BACKGROUND INFORMATION Site Information: The subject property is Lot 19 of the Willow Brook Subdivision, which was originally approved as the 113th Avenue Subdivision by the City of Tigard Planning Division on April 13, 2017 (SUB2016-00011 and SLR2016-00008). The granted approval was for a 29 lot subdivision and Sensitive Lands Review.A Public Facilities Improvement Permit (PFI2017-00118) was also submitted with the 113th Avenue Subdivision. On August 17, 2017, the applicant paid to change the subdivision name from the 113th Avenue Subdivision to the Willow Brook Subdivision. The subdivision is located on both the east and west side of SW 113th Avenue, which is located south of SW Durham Road, and east of Pacific Highway. All lots are zoned R-7 (Medium-Density Residential). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS CHAPTER 18.440 TEMPORARY USES: 18.440.050 Approval Criteria C. Temporary sales office or model home. The approval authority shall approve or approve with conditions a temporary sales office or model home,when all of the following are met 2. Model Home. a. The model home shall be located within the boundaries of the subdivision or property where the real property to be sold is situated; and The proposed model home is to be located within the boundaries of the Willow Brook Subdivision on proposed Lot 19.The real property to be sold includes the subject property.This criterion is met. b. The property to be used for a model house shall be a permanently designed dwelling structure. The applicant proposes to utilize a single-family residential unit as a model home. Once the temporary use expires, the single-family residential unit will be sold as a single-family residence. The applicant has requested that the approval of the model home be valid for up to two years. A two-year approval for the model home is appropriate as it meets the applicant's timeline for sale of the homes. This criterion is met. SECTION V.
