Here is a copy of the minutes of the meeting held Wednesday,
9/19/73 at 10 AM in the Farmers Insurance Group Cafeteria .
In addition, I am enclosing a list of all those who attended
the meeting (Exhibit A) as well as those to whaninvitations
were sent, who are interested but were unable to attend
(Exhibit B) .
As indicated in the minutes, it was agreed to form the Haines/72nd
Development Association to research and develop a recommended
solution to transportation problems in the area .
To accomplish this research and develop a recommended solution,
the group agreed to employ the services of Marquam Pacific, Inc.
This project is explained in detail in the minutes which are
attached. To start the fund for Phase I ($3, 000) Farmers Ins.
Group will contribute $500 . To simplify financing of Phase I ,
the consehsus was to ask other businesses in the area for a flat
amount ($200) .

HAINES/72nd DEVELOPMENT ASSOCIATION

Bob McClintick, Farmers Insurance Group, acted as moderator of
the meeting . Persons attending the meeting are shown on Exhibit
A attached.
As previously announced, the following items were considered:
1 . Maintaining the Haines Overpass during the widening of I-5.
2 . Making 72nd Street Overpass into a four-way interchange .
3. Creation of street improvement district in the Tigard
Triangle.
Larry Rulien, Regional Engineer for the State Highway Department,
discussed the presently proposed layout of Haines Interchange .
The tentative schedule for construction on the Haines Interchange
is estimated to commence in 1975 . In addition, he discussed the
widening of 1-5 from south of Nygard Road through the Tigard-
Beaverton Interchange . Construction will probably commence sometime
this winter with most of the activity starting next summer (1974) .
He indicated that it would be necessary to remove the Haines Over-
pass during the widening of I-5 to start in 1975, and that it would
probably be down about one year. It will be necessary to construct
the new overpass at the present location.
Discussion ensued as to the problems this would generate for
businesses in the Tigard Triangle, as well as those south of the
Tigard-Beaverton Freeway. The consensus was that we needed a
four-way interchange at the 72nd Street Overpass and that with the
one year removal of Haines Overpass it is even more critical that
such an interchange be constructed.
Bob McClintick presented a proposal from Marquam Pacific, Inc. ,
regarding a transportation research project that could be conducted
by this firm.
Since there are so many diverbe interests in the area, including
the City of Tigard, Washington County, Multnomah County, Clackamas
County, State of Oregon, individual property owners and many
businesses, the group agreed that it would be difficult, if not
impossible , for a committee to do the research work necessary to
come up with a recommended approach to solving the street access
problems of this area.

Norman D. Boice, President of Marquam Pacific, Inc. , has suggested
the following approach: Divide the project into two phases.
The first phase would be an information gathering and contact
development phase. They would perform the following work items:
1 . Determine the interests regarding access and
transportation of all of the involved or potentially
involved parties.
a. Interview the owners or representatives of business
in the area.
b. Interview property owners of undeveloped land where
appropriate.
c. Interview all governmental agencies that have an
interest in the project.
d. Attend public meetings when appropriate.
2 . From the above, determine the best solution or solutions
to the area ' s access and transportation needs.
3 . Prepare a report, documenting findings and recommended
course of action. If the needs are consistent with the
plans of the governmental agencies, the report will
outline the steps required to successfully coordinate
the project. If there is a conflict between the require-
ments and the plans, the report will outline, in as much
detail as possible, what must be done to achieve the
desired planned changes and an estimate of the cost .
Mr. Boice estimated that the work in Phase I will require approx-
imately two man weeks (80 hours) to complete . This time would be
billed at the rate of $20 per hour. Secretarial time would be
billed at $6 per hour.
The work required in Phase II will depend on the results of Phase I .
If all parties are in agreemeit, the required future coordination
could be done by a committee representing all interests. If there
is a conflict, additional work might be required by Marquam Pacific.
Linden B. Bowman, leasing agent for Farmers Insurance, commented
on the qualifications of Marquam Pacific, Inc. , and specifically,
Norman D. Boice, President. This firm has had a great deal of
successful experience with governmental agencies and have
established good working relationships at both the state and local
level . While on the faculty at Portland State, Mr. Boice's field
was urban transportation.
