corporation, (Owner) hereby grant permission to:
Clackamas County Department of Transportation and Development, its employees,
contractors and equipment (County) the right to enter onto the property described as:

for the purpose of gathering geotechnical survey mapping data, performing biological,
historical, archaeological, hydraulic, and environmental data collections for the
Trolley Trail Bridge: Gladstone to Oregon City Feasibility Study. Minor brush cutting in
overgrown areas and minor shovel sampling may be required.
This Temporary Right of Entry Permit will terminate on or before October 30, 2019, or when
the work is complete, whichever occurs first.
It is understood that this Temporary Right of Entry Permit does not obligate the County to
perform maintenance or other related services in the future. However, County will repair
any damage to the property caused by County's use of the property for the purposes stated in
this Permit. County agrees to hold Owner harmless for all injury to persons or property caused
by County's use of the property for the purposes described in this document.
I, acting as a duly authorized representative of City of Tigard, an Oregon municipal
corporation, acknowledge the authority to grant such permission for temporary right of entry.

Subject: Request for a Temporary Right of Entry Permit to perform project related
data collection at Tax Lot 22E20CA15001 for the Trolley Trail Bridge:
Gladstone to Oregon City Feasibility Study
Dear City of Tigard,
The City of Gladstone obtained Surface Transportation Program (STP) Funding to perform a
feasibility study for replacing a bridge crossing the Clackamas River to connect the City of
Gladstone and Oregon City. Clackamas County is helping the City of Gladstone implement the
project. The Study will evaluate structural alternatives, possible utility use, emergency access to
create lifeline and redundancy in crossing the Clackamas River, identification of environmental
permitting requirements, evaluation of river hydraulics and scour potential, cost estimates, and
trail concepts for connecting to Oregon City and Gladstone trails.
The project study area consists of a corridor extending southerly, along Portland Ave, from
southern edge of Arlington St, through the old rail and bridge corridor, to tie-in point on the
Clackamas River Greenway Trail, south of the Clackamas River.
The County has contracted with David Evans and Associates, Inc. (DEA)to assist the County and
the City of Gladstone with this study. In order to gather the necessary field data for the study,
DEA, acting as our assigns,will need access onto private property in the project area. Access will
be strictly for the purposes listed in the Temporary Right of Entry Permit (attached). Biological,
archaeological, historical, and hydraulic data collection, wetland delineation, and ordinary high
water line determination will be needed.

The County must have your permission to enter upon your private property for these purposes.
The two enclosed Temporary Right of Entry(ROE) forms will allow the data collection phase of
this project to move forward in an efficient and, therefore, cost effective manner. Please sign and
return only one copy to the County in the enclosed pre-addressed stamped envelope. Please keep
one of the copies for your records.
Please note on the ROE Form that the County will repair any damage to the property and agrees
to hold the owner harmless for any of its activities on the property caused by the County for this
purpose.
