Dear Mrs. Meeker:
Bill Monahan: and .I have reviewed your:;proposal to:,:locate a florist shoo in the ; '
Carmen• Center Mhich is zoned I-P; (.Industrial Park). A florist is a use which
is not:specifically •listed in the Community Development Code,
Section 18.43.050. o£ the Code does permit .the .Planning •Director: to authorize
an .unlisted use in a specific .zone if it can be,:. shown. . that the use is-- :-;
consistent with the intent of the:Comprehensive Plan and •Community Development 1
Code and is similar to other uses •permitted :in the zone. ( `:.
• The .florist • shop is in somewhat . of a greyarea between • convenience
sales/personal services and. general commercial sales as•aai. defined in our Code.
However, the Director and :I • have determined. that. • a florist. shop may . be..: ..". .. .i, -
-::'- ' ' .' • .: ••• 'Itclade
`
included under the convenience• sales/personal services. category. Because this' , • i",
type of retail use is limited. inthe i.-P zone, the •primary intent of• •the zone )
will •not •be-compromised. • • • , .
I will : suggest an amendment of.... the I-P zone• to the Planning Commission' on
April 16th ••to deal with this issue in a more comprehensive manner. My
preliminary :thought •is; to incorporate :a list of _commercial/retail uses which .
"would be limited.• to a'specific total square footage based upon the size of the
development.. I -will• send you• a •copy of the proposal when .it• is completed: in •
early April.
• 1f you need any• additional information,...please contact '.

Dear Mr. Lidera:
•
The purpose of this letter is to describe the New Look Auto Painting business
to determine if it meets the objuictives for businesses in :an. Industrial I\`
Park zoning district. The address for this proposed new business would be 11225 SW Greenburg Road in an existing warehouse. r.:;
All business activities would take place inside the warehouse. There would
be no storage of vehicles outside the warehouse beforeor after the painting
application. The maximum number of vehicles that would be run through the
painting process would be ten per day. The approximate maximum time the
vehicles would stay on site & in the warehouse would be three days to allow i
for proper drying of the new finish. r.`
A typical refinishing job would take place as follows:
1 A customer arrives on site and enters the display showroom to wait for a
salesperson
2. The sales representative with the customer looks over the customers vehicles
and provides an estimate to do light repair work to vehicle body in preparation ►
for applying the new finish.
3.: I agreed, the vehicle is then brought into the warehouse to be taped (masking
out areas that do not receive paint), sanded, small dings repaired, resanded
an:d then blown clean of all debris.
4. The vehicle then moves into the paint booth and receives a couple of coats f:
of primer & a couple of coats of finish paint depending on color & design. I':
This part of the
• process takes about one hour.
5. The vehicle is then rolled into the dryer for approximately one hour before l
• .
it is parked to finish drying and to have all the .tape removed and accessories
reassembled still within the warehouse.
6. The customer returns at the appointed time, pays the bill and drives, away,
in a beautiful newly refinished vehicle,

.
As we discussed, I have given this business a lot of thought: I believe it i
to be a clean operation that completely takes place within an existing 'structure
and should prove to be.. :a welcome addition to this, industrial Park district.
• Please consider the above description of this business in; light of the purpose
and intent for businesses within this district Then, after discussing` it, with -
the planning dir'.ector, Mr. Bill Monahan, let me know if you agree that this b
is an :acceptable use and a positive addition to businesses in Tigard. k,
Repectfully submitted,
