PSI endeavors to develop relationships with the team that pro- vides support for project, seasonal and multi year goals with the City. PSI frequently supports this with yearly or bian- nually informal meetings with the teams to review project look ahead schedules, lessons learned and long term under- takings. General Approach and assumptions for developing and negotiating the scope of services and fee for a typical task order PSI utilizes multiple personnel from a diverse set of professional backgrounds to develop scopes of work in a timely manner to meet or exceed industry standards on a project-specific basis. Our cross-disciplinary approach allows us to anticipate problem areas and avoid project hang-ups with respect to cost and schedule. Our primary goal is to provide our clients with common sense solutions to sometimes complex problems in a efficient manner. PSI proposes that the scope, schedule and budget be reviewed with task stakeholders as such as the City's representa- tive, design team and general contractor to develop an faithful estimate of inspection and testing needs. With this budget and scope in place PSI can execute the City provided task order within one or two business days, often faster. PSI expects the whole process from receipt of plans, brief scope of discussion and task order development/execution to take 3 to 5 days. General approach to assigning technical and project management staff to a particular task, performing internal qual- ity assurance/peer review, and completing the identified deliverables on schedule and within budget PSI's extensive experience in large projects has allowed it to create extensive systems to support our field, office and lead personnel on projects. PSI can employ a variety of project scheduling tools ranging from customized electronic inspection requests that any contractor or subcontractor can fill out from their phone in the field,to phone dispatch to our office or a brief coordination of the next days activities to a dedicated lead inspector on the projects where the size, scope or schedule requires one. Major infrastructure projects led to the development of our field reporting sys- tem where every PSI employee utilizes a company issued smart phone to enter inspection reports and field test data to permit report turnaround in 24 hours or less. No administrative support or cost is required to type and distribute re- ports sent out via PSI's system-the assigned Project Manager receives a que of reports that he or she then reviews, signs and publishes to the required members of the project team. PSI utilizes its request and reporting systems to support the project team as a whole but what really sets PSI apart is the experience and talent of our key personnel. PSI's field supervisors and salary staff are trained and certified project managers who employ excellent communication combined with stand out technical knowledge to eliminate, mitigate and solve project problems preferably before they happen but more importantly before mistakes are repeated a sec- ond time. PSI will work with the project team to pair the right match of project manager and/or lead inspector field personnel with the project team to ensure open, honest and preemptive communication is taking place on a regular basis. This can be done through, daily pre task reviews, weekly update meetings or monthly project overviews, but our goal is to develop a relationship with the general contractor and their subcontractors that leads to a simple phone call or conversation in the field to make sure the work is done right the first time. tnte4 tek ON-CALL CIVIL f NG IN EERING OTHER RE LATE D SERVICES-SPECIAL INSPECTIONS AND TESTIN G SERVICES CITY OF TIGARD age oT 4 CATEGORY SPECIFIC COMPANY QUALIFICATIONS Construction Materials Testing and Special Inspections Construction materials testing and special inspection is one of the primary focus- es of PSI's Portland office.
