Following are brief biographies for the individuals recommended for appointment. Recommended for voting positions: Cathie Arendes has been a Tigard resident for 14 years. She has served on the City Center Advisory Commission since January 2013,holding the positions of Vice Chair in 2014 and Chair in 2015. She is currently employed as a Land Use Planner with Washington County. Her volunteer experience includes the Friends of Trees,SOLVE,and Tualatin Valley Gleaners. Carl Fisher has lived in Tigard for 32 years and is a Field Director and Legislative Assistant with the Democratic Party of Washington County. He volunteered with the Metzger Park Play Readers and was a THS Speech and Debate Judge. Ruth Harshfield has lived in Tigard for 28 years and is retired. She previously served as Director of the Alliance for Community Safety (ACTS Oregon),Director of Safe Kids Oregon,worked with Stop At 4,Safe Routes to School in Washington County,and the PBOT Traffic Safety Committee. Lonnie Martinez has lived in Tigard for 11/2 years since moving from Portland. He uses transit to access entertainment, shopping,and to commute to Tualatin where he works in Workforce Development. Lonnie has been involved with the Broadway Rose Theater,Tualatin Riverkeepers, and the Beaverton Area Chamber of Commerce. Lonnie enjoys working on his home,biking, walking and many other outdoor activities. Recommended as alternates (non-voting): Holly Koontz has been a Tigard resident for 3 years,and previously lived in Beaverton. She works as a program manager for a software company. She gained knowledge and interest in transportation having worked for the Wyoming Department of Transportation in the past.With young children who love to be outside walking and biking,she is interested in learning more about and providing input on transportation and traffic safety decisions in Tigard. Richard Keast has lived in Tigard for 4 years. He is a registered Landscape Architect and has worked on several pro-bono projects at local and area schools. KEY FACTS AND INFORMATION SUMMARY The Capital Improvement Plan (CIP) establishes Tigard's budget and timeline for improvements to city owned and operated public infrastructure over a 6-year period. A CIP project improves or adds value to the city's infrastructure, typically costs $50,000 or more, and has a useful life or extends the useful life of infrastructure for 5 years or more. Public facility systems addressed by the CIP include streets, parks, sanitary sewers, stormwater and domestic water in addition to public buildings and facilities. In most cases, CIP projects are implemented with oversight from the city's Engineering Division. City Engineer Lori Faha will provide a summary report to council, including the status of active projects during this briefing. The attached file will be shown as a PowerPoint presentation at the meeting. STAFF RECOMMENDATION / ACTION REQUEST Move to declare a city council seat vacant as of December 27, 2018, and open a process to accept applications to fill the council vacancy through December 31, 2018. Direct staff to make immediate public notification of the vacancy and application process. Provide guidance to staff regarding the form of the application and timeline for decision. KEY FACTS AND INFORMATION SUMMARY A draft timeline and application form is attached to this staff report for Council discussion. On June 4, 2018, Council President Snider notified the city of his irrevocable resignation from Council effective December 27, 2018, in keeping with the City Charter requirement that becoming a candidate (in this case, filing for the office of Mayor) requires resignation for a term concurrent with the the office then held. This creates a vacancy for the remaining two years of this term, expiring December 31, 2020. Council may choose election or appointment to fill the vacancy. The Council discussed alternatives at meetings of June 26 and July 17, and received public comment on the matter. On August 14, 2018, the City Council chose to fill the vacancy by appointment, with the selection to be made by the 2019 Council. Opening an application process now allows interested parties time to submit an application, and for the Council to fill the vacancy as soon as possible in 2019. OTHER ALTERNATIVES Council may fill the unexpired two-year term by election or appointment.
