SECTION III. BACKGROUND INFORMATION
Site Information:
The 966 square-foot tenant space is located within a shopping center located south of SW Scholls Ferry
Road, east of SW North Dakota Street, north of SW Springwood Drive, and west of SW 121St Avenue.
The 3.4 acre development site is located on three (3) tax lots, contains four (4) commercial buildings,
landscaping,and associated parking.The property is located in the General Commercial (C-G) Zone and
is located within a Planned Development (PD).
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
18.780 Site Development Review:
18.780.050 Minor Modifications
C. Approval criteria. The approval authority shall approve or approve with conditions an
application for a minor modification when all of the following are met:
1. The proposed development is in compliance with all applicable requirements of this
title;and
The applicant is only proposing a change of use from office to eating and drinking establishment. With
a change of use, the potential issues are primarily related to the off-street parking requirement. Both
previous and proposed uses are allowed in the C-G Zone. The tenant space is part of a multi-tenant
shopping center and is therefore subject to the required minimum vehicle parking formula outlined in
CDC 18.310.030.D. The table below presents calculations of the minimum off-street parking
requirements based on this formula:

Staff finds that 95 parking spaces are required for the shopping center. There are currently 103 parking
spaces available for the shopping center, therefore with the change of use, there are 8 additional parking
spaces above the required minimum at the shopping center. Upon review of the applicant's plans and
narrative, staff finds this proposal is in compliance with all other applicable requirements of this title.
This criterion is met.
2. The modification is not a major modification.
The applicant is not proposing any of the changes outlined in CDC 18.780.040.B. Therefore, this
proposal is not a major modification.This criterion is met.

CONCLUSION: The proposal is a minor modification to an existing development and is in
compliance with the applicable requirements of this Title.

780.040 Major Modifications
Evaluation criteria. The director shall determine that a major modification(s) will result if one
more of the following changes are proposed. There will be:
1, An increase in dwelling unit density, or lot coverage for residential development; NO
