1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:39 p.m.
2. Approval of Minutes —August 8, 2018
Commissioner Henschel moved to approve the August 8, 2018, minutes.
Commissioner Inman seconded the motion. The motion passed by unanimous
vote of the commissioners present, with Commissioners Henschel, Tnman,Jehnke,
and Ochoh voting yes.
3. Public Comments
There were no public comments.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of August was 10.1 million gallons per day
(mgd). This usage is .9 mgd higher than our 10-year data, and the same from

last year (August 2017). Water demand in early September decreased to 8.6
mgd, which is seasonally normal.
• Peak day information:
o July 30, 2018 = 11.68 mgd production (input), and
0 11.48 mgd consumption (output).
The Metro area temperature was 99 degrees F for that period.
• For the month of August, there was no change in aquifer storage recovery
(ASR) conditions. Stored water for ASR well no. 1 is approximately 39 days of
supply based on 1,000 gallons per minute (gpm) recovery rates. ASR well no. 2
has 81 days of supply based on 1,500 gpm recovery rates. Staff performed
operational tests at ASR well no. 1 on August 8 for a short duration.
• On September 11 the Bonita Pump Station data indicated a pH of 7.53 with 1.1
mg/L chlorine residual, 29 mg/L alkalinity, and water temperature of 18.2
centigrade (65 degrees F).
• Staff received six water quality complaints in August: four involving brown
water due to fire hydrant flow testing for hydraulic modeling calibration, and
two for chlorine taste or odor. Staff took action by providing additional
flushing in these specific areas to remove odor or color from nearby water
pipes.
• Water Lreatinent plant operations continue to be normal during the month of
August. Ozone continues to be fully functional and operating without any
problems reported by Lake Oswego Tigard Water Treatment Plant staff. The
plant is continuing to operate under summer protocols.
• Clackamas River USGS information reports that the river is flowing at 815
cubic feet per second (cfs) with a mean value of 898 cfs. These flows are above
our conditional use parameters for September, but significantly lower by 35
percent than last year for this same period. Water temperature is 61 degrees F,
with a pH of 7.6, and turbidity at 2.1 NTU.
• Current testing indicates no cyanotoxins detected in the raw water samples
conducted by the intake structure. Sampling and observations have noted no
hazardous algae blooms (HABs) at this time.
• The state has issued permanent draft rules for monitoring cyanotoxins that are
under review and comment. Mr. Goodrich discussed some of the changes

within the draft rules that may affect water quality monitoring and future
increased costs associated with water quality testing.
Commissioner Henschel inquired as to whether the city has been replacing fire
hydrants. Mr. Goodrich said that the city has budgeted to replace 25-40 old
hydrants per year with new hydrants designed to increase security and efficiency.
5. Informational Items
Commissioner Henschel spoke about a recent news item regarding Portland Water
Bureau utility billing. He asked if the City of Tigard uses the same billing practice
in the case of foreclosures as the news report claimed that the Portland Water
Bureau does. Mr. Goodrich explained that the City of Tigard does not bill the
property owner once the utility account is closed.

commissioners present, with Commissioners Henschel, Inman,Jehnke, and Ochoh
voting yes.
