Tigard Public Library Board Minutes

1. CALL To ORDER:
Chair Katie Harris called the meeting to order at 7:02 p.m.
2. ROLL CALL

3. APPROVE MINUTES
The minutes from the September 12,2018 Board meeting were reviewed. No changes were
requested.
Motion by Lonn Hoklin. Second by Jean Hart to approve the September 12, 2018 minutes.

4. AGENDA ADDITIONS AND DELETIONS
It was suggested that the elections of officers would be inserted as Agenda Item #6 and revisiting
the Library Use policy would be added to the policy review.
5. CALL TO THE PUBLIC
Ann-Marie Anderson,Adult Services Librarian was our guest this evening. Ann-Marie has been an
Adult Services Librarian at the Tigard Library since 2004. She started here when the library was first
opened at this current location. She works at the Reference Desk, selects materials for our Adult
Fiction collection, coordinates the library's Friendly Visitor program, and conducts outreach to
senior living facilities. She also coordinates the displays in the lobby display cases, creates the book
lists and book displays for our patrons. Ann-Marie is a member of our troubleshooter team for our
public computers and printers.Ann-Marie shared some of the details of her job responsibilities.
6. NOMINATION AND ELECTION OF OFFICERS
The floor was opened for nominations for the position of the Library Board Chairperson.Jean
Hart nominated Katie Harris for the position. It was seconded by Mary Bogert. No other

nominations were submitted. The floor was closed for nominations. Chair Harris called for a vote.
The nomination was approved unanimously.
The floor was opened for nominations for the position of the Library Board Chairperson pro tem.
Katie Harris nominated Mary Bogert for the position. It was seconded by Lonn Hoklin. No other

7. LIBRARY OPERATIONS
The August and September 2018 Statistical Reports were distributed.
The summer teen volunteer program is finished and we are now moving into the Saturday Teen
Volunteer Program.
The circulation division needed some extra support with the shelving of returned materials so a
shelving and pizza party was organized. All trained shelvers were invited to attend. By the end of
the night, the twelve volunteers participating had shelved all the returned materials. Since this was
such a successful and productive event, this will become a monthly opportunity for our shelvers.
Margaret Barnes stated she will provide a more detailed digital statistics report to the Board at the
next meeting. This report hopefully will provide countywide and library specific statistics regarding
Libby, Overdrive and the audio e-books.
Margaret Barnes shared with the Board that Allison Arnold was promoted from the Adult Services
Supervisor position to the Readers Services Manager position. Recruitment for the Adult Services
Supervisor position is now underway.There are currently three other vacant positions that have not
been filled. This lead to a discussion of the budget and how these vacant positions may work into
meeting the required reductions being called for in the next fiscal year.
The City Council has called for a performance audit to be conducted for city departments.Margaret
Barnes shared some details of the process for this performance audit.
The collection shelving shift is coming to its conclusion.Asian Language Collections,which
includes Chinese, Korean and Vietnamese are moving upstairs along with the Adult Spanish
collection.
8. POLICY REVIEW
A. Exhibit and Display Policy
It was discovered that the Board had actually reviewed and re-adopted the Exhibit and Display
policy on January 10, 2018, so this policy did not need to be reviewed nor re-adopted at this
time. Each Board member has the current copy of this policy in their binder.
B. Library Use Policy
The Board review and discussed this policy at the September meeting. It was determined that
an inquiry should be made to the city attorney to clarify language regarding panhandling. By
adding language to this policy to address this issue, staff would have a specific place of
reference if the need arises.

Discussion ensued regarding the verbiage to submit to the city attorney for the language to be
defined legally for inclusion into the policy.
9. ALA POLICY REVIEW
A. Library Bill of Rights
This ALA policy was last reviewed on August 9, 2017. Motion by Mary Bogert. Second by
Becky Gauthier to endorse and reaffirm the ALA Library Bill of Rights policy. Motion was
approved unanimously.
B. American Library Association (ALA) Freedom to Read Policy
This ALA policy was last reviewed on September 13,2017. Motion by Joseph Callahan.
Second by Jean Hart to endorse and reaffirm the ALA Freedom to Read policy. Motion was
approved unanimously.
C. American Library Association (ALA) Freedom to View
This ALA policy was last reviewed on September 13, 2017. Motion by Jean Hart. Second by
Mary Bogert to endorse and reaffirm the ALA Freedom to View policy. Motion was approved
unanimously.
10. OTHER BUSINESS
The managers have been researching hot spot devices that we could possibly provide to patrons to
check out and use at home. The managers are checking out the pricing and ease of use. This could
be something the public could use at home, for a designated check-out period. Discussion ensued
regarding the`library of things'and other non-traditional items that some libraries have available for
patrons to check out.
Margaret Barnes asked the Board to check out the new Kanopy video streaming service provided
through WCCLS which is available to use with a library card. She would like the Board to report
back next month on their experience with it.
11. ADJOURNMENT
Chair Harris adjourned the meeting at 8:05 p.m. The next meeting of the Tigard Library Board is
scheduled for Wednesday,November 14,2018 at 7:00 p.m. in the library conference room.
