1. Call to Order, Roll Call, and Introductions
Commissioner Jehnke called the meeting to order at 5:40 p.m.
2. Approval of Minutes — September 12, 2018
Approval of the September 12, 2018, minutes was postponed until the November
meeting due to a lack of a quorum.
3. Public Comments
There were no public comments.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month September was 7.2 million gallons per day
(mgd). This usage is .14 mgd higher than our 10-year data, and .4 mgd less than
the same month from last year (September 2017). Water demand in early
October decreased to 5.9 mgd, which is seasonally normal.

• There was no change in aquifer storage recovery (ASR) conditions in the
month of September. Stored water for ASR well no. 1 is approximately 39 days
of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR well no.
2 has 81 days of supply based on 1,500 gpm recovery rates. ASR well no. 1
operational tests were performed on September 7 for a short duration.
• October 9 Bonita Pump Station data indicates a pH of 7.78 with 0.94 mg/L
chlorine residual, 29.5 mg/L alkalinity, and water temperature of 13.5
centigrade (56 degrees F).
• Staff received three water quality complaints in September, all involving brown
water due to fire hydrant flow testing for hydraulic modeling calibration. Staff
performed additional flushing in these specific areas to remove odor or color
from nearby water pipes.
• Water treatment plant operations continue to be normal during the month of
September. Ozone is fully functional and operating without any problems
reported by Lake Oswego Tigard Water Treatment Plant staff.
• Clackamas River USGS information reports that the river is flowing at 1,640
cubic feet per second (cfs) with a mean value of 960 cfs. These flows are above
our conditional use parameters for October, but significantly lower by 35
percent than last year for this same period. Water temperature is 54 degrees F,
with a pH I of 7.6, and turbidity at 3.3 NTU.
• Current testing indicates no cyanotoxins detected in the raw water samples
conducted by the intake structure. No hazardous algae blooms (HABs) have
been noted from sampling and observations at this titne.
• The state has issued permanent draft rules for cyanotoxin monitoring that are
under review and comment. Mr. Goodrich provided an update regarding the
draft rules that may affect water quality monitoring and future increased costs
associated with water quality testing for the Clackamas River.

6. Non-Agenda Items
• Mr. Goodrich announced that the water rate is scheduled to increase by 3.25
percent in January 2019.

• Notifications regarding the increase are scheduled to go out on December 15,
2018.
• More information about the water rate increase will be presented at the next
IWB meeting.
