Construction Project Update —January 2, 2019 I
Cook Park Sewer Line
A portion of Clean Water Services' West Durham Basin Improvement Program has started at Cook Park.
The project is replacing aging sewer interceptor pipes that help control water floes-with larger, more
resilient pipes to improve wastewater capacity. Truck traffic, trail closures and detours at the park are
planned through April 2019. Work began near the wastewater plant and progresses westward. More info is

Fanno Creek Trail—Woodard Park to Tiedeman Ave
The Fanno Creek trail.is open now that the new bridge and trail segment are completed. In early Januan. ,
the trail will experience intermittent closures while the contractor completes an excavation next to Fanno
Creek. This work is to create a required floodplain bench. Erosion control measures will be in place and
no equipment will be in the creek. Short delays are possible on Tiedeman Ave. during this excavation for
trucks coming and going from the site.
Dirksen Nature Park
Construction is in the final stages on a nature play area in Dirksen Nature Park south of Tigard
Street. The Fanno Creek Trail and the Nature Park are open. The restroom facility is expected to be
open early this year. Portions of the trail and park may have short-term closures as construction wraps up.
River Terrace Area Construction
• River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd
south of Scholls Ferry Rd. If you have any questions, please contact Mike White at 503-718-2464.
• A contractor is building a new subdivision on the west side of 150th Ave south of
Hawksridge. Utility work (with traffic delays) is in progress in 150th rive.
• Bull Mountain Road Widening and Traffic Signal Construction: Bull Mountain Road (from
164th to Roy Rogers Rd) is open with a new roundabout at the future River Terrace Blvd, and a
traffic signal at Bull Mountain and Roy Rogers Road. Visit GetUsThere.org for information and

Hwy 217 Auxiliary Lanes
The Oregon Department of Transportation (ODOT) is designing a project to add an auxiliary third lane
on Hwy 217 southbound from Beaverton-Hillsdale Hwy to Hwy 99W, and Hwy 217 northbound from
Hwy 99\X'to Scholls Ferry Rd. More information is on the project website at huy217.org.
Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin
Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from
Woodard Park to Bonita Road and build a new connection from the end of 85th Avenue (Hall Boulevard)
to the Tualatin Bridge. Contact Carla Staedter at 503-718-2788, or carla&tigard-or.gov with any
questions. The 30% design is nearing completion and will be submitted to ODOT and Metro in
December for review.
Oak Street near 90th Avenue
A contractor is working on Oak Street near 90th Avenue for a new apartment complex. Daytime delays
likely.
76th and 791h Avenues south of Bonita Road
A developer is constructing the Elderberry Ridge subdivision on the south end of 76th Ave east of 79th Ave
south of Bonita Road. The first layer of paving is done on 79th;utility work is underway.
Tiedeman Avenue and Tigard Street
A developer is building a new subdivision south of Tigard Street east of Tiedeman avenue. The
contractor is working in Tiedeman Ave from 9am to 3pm installing storm and sanitary utilities. Expect
delays on Tiedeman.
68th Parkway south of Hwy 99W
A developer is building a new self-storage facility on the west side of 68th Parkway south of Highway
99W. Some delays possible.
SW 150th Ave south of Hawk Ridge Drive
A developer is building a 180-lot subdivision on SAX' 150th rive south of Hawk Ridge Drive. Grading is
substantially complete, started pipe works, now stopped, but promised to resume work in January of 2019.
No impacts to traffic expected.
SW 121st Ave south of Springwood Drive
A developer is building a 17-lot subdivision on SW 121tit Ave south of Springwood Drive. Testing of SA,
Storm and Water systems are under way. Pavement work to repair damaged areas will effect traffic on SW
121 st Ave and Springwood Dr.
72nd Avenue between Clinton St and Baylor St
A developer is building a new 37-unit apartment building on the east side of 72nd Ave between Clinton St
and Baylor St. The contractor has finished installing sanitary sewer service on 72nd between Clinton and
Baylor. NX'ork continues on-site as the building footprints are excavated and prepped. Expect some traffic
impacts in the area as work continues.
School Construction
Construction continues on Templeton Elementary School, and on the new Durham Center education
services building near Durham Elementary School. Tigard High School construction is in progress, with
periodic sidewalk closures (with pedestrian detours) while the contractor is working in the immediate area.

Nature Play Areas Popular in Dirksen Nature Park
On Saturday, December 22, the Fanno Creek Greenway Trail and two nature play areas opened in Dirksen
Nature Park. Community members shared their excitement (and photos) with the city on Facebook:

Thank you to our Public Works On-Call Staff
The city has a team of folks available around the clock to respond to Public Works emergencies. Tigard's on-call
programs ensure the city has staff available 24-hours a day, seven days a week, to respond to emergencies like
water main breaks, flooding, and sewer overflows. In 2018, on-call staff worked 400 hours responding to 388 calls
for service. Most calls were for water related issues.
Thank you to Kyle Arnhart, Herb Burris and Jennifer Joe who were on-call over the holidays.
Snow Much Fun: Snowman Scavenger Hunt
All told, 31 families visited Summerlake Park and completed the Snowman Scavenger
Hunt over the last two weeks. "It was really fun,"participant Laura Small remarked. t

"We haven't been to Summerlake Park in a long time. We spent some time out at both
playgrounds. We saw a Heron. The contest worked-we will totally go back!"
Sandbag Station Available at Public Works z t•
The city offers a free sandbag station in the parking lot of the
Tigard Public Forks Building (8 7177 SVX'Burnham Street). The
self-service station is stocked with sand and sandbags and can
be accessed at any time. Shovels are not provided, so please
bring your own. Sand is to be used for emergency purposes C0�S►4�D
only. Community members are welcome to return the full STAnON r,
sandbags,used or not. Please return them directly to the
sandbag station on the west end of the parking lot.
Cold Weather Ahead: Turning Off Water at the Meter
Cold weather, snow and freezing rain can lead to frozen and broken
water pipes. Before thawing or repairing plumbing lines,make sure
the water is turned off at the meter.
You may have a valve in your basement or garage. If not, the city's
water meter and shut off valve are both located inside the meter box
near the road. For detailed instructions to shut off your water at the
meter box,including a video,visit uzvw.tigard-or.gov/watermeter.
Remember,never thaw a frozen pipe with an open flame. Use a hair
dryer on a low setting and remember to leave a little e=ater on once
the pipe is thawed so it doesn't freeze again.

Tigard Library Checks Out Mobile Hotspots
A mobile Hotspot provides Wi-Fi internet access from-6rtually anywhere by connecting
with a cellular network. People can use them to connect their laptop, tablet,game console or other
devices to the internet.
Hotspots are particularly useful for homes that don't have internet access or for people who
are new to town and don't yet have internet service. Travelers can use Hotspots to connect to the
internet between destinations. These Hotspots work anywhere with Sprint 4G LTE coverage.
The Tigard Public Library is the first library in Washington County to offer these portable
devices to check out. They check out for two weeks, and people can reserve them like most other
library materials by searching Mobile Hotspot R850 in the catalog. They can only be checked out at
and returned to the Tigard Library.
They are located on the Bestseller shelves on the first floor of the library. To check them
out,people should take a video box labeled Wi-Fi Hotspot to the check-out desk for the actual
device.

A total of 16 applied for Jason Snider's seat,which expires Dec.31,2020,but only 10 met eligibility

Tigard's Mayor-elect,Jason Snider, along with councilors Liz
Newton and John Goodhouse,will be sworn in Tuesday,Jan. 8, at
6:30 p.m. at Tigard City Hall, 13125 Hall Boulevard.
Meanwhile,the city received a total of 16 applications to fill the remaining term
of Snider,who resigned his seat as council president to accept the mayor's seat
following his win in the November election.
However,only 10 of those 16 meet the eligibility requirements needed to fill
out the remainder of the councilor's term,which ends Dec. 31,2020.
Six individuals applied but were found to be are ineligible for consideration due to an incomplete
application,not residing within Tigard city limits or not meeting the Tigard City Charter requirement that
they have resided inside the city limits for 12 continuous months.
Those eligible include Bill Banash,Vincent Ferraris,Tristin Irvin,Heidi Lueb,Jenny McCabe,Ahsha
Miranda,John Roberts,Jason Rogers,Patrick Winters and Brian Wolf.
The council will narrow that list to three to four individuals at its Jan. 8 business meeting with those finalists
invited back for interviews on Jan. 15.A final decision on who to appoint could be made on Jan. 15 or at a
later date.
Businesses in Tigard, Burns, Hines all pass OLCC
minor decoy operation for alcohol sales
TIGARD, OR (KPTV) - Businesses in Tigard, Burns and Hines all passed a recent decoy
operation by not selling alcohol to minors.
During the sales checks, a minor volunteer will attempt to purchase alcohol from a licensed
business to see if workers are checking IN correctly and refusing to sell alcohol to anyone
under the age of 21 .
OLCC inspectors or oiher law enforcement officers supervise tae underage volunteers.
The volunteers carry their own lega; ID that identifies them as under 21 and they do not
disguise their age or lie to encourage the sale of alcohol.
On Dec. 12, eight businesses in Tigard passed the compliance operation by checking the ID
of the underage volunteers.
On Dec. 19, an additional seven businesses in Burns and Hines passed the compliance
check.
"The OLCC performs alcohol sales checks in an effort to reduce access to alcohol by
minors, and reduce underage drinking," according to ar, OLCC statement.

A Tigard man was sentenced in Washington County to more
than six years for having sex with a minor he met online.
Robert Alan Stewart, 33, pleaded guilty Dec. 18 to second-
degree rape stemming from the incident that involved a 13-
year-old girl, court records show.
Stewart told the girl he was 19 when they first met in 2013, according to the Washington County
District Attorney's Office. Prosecutors said he later gave the minor alcohol and marijuana and had
sexual intercourse with her several times.
Authorities did not learn of the case until this year when a school resource officer with the Tigard
Police Department learned of the suspected abuse, the district attorney's office said.
Stewart was arrested soon after. Court records show he was also convicted of sexually abusing a
juvenile in a separate 2014 case.
Investigators believe there may be more victims. Anyone with information is asked to call 503-731-
