Call to order The regular meeting of the Tigard Library Board was
& roll call : called to order by Chairman Yvonne Burgess at 7:30 PM
March 8, 1977 in the Tigard Public Library.
Present : Yvonne Burgess, Mary Slemons, Jeri Cundiff,
Betsy Chick and Irene Ertell, Guests: Mayor Wilbur
Bishop, John Cook, Alan Mikelson, Lynn Wakum, Bruce
Clark, Doris Hartig and Ralph Delamartar. Excused :
Don Jacobs.
Reports : The minutes of the previous meeting were read and
approved as corrected.
Old Business: None.
New Business: 1 , Chairman Burgess recommended that City Council
consider moving the furnace from the non-fiction
room into the storeroom. Clark and Bishop indicated
that the feasibility would be studied.
2, Ralph Delamartar, Senior Consultant for Library
Development, Oregon State Library, was introduced by
Chairman Burgess.
3, Chairman Burgess called for exploring the question
of relations between the Library Board and the Head
Librarian and between the Board and City Council.
Board members reviewed past actions and involvement
of the Board relating to activities in the Library.
A general discussion followed exploring areas of
concern and action for the Board to pursue and seeking
clarification of duties and powers under the law,
The Board and the Council discussed possible selection
process for choosing the new Head Librarian,
The issue of appointments to the Board was intro-
duced and Bishop outlined Council ' s powers and
philosophy regarding appointments.
Delamartar urged the identification of definite
areas of Board responsibility, clear lines of authority
and the need for referring to the law for determination.
He suggested that the Board and Council participate in
a group process to clarify and delineate these areas.

Cook requested that the Board provide ideas and
outlines for Library policies for Council study sessions.
