Call to Order and Roll Call The meeting was called to order at 7:00 p.m. by Wayne Gross. 2. Approval of Minutes:July 9, and August 13, 2018 • Dave Brown moved to approve the July 9, 2018 meeting minutes. Ben Holmes seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Scott Winkels, Dave Brown, and Ben Holmes voting yes. Claudia Ciobanu and Ellen Seminara abstained. • Ellen Seminara moved to approve the August 13, 2018 meeting minutes. Dave Brown seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Claudia Ciobanu, Ellen Seminara, and Dave Brown voting yes. Scott Winkels, and Ben Holmes abstained. 3. Comments from the Audience • Neal Brown shared information regarding the Tigard Parks System Development Charge; he would like to know how the funds are maintained, and where the funds are being used. • Chris Garsteck inquired about; Flyers for the upcoming Howl O' Ween Canine Costume Contest, the timeline for completion of the Potso Dog Park parking lot, and tree replacement planting at Potso Dog Park. 4. Presentation on the Universal Plaza Concept Sean Farrelly, Redevelopment Project Manager for the City of Tigard, shared a presentation on the Universal Plaza Concept. The name "Universal" Plaza represents the universe we live in and the universal access for the community. The theme of, earth, wind, fire, and water, would be represented in different features throughout the plaza. 5. Update on Park and Recreation Fee (PARF) PRAB members discussed going to the next city council meeting in September or October, to voice their opinion regarding Park and Recreation Fee (PARD changes. Discussion on Park Plan Approvals ■ Mr. Martin shared how new parks in Planned Developments are currently reviewed by the City of Tigard, using the parks at River Terrace as an example. • It was discussed how to include PRAB members in the reviewing process of the Planned Development parks, to give them the opportunity to make comments, and suggestions, prior to their final approval by the city. 7. Parks and Recreation Updates Mr. McKnight gave the following updates: • Construction of the shelter and restroom area at Dirksen Nature Park is progressing. • Preparing for Clean Water Service's sewer project that will be coming through Cook Park to begin this fall. Parking will be limited in Cook Park from mid-October through March, or April. • Met with Lieutenant Eskew to discuss how to address some of the homeless issues in our city parks. • Working closely with Little League to find fields for play while construction is going on. Discussion of Transient Lodging Tax There was no discussion of this item. 9. Recap of August Meeting/Park Tour PRAB members will send any thoughts to Mr. Martin. 10.Executive Session An executive session was held not held. 11.
