike Facilities
• Mr. Martin discussed the pros and cons with PRAB members, regarding different parks
throughout the city where the addition of a "Pump Track" or various other types of bike
activities would be a positive addition.
6. Park and Recreation Fee (PARF) Discussion
• The Tigard, City Council recommended a 52¢ increase to the Park and Recreation Fee. This
increase will allow the recreation program to continue with 2 FTE.
• Mr. Martin stated the PARF increase makes it easier for him to hire a Recreation
Coordinator, and will approve a Recreation Programmer.
• City Council, is discussing another PARF increase of$1.02, which is for park maintenance.
7. Park CIP Summary
• Mr. Martin provided PRAB members the preliminary list of the Capital Improvement Plan
for Parks that will go to the budget committee.
8. Parks and Recreation Updates
Mr. McKnight gave the following updates:
• A decision as to whether the current Clean Water Service's sewer project at Cook Park
continues into the 3rd week of May of this year, or stops and returns next year to complete
their project, will be decided on Thursday February 14, 2019.
• Dirksen Nature Park:
o The public restrooms are now open.
o A wood carver is working on a special project in the nature play area.
o Ball fields are being prepared for Little League play.
• In the process of recruiting 2 full time parks positions, and preparing to hire seasonal
positions.
Miss. McKinney gave the following updates:
• The Spring Activity guide is almost complete and will be available in early March.
• Movie on the Court has been confirmed for March 16, 2019.
• The Golden Egg Hunt is a promotional scavenger hunt that will lead up to the annual Egg
Hunt in April.
• Preparing to hire recreation aides.

9. Non —Agenda Items
■ Mr. Martin asked the board if they would like to participate in a future discussion on the use
of rockets and drones in the Tigard city parks.

An executive session was not held.
