1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:31 p.m.
2. Approval of Minutes —July 11, 2018
Commissioner Inman moved to approve the July 11, 2018, minutes. Commissioner
Woodard seconded the motion. The motion passed by unanimous vote of the
commissioners present, with Commissioners Henschel, Inman and Woodard
voting yes.
3. Public Comments
There were no public comments.
4. Water Supply Update
Mr. Goodrich reported:
■ Average water use for the month July was 10.4 million gallons per day (mgd).
This usage is 1.2 mgd higher than our 10-year average, and higher from last

year Quly 2017) by .7 mgd. Water demand in early August increased to 10.5
mgd, which is seasonally normal.
■ For the month of July, there is no change in aquifer storage recovery (ASR)
well conditions. Stored water for ASR well no. 1 is approximately 39 days of
supply based on 1,000 gallons per minute (gpm) recovery rates. ASR well no. 2
has 81 days of supply based on 1,500 gpm recovery rates. ASR well no. 1 was
last operated July 31 for testing purposes.
• The August 8 Bonita Pump Station data indicates a pH of 7.62 with 1 mg/L
chlorine residual, 33 mg/L alkalinity, and water temperature of 22 centigrade
(72 degrees F).
• Staff received five water quality complaints in July involving chlorine taste or
odor. Staff took action by providing additional flushing in these specific areas.
• Water treatment plant operations continue to be normal during the month of
July. Ozone is fully functional and operating without any problems reported by
Lake Oswego Tigard Water Treatment Plant staff. The plant is continuing to
operate under summer protocols.
• Clackamas River USGS information reports that the river is flowing at 784
cubic feet per second (cfs) with a mean value of 897 cfs. These flows are above
our conditional use parameters for August, but significantly lower by 35
percent than last year for this same period. Water temperature is 74 degrees F,
with a pH of 8.2 and turbidity at 1.5 nephelometric turbidity units (NTU).
• Current testing indicates no cyanotoxins detected in the raw water samples
conducted at the intake structure. No hazardous algae blooms (HABs) have
been noted from sampling and observations at this time.
5. Update on Annexation of System Assets —John Goodrich
Mr. Goodrich provided a brief update regarding the annexation of a property at
14305 SW High Tor Drive into the City of Tigard. This property is adjacent to
14255 SW High Tor Drive, which is the water storage, pump station, and
generator (system asset), and adjacent to 14200 SW High Tor Drive, which is the
large water storage tanks and pump station (system asset). Both properties are in
the county currently, and under the name of Tigard Water District.
The city is requesting the board delay action of their request for annexation until
further discussions with the county regarding right of way and sanitary

connections to city sewer conveyance are resolved. The annexation for 14305 SW
High Tor Drive will continue to be processed.
In response to an inquiry by Commissioner Henschel, Mr. Goodrich said the
benefits of annexation of the system assets property include reducing costs
associated with facility improvements and minor modifications to land use.
6. Informational Items
There were no informational items.
7. Non-Agenda Items
Commissioner Henschel spoke briefly about occasional notices received by the
Tigard Water District (TWD). The notices are regarding opportunities open to
special districts to apply for grants. He suggested that, as a special district, perhaps
there is the possibility that TWD could apply for one of these grants to help with
funding if needed.

At 6:22 p.m., Commissioner Inman moved to adjourn the meeting. Commissioner
Woodard seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioners Henschel, Inman and Woodard
voting yes.
