We have had several meetings and correspondence. regarding the issue of establishing a residential parking permit zone in your neighborhood and at a meeting held on July 18, 1991 at the High School Auditorium, the consensus of the neighborhood group in attendance was to proceed as quickly as possible with the establishment of a neighborhood parking zone. As you will recall, the issue of establishing the zone first came up approximately nine months ago in discussions regarding problems being caused by students parking in your neighborhood and then using their car as a gathering point . or a lunch room, thus bringing quite a bit of student pedestrian traffic into your neighborhood and resulting problems. As the information enclosed outlines, the informal vote that you are now taking will determine whether that parking zone is established or not. Only those vehicles parked in your neighborhood during the restricted time will need to have a sticker to be legally parked. The consensus at the last meeting was this would then prohibit the student parking in the neighborhood and, therefore, result in fewer student-related problems . Do you want the City of Tigard to establish a residential permit parking zone that would allow only permitted vehicles to park on the below listed streets on school days between 8:00 a.m. and 3:00 p.m. 88th; 87th; 92nd; 93rd; Martha; Millen, Stratford Loop and Court; Avon Street and Court; and Julia Place. Postcards must be returned, signed, by August 7, 1991; 5:00 p.m. For the election to be valid, 50% of the ballots need to be returned. t For the election to establish the residential permit parking zone, 60% of the returned vote need to be positive. - The School District has agreed to pay for the first 100 parking permits purchased.
