Main Street - Tigard, Oregon Docket: SDR 6-79 Portland Federal Employees Credit Union Applicant: Vladimir Sadilek Request: For Site plan and architectural review of a 21,675 sq. ft. office building. Location: Hampton Street between S.W. 70th and 69th , Wash. Co. Txx Map 2S1 lAD Tax Lot 3100. Previous Action: On January 7, 1974 the Tigard City Council approved a zone change from City of Tigard R-7 to Commercial Professional with the following applicable conditions: 1. That a 30 foot wide right-of-way will be dedicated to the public at the southerly terminus of vacated S.W. Irving Street directly adjacent to the S.W. corner of the subject site. 2. That the property owner at the request of the city agree to construct a bicycle pedestrian pathway and adjacent land- ',. scaping in the right-of-way of 30 foot wide S.W. 70th Avenue. The city to request said bicycle/pathway construction and landscaping within 15 years. Said pathway and landscaping to be approved by the Planning Department and Public Works Department of the city. Site Plan and Architectural Review: The applicant is proposing to build a three story office building on a 2.78 acre site. The surrounding land uses are Tigard Office complex to the west, parking for Lamb Weston to the east, and the Farmers Insurance development to the south. On the north side of Hampton Street there are several residences. S.W. 69th Avenue has been vacated as well as S.W. Irving Street. S.W. 70th exits only as a 30' right-of-way along the western boundary of the subject site. S.W. Hampton Street is in substandard condition with no curbs or sidewalks. The present right-of-way for the southern way of the street is excessive at 50 feet. NPO #4 recommends that Hampton Street be developed as a collector street with 60' minimum right-of- way and 40' of paving. It is possible that the applicant could vacate 20 ft. of the right-of-way on the southern half of S.W. Hampton Street through Wash. County and with the approval of the City of Tigard Engineering Division and the Planning Department. The ap- plicant's site plan shows improvements in the public right-of-way. +yam; TIGARD DESIGN REVIEW March 27, 1979 Page 2 A street opening permit must be obtained from Washington County before any development may take place in the public right-of-way. Parking Requirements: 1 space per 350 sq. ft. of floor area X 57,966 sq. ft. floor area = 165.62 or 166 spaces applicant's site plan shows only 165 spaces The general building design, materials and site layout are accept- able. Within a Commercial-Professional zone 20% of the entire site is to be landscaped including landscape islands 8' in width and placed 70' on center in parking areas. All parking areas are to be effectively screened from the public. The site plan shows only 18.4% of the site area in landscape and only occasional land- scape islands in the parking area. No sidewalk is shown for S.W. Hampton Street. Staff recommends tentative approval with the following conditions: kiiiimw 1. That no building permits be issued prior to site design review approval of the revised plans reflecting staff's conditions. 2. That the applicant clarify with staff the necessary right-of- way and alignment of S.W. Hampton Street and complete a half street improvement to City of Tigard standards on S.W. Hampton Street with the approval of Washington County. 3. That the site plan reflect additional landscaping for the parking area and that the overall percentage of landscaping be 20% of the entire site area. 4. That the site plan reflect the half street improvement on S.W. Hampton and the appropriate right-of-way.
