APPLICATION SUMMARY FILE NAME: AMERISLEEP CASE NO: Minor Modification (MMD) MMD2018-00047 PROPOSAL: The applicant is proposing a change of use from sales-oriented retail to bulk sales at 9339 SW Washington Square Road, Suite #T11. The applicant is also proposing façade changes to the exterior of Washington Square Mall. The modifications include removing the exterior storefront that projects from the wall, and inserting new doors and windows in the same location. No changes to the landscaping, parking,building height,or site plan are proposed. The MUC zone includes land around the Washington Square Mall and land immediately west of Highway 217.Primary uses permitted include office buildings, retail, and service uses. Also permitted are mixed-use developments and housing at densities of 50 units per acre. Larger buildings are encouraged in this area with parking under, behind, or to the sides of buildings. In addition to the standards of this chapter,development within this zone is subject to the standards of Chapter 18.670,Washington Square Regional Center Plan District. REVIEW CRITERIA: Community Development Code (CDC) Chapter 18.780 and Chapter 18.120 MMI)2018-00047 1 of 4 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL IS VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located within Washington Square Mall;south of SW Hall Boulevard,east of Highway 217, and west of SW Greenburg Road. The property is located on a 46.24-acre tax lot (WCTM 1S126, Tax Lot 300), and is part of the larger Washington Square shopping center. The property is located in the Mixed-Use Commercial (MUC) Zone and the Washington Square Regional Center Plan District. In November 2017, the City of Tigard Planning Division approved a lot line adjustment (Case No. LLA2017-00020) between WCTM 1S135BA, Tax Lot 100 and WCTM 1S135BA, Tax Lot 101. Additionally in April 2018, the City of Tigard Planning Division approved an approximately 64,000 square-foot automobile dealership with accessory uses on Tax Lot 101 (Case No. SDR2017-00005). As a result of these approvals,Tax Lot 101 is no longer considered part of the Washington Square shopping center(although it is owned by the same company,the Macerich Company),and is therefore not included in the parking count for the overall shopping center. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.780 Site Development Review: 18.780.050 Minor Modifications C. Approval criteria. The approval authority shall approve or approve with conditions an application for a minor modification when all of the following are met: 1. The proposed development is in compliance with all applicable requirements of this title;and The applicant is proposing two modifications; the first is a change in use for an existing tenant space,and the second is an exterior facade modification to Washington Square Mall. The subject 2,801 square-foot tenant space will be changing from a sales-oriented retail use to a bulk sales use.The tenant space is part of the overall Washington Square shopping center,which is a multi-tenant site,and is therefore subject to the required minimum vehicle parking formula outlined in CDC 18.310.030.D.The attached table (Attachment 1) calculates the minimum off-street vehicle parking requirements based on this formula. Staff finds that 4,259 parking spaces are required for the site, taking into consideration the change of use discussed above. Based on the applicant's submitted materials, staff finds that there is adequate parking at the development site,with 7,005 parking spaces provided.This criterion is met. MMD2018-00047 AMERISLEEP 2 of 4 Chapter 18.120 Commercial Zones 18.120.040 Development Standards A. Compliance.All development shall comply with: 1.All of the applicable development standards for the applicable base zone,except where the applicant has obtained variances or adjustments in compliance with Chapter 18.790, Variances and Adjustments; B. Development standards. Development standards in commercial zones are provided in Table 18.120.3. The applicant proposes to modify the existing storefront of 9339 SW Washington Square Road, Suite #T11.The new storefront facade will be anchored to the existing steel frame,and will include new entry doors and windows.The new exterior wall will be textured with a geometric pattern.The applicant is not proposing to change any of the existing landscaping,parking,or building height.Based on the applicant's submitted elevations and tenant space site plans, staff finds that the proposal meets all of the applicable development standards,as outlined in CDC Table 18.120.3. This criterion is met. 2. The modification is not a major modification. The applicant is not proposing any of the changes outlined in CDC 18.780.040.B. Therefore, this proposal is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification to an existing development and is in compliance with the applicable requirements of this Title. I'm also attaching the approved demo plans. • We plan to remove the finish and sheathing to expose the framing • We will leave the existing steel structure and plan to anchor our new steel to the existing • Once we have the new steel in place, we will apply the finishes as I spoke of in my last email • We will add a new double door entry in lieu of the middle panel of glass on the existing store front, and remove the single door on the far right (next to Pottery Barn) On the demo plans, drawing "1" indicates the before framing and drawing "2" indicates the after.
