ANALYSIS AND CONCLUSIONS In order to approve a proposal that involves a drainageway, the following criteria contained in Seo•tion 18,84,040(c) of the Mode must be satisfied, 14 The extent and nature or the proposed land form alteration or development will not create site disturbances to the extent greater than that required for the use; 2, The proposed land form alteration or development will not result in erosion, stream sedimentation, ground stability or other adverse do- site and off—site effects or hazards to life or property; 3, The water flow capacity of the drainageway is not decreased and 4. Plazas of the Morning Hill subdivision provided by the City of Tigard and on-site inspection show that all drainage of the development was directed to a point 930 feet East of S.L . 135th Ave. which is almost ittediately South of the lake area. • The plans and onsite inspection reveal that the Morning Hill improvements incorp orated a storm drainage detention system apparently in the form of a large under= ground pipe along the North property line and an open begin in what is designated as Tract "J" on the plat.
