Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:04 p.m. by Wayne Gross.
2. Approval of Minutes: October 08, 2018
Dave Brown moved to approve the October 08, 2018 meeting minutes. Ellen Seminara
seconded the motion. The minutes were approved by a vote of the board members present
with Dave Brown, Ellen Seminara, Wayne Gross, and Ben Holmes voting yes.
3. Comments from the Audience
Thele were no comments from the Audience.
4. River Terrace Community Park #1
Patrick Espinosa and Kerry Lankford from Pacific Community Design, who are working with
Polygon Estates at River Terrace, gave a presentation on a possible 7area community park, in
the North Roshak area of River Terrace.
PRAB members are welcome to give feedback both positive and or negative on the ideas
regarding the River Terrace community park.
5. River Terrace Community Park #2
Mr. Martin presented ideas for the future use of the Lasich 28 acres property. Ideas include a
boat launch area for kayaks, sports fields, event venues, and there is discussion regarding selling
a small portion of the Lasich property to TVF&R.
6. PRAB Goals for 2019
Members will continue their discussion of the 2019 PRAB Goals at the February meeting.
7. Parks and Recreation Updates
Mr. Martin gave the following updates:
• Clean Water Services is still planning to trench through Cook Park, they are behind
schedule, and will need to be out of the park by April 1 as reservation season begins.
• Dirksen Nature Park's new "Nature Play Area" is receiving great feedback, and the
restroom are set to open soon.
• The new bridge connecting the Fanno Creek Trail to Tiedeman Ave is now open.
• Due to a large volume of ongoing repair on sports fields throughout the school district,
sports field users are running into a shortage of available fields this year.

Miss. McKinney gave the following updates:
• The Snowman Scavenger Hunt over Winter Break was a great success.
• The Spring Activity Guide is almost finished.
• Recreation is currently preparing for the annual Egg Hunt, possibly another "Movies on
the Court" in March, National Nutrition month is also in March, and recreation would
like to incorporate that into a recreation activity too.
8. Non—Agenda Items
Mr. Martin informed the PRAB members that on February 5, 2019, Brian Rager, Michelle
Wright, and himself, meet with Council to discuss PARF (Park and Recreation Fee).
9. Executive Session
An executive session was held not held.

The meeting was adjourned at 8:48 p.m.
