Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday,January 9, 2019 7:00 p.m.

1. CALL To ORDER:
Chair Harris called the meeting to order at 7:00 p.m.

3. APPROVE MINUTES
The minutes from the December 12, 2018 Board meeting were reviewed. No changes were requested.
Motion by Lonn Hoklin. Second by Mary Bogert to approve the December 12, 2018 minutes.

4. AGENDA ADDITIONS AND DELETIONS
There were no suggested changes.
5. CALL TO THE PUBLIC
Youth Services Librarian Holly Campbell-Pohvka was our guest this evening. Holly entertained the group
by reading the book Is Everyone Ready for Fun?by Jan Thomas. This was an incredible example of how
Holly gets the kids and parents at story time to participate enthusiastically as she had the whole Board up
on their feet dancing and jumping. Holly's favorite part of her job is story time. She has started a family
story time which is something that she has wanted to do for a long time. There is a family story time on
Saturday mornings that is very well attended as working parents are able to come with their children.Holly
also works with the Dogs and Tales reading program where children can sign up to read aloud to certified
therapy dogs. She also works at the Children's Reference desk and is the collection developer for the
juvenile DVDs,Blu-Ray,World Languages and biographies.
6. LIBRARY OPERATIONS
The December 2018 Statistical Report was distributed. Halsted informed the Board that the numbers are
not as bad as these looked. She had just been notified from WCCLS that the circulation numbers are
incorrect.The check-outs and renewals were not calculated correctly.An updated report will be distributed
at the next meeting. There is a declining trend in circulation as the e-content circulation has increased

another 50%,up from this time last year. Bernard also pointed out that the Wi-Fi use stats for December
were not available for this report,but the missing Wi-Fi use information from the November report were
available.The times a wireless connection was used in November was 31,542.The total hours that patrons
were logged in using the wireless connections was 5,491. A brief discussion ensued.
The new Adult Services Supervisor,Annie Sprague has been on board for three weeks now.Annie brings
lots of enthusiasm to the job. Annie joins us from the Hillsboro Library.
Recruiting for On-Call Librarians for Circulation and Readers Services is under way.
AN holds are now interfiled with regular holds. A few items are still being held behind the circulation
desk—kits, oversized books and ILLS. The feedback from patrons and staff has been very positive.
Halsted filled the Board in with other events and programs coming up in the next month. She also
explained that she and Teresa Ferguson,Technical Services Manager, are Acting Co-Directors of Library
Services during Margaret Barnes' absence.
7. POLICY REVIEW
A. Cell Phone Policy
The Cell Phone Policy was last reviewed on October 12, 2016.
Staff has proposed to decommission the Cell Phone Policy as the information in this policy has all
been incorporated in the Library Use Policy.
Motion by Jean Hart. Second by Becky Gauthier to decommission the Cell Phone Policy. Motion
was approved unanimously.
B. Food and Beverage Policy
The Food and Beverage Policy was last reviewed on October 12, 2016.
Staff has proposed to decommission the Food and Beverage Policy as the information in this policy
has all been incorporated in the Library Use Policy.
Motion by Becky Gauthier. Second by Mary Bogert to decommission the Food and Beverage Policy.
Motion was approved unanimously.
C. Library Use Policy
This policy was last reviewed on November 14, 2018. The Library Use Policy had a number of
suggested changes for the Board to review. It was felt that these changes would create a more
welcoming, vibrant environment for our patrons. Getting people to return to the library is a step
toward increasing circulation of items.
Brief and quiet cell phone use will be allowed in the library. Small snacks will also be allowed in the
library. Discussion ensued. The changes in the verbiage of the policy is as follows:

• Cell phones are to be used in designated areas only:

- Meeting Rooms/Study Rooms (groups using these rooms may set their own guidelines), and
Any area outside of the building
It will be replaced with:
• Please silence cell phones and keep audible cell phone use brief and quiet.
• The Houghton Room is a quiet room, no loud conversations or cell phone use is permitted.
This section will be removed:
• Food and drink are permitted as described in the Food and Beverage Policy.
- Food is permitted in the Courtyard,Main Lobby and Community Room only.
- Drinks are permitted in unbreakable, spill-resistant containers that have sip-through lids only.
Drink cups with flexible or dome lids and straws are not permitted.
- Water must be in unbreakable, screw-top containers.
- Water is the only drink permitted in containers.
It will be replaced with:
• Small snacks are permitted in the library. Meals are permitted in the Courtyard, Main Lobby,
Community Room and Puett Room.
• Drinks are permitted in covered containers.
• Alcohol is not permitted in or on the premises of the library.
Motion by Mary Bogert. Second by Joe Callahan to adopt the revised Library Use policy as written.
Motion was approved unanimously.
8. ALA POLICY REVIEW
A. ALA Ethics Statement for Public Library Trustees
This ALA policy was last reviewed on August 9, 2017. That version was from the Board of
Directors of the American Library Trustee Association (ALTA). It was adopted in 1985 and
amended in 1988. That amendment was approved by the Board of Directors of the Public Library
Association (PLA) in 1989.
A more recent revision of that 1989 document was amended in 2012 by the Board of United for
Libraries-a Division of ALA. It is entitled Public Library Trustee Ethics Statement. This new
document actually supersedes the version the Board reviewed in 2017. A copy of the United for
Libraries document was presented to the Board for review.
Motion by Becky Gauthier. Second by Jean Hart to endorse and affirm the ALA Public Library
Trustee Ethics Statement. Motion was approved unanimously. This statement will become a part of
the Board's endorsed ALA policies.
9. OTHER BUSINESS
Mary Bogert stated she read in a Mental Floss article that Chicago is taking story time to laundromats to
reach families that can't get to the library.
10. ADJOURNMENT
Chair Harris adjourned the meeting at 7:26 p.m.The next meeting of the Tigard Library Board is scheduled
for Wednesday, February 13, 2019 at 7:00 p.m. in the library conference room.
