MINUTES Tigard Library Board April 9, 1979
Call to Order The regular meeting of the Tigard Library was called
& Roll Call: to order by chairman Betsy Chick on April 9 at 7:40 PM.
Excused: Jeri Cundiff, Richard Bendixsen and George
Vaternick.
Reports: The minutes of the previous meeting were approved as correct-
ed. In lieu of the monthly report the Librarian reported
briefly on the increase in circulation. The report for
March will be mailed to Board members.
Old Business: The Board deferred setting a permanent meeting day until
May meeting the entire Board is able to discuss the matter. It was
Motion moved by Jim Sidey that the May meeting be held Monday,
May 14. The motion was seconded by Jean Carlisle and
passed.
1979-80 Serial Betsy Chick reported that in answer to City Council's re-
Levy Contract quest, she was appointing Jim Sidey and Yvonne Burgess to
serve on a county committee being formed to reconsider
elements of the 1979-80 serial levy contract. It was
noted that in spite of several cities' dissatisfaction
with the contract, Tigard City Council is satisfied that
it is a good contract and has already signed it.
Publicity Librarian reported that Tigard Public Library has regis-
tered with the Portland Volunteer Bureau. In addition to
using the service to secure volunteers for the senior, out-
reach program, it will also be used to help with Library
Public Relations. Librarian also reported that she has
spoken to the Tigard Times and discussed various means of
increasing library visibility in the community through the
newspapers.
Computer Up-Date Librarian reported that work continues on writing the spe-
cifications for the system. The tentative time table calls
for letting bids by June I and to have Beaverton on line
by October 1 . Tigard will plan tentatively to be on line
in 11 to 2 years later.

Closure Librarian reported that steps are being taken to notify
the public that Library will be closed April 30, May I and2
with signs posted in the Library and newspaper notification.
Budget Committee LiDrarian announced that Library budget will go before
the City Budget Committee on April 19.
OLA Librarian announced that a trustees meeting will be held
April 20 at 9:30 PM as part of the Oregon Library Associ-
ation annual conference being held at Jantzen Beach.
New Business: Librarian reported that SB 31 , requesting percapita state
SB 31 aid for libraries, is being introduced in the State
Legislature in April. It was reported that the bill has
been presented to the Tigard Area Chamber of Commerce
Public Affairs Committee. The Committee is considering the
Minutes, Tigard Library Board, April 9, 1979 - 2
bill, but has not come to a. decision on whether or riot to
support it. (Paper stating their position on taxation is
attached. ) Librarian was asked to supply members of the
Board with copy of bill and list of legislators dealing with
it.
Programs: The matter of the Library's sponsoring special programs
was discussed. Two recent programs, one planned for school-
age children, another for parents of 6-18-month-old
children, were discussed. Both programs involved much
staff time and members of the community who donated their
time. The children's program was very poorly attended;
the parent group received no' response. By const-esus,
the Board dec=ided that the Library will ( 1 ) continue the
successful preschool story hours; (2) not devote large
amounts of time to other types of programs for older
childrEn nor prevail upon the community to donate time
for these activities. This will not preclude special
summer reading programs and occasional activities for older
children involving staff and minimal outlay of time and
money. Friends of the Library will continue to sponsor
adult programs at the Library at their discretion.
Tigard Public Library will concentrate on offering the
best possible basic library services within budget
limitations, working always to upgrade the service with
c,3reful selection of materials and friendly, informed
staff members.
