Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Wayne Gross.
2. Approval of Minutes: September 10, 2018
• Scott Winkels moved to approve the September 10, 2018 meeting minutes. Ellen Seminara
seconded the motion. The minutes were approved by a vote of the board members present
with Wayne Gross, Scott Winkcls, Dave Brown, Ben Holmes, and Ellen Seminara, voting yes,
Tristian Irvin abstained.
3. Comments from the Audience
• Chris Garsteck shared information on the upcoming Howl `O Ween canine costume contest
that will be held at Potso Dog Park on Saturday, October 27, 2018, it will be the 20i1'
anniversary of this event.
4. Update on Park and Recreation Fee (PARF)
■ Mr. Martin stated that the report on PARF should be ready prior to the next council meeting.
5. Discussion on Joint Meeting with Council
• The PRAB members discussed the topics they would like to present at the next Joint Meeting
with Council.
o PARF
o Funding for Recreation
o Funding for Park Maintenance
o Use of the Transient Lodging Tax
o Development Plan
• They agreed that they would discuss details of their presentation at the next PRAB meeting,
prior to the November 20, 2018 Joint Meeting with Council.

6. Parks and Recreation Updates
Mr. McKnight gave the following updates:
• Construction Updates:
o Cook Park
■ preparing for the sewer line installation that is set to begin October
o Fanno Creek Trail at Tiedeman
■ new bridge is progressing
o Dirksen Nature Park
■ path is still closed through October
■ sheltered restroom building is complete
■ construction of the nature play area is next on the list
o Fanno Creek Trail - Remeander
0 Trail still closed until mid-October between Main St. and Hall St.
• Training has begun for employees in areas such as, playground maintenance/inspection
and on planting and care of native plant material.
• Annual ORPA conference is coming up the first of November, and the Friends of Bull
Mountain Park will be recognized for their volunteer efforts.
Mr. Markey gave the following updates:
• The Howl "O Ween Canine Costume Contest is on October 27 at Potso Dog Park
• Recreation will participate at the Downtown Trick or Treating event
• On November 3 the Movie on the Court will be Hotel Transylvania 3
• Anthony has given notice and will be leaving his position with the City of Tigard
Recreation
7. Overview of New Parks in Tigard
Mr. Martin and Mr. McKnight presented an update to PRAB members regarding acquisitions,
developments, projects, and the use of funds from the 2010 Park Bond that have taken place,
and continues to take place, in the City of Tigard Parks system.
8. Update on the Capital Improvement Projects (CIP) for Parks
• Mr. Martin and City Engineer Lori Faha provided an update on the Capital Improvement
Projects (CIP) to PRAB members. Ms. Faha explained that the CIP lays out a 6-year plan of
projections for capital construction projects. Mr. Martin stated that the PRAB members ranked
the CIP list approximate 2 years ago, and provided an update on projects from that CIP list.
• Mr. Martin and Ms. Faha will be sending out an updated CIP list for the PRAB members to
rank prior to the next PRAB meeting.

9. Non—Agenda Items
• Mr. Martin spoke on die SDC's, provided information on what SDC's are and Elie projects that
are using the SDC funds.
• Mr. Martin alerted the PRAB members that the next scheduled PRAB meeting falls on a holiday
('Veteran's Day), the members agreed to change the date of the November meeting from
Monday, November 12 io Tuesday, November 13 2018.
• Councilman Anderson spoke regarding the city's budget cuts, stating that the 2.5 million dollar
in cuts are making a difference. He also encouraged PRAB members to let council strongly
know, what they would like to see for Parks and Recreation's future budget.

An executive session was held not held.

The meeting was adjourned at 9:03 p.m.
