AND PATTERSON STREET N.W. On July 28, 29, 30, 31 and August 1, 1986 parking surveys were conducted at the following locations to determine if residential parking requirements presently exist . The areas are: 1 . The north and south sides of 3rd Street N .W. between McNary Street N.W. and Patterson Street N.W. ; 2 . The north and south sides of Elm Street N .W. between McNary Street N.W. and Patterson Street N .W. ; 3 . The north and south sides of Ruge Street N .W. between McNary Street N.W. and Patterson Street N.W. ; and 4 . The west side of Patterson Street N .W. between Elm Street N.W. and Ruge Street N.W. The data that was gathered, including the initial survey to locate driveways and yellow curb, indicated the following: -2- 3rd Street N.W. between McNary and Patterson Streets N.W. Where more vehicles are parked than spaces available, and the percentage exceeds 100 percent, this indicates parking in radius, illegal parking or compact vehicles . A total of 71 vehicle license plates were checked to determine if commuter vehicles parking on 3rd Street N.W. were in excess of 25 percent of the number of parking spaces available; 67 of the vehicles checked or (94 percent ) were nonresidents of 3rd Street N.W. Of the 71 vehicles checked, only one was registered to a resident of 3rd Street N.W. while three vehicles were not listed with the DMV. In summary, the above section of 3rd Street N.W. complies with all requirements for a residential permit parking district . -4- Elm Street N.W. between McNary and Patterson Streets N.W. The results showed 92 percent of the vehicles checked were commuter vehicles, nonresidents of Elm Street N.W. In summary, the above section of Elm Street N.W. presently meets all requirements for the establishment of a residential permit parking zone. -6- Patterson Street N.W. between Elm and Ruge Streets N.W. All of the vehicles checked, or 100 percent, were nonresidents and total usage was also 100 percent. This section of Patterson Street N.W. meets residential permit parking criteria . -7- Ruge Street N.W. between McNary and Patterson Streets N.W. Of the 22 vehicles, 7 vehicles were registered to residents of Ruge Street N.W. and 15 vehicles, or 68 percent were nonresidents . The street qualifies for residential permit parking in regard to outside use; however, Ruge Street N.W. fails to qualify for total usage at this time. * Need 75 percent to qualify for residential permit parking zone.
